Transnet President approaches Thai govt over

Railway workers’ rights

Alexander Kirchner, President of Germany’s Transnet union and ITF Executive Board member, has protested to the Thai government over its treatment of the State Railway Workers’ Union of Thailand (SRUT).

In a letter to Thailand’s Ambassador to Germany he registered his concern over the way the SRUT is being sidelined and its pleas for the reinstatement of sacked members ignored.

Alexander Kirchner stated that he was “aware of the current dispute between the SRUT and State Railway of Thailand in which six trade unionists were dismissed in October 2009. As a member of the ITF I welcomed the decision of the tripartite State Enterprise Labour Relations Committee which voted against such action. Yet again, however, it is reported that the Thai Ministry of Transport has made a statement on the following day to express their objection and instructed the SRT to take the case to court.”

Kirchner’s intervention comes after the ITF last month sent a delegation to Thailand to look into reports of poor rail safety standards and anti-union practices by employers and government. The delegation condemned the poor safety standards they discovered. Ageing rolling stock, lack of safety devices and staff shortages were among the concerns they raised. The latter resulted in railway employees having to work for long periods without weekly rest days, further compromising safety and raising concerns for passengers.

At the time Øystein Aslaksen from the Norwegian Locomotive Drivers Union and Chair of the ITF Railway Workers' Section said the Thai government and the SRT must “develop a new safety culture with the union without delay”.

These rates fall far below the rates what they should get. For determining the rates of Running Allowance, Pass. Driver/Guard is taken as a reference grade. Thus, the formula for deciding the rate of Kilometreage Allowance is as under:-

The above rates have been demanded keeping into view the revised basic pay, revised T.A. rates and relativity as per the recommendations of the Running Allowance Committee, 1981 and Railway Board’s letters No.E(P&A)II-97/RS-2 dated 2.4.1998 and No.E(P&A)II-98/RS-5 dated 6.5.1998 on the subject.

The relativity of the rates of Kilometerage of Mail/Exp. Drivers, Goods Drivers, Shunters, Sr. ALP and Second Fireman, Mail/Exp. Guards, Goods Guards, Sr. Brakesman/Sr. Asstt. Guard and Brakesman/Asst. Guard is maintained as per the prevailing practice on Indian Railways since 1981.

Sub: Grant of Children Education Allowance and Hostel Subsidy

Railway Board vide their letter No. E(W)2008/ED-2/4 dated 10.06.2009 have laid down the eligibility for Children Education Allowance as follows:

“Reimbursement of Children Education Allowance is admissible for eldest two surviving children studying in schools affiliated to Board of Education”.

This is contrary to the letter and spirit of the original order issued vide Para 1(c) of Ministry of Personnel, Public Grievances and Pensions O. M. No.12011/03/2008-Estt. (Allowance) dated 02.09.2008 circulated vide Railway Board’s letter No.E(W)2008/ED-2/4 dated 01.10.2008 which reads as under:-

“Reimbursement as indicated above will be applicable for expenditure on the education of school going children only i.e. for children from classes nursery to twelfth, including classes eleventh and twelfth held by junior colleges or schools affiliated to Universities or Boards of Education”.

It is clear from the above paragraph that only for class eleventh and twelfth colleges or schools need to be affiliated to Universities or Board of Education and not from Nursery Class.

It may further be mentioned that schools imparting education at Nursery level, primary level and even middle class level i.e. up to Class VI(Six) are not affiliated to any Education Board. Apart from the above, in road side railway stations even some Secondary Schools are also not affiliated to any State Education Board and students studying in those schools are appearing Secondary Examination through some other affiliated schools. The policy of the Govt. is to spread literacy and if, the restriction imposed by the Railway Board’s letter under reference, many students studying Nursery, Primary and middle School / classes are being deprived of the benefits of Educational Assistance.

It is urged that the Children Education Allowance and Hostel Subsidy may please be granted to any two children studying in schools and in respect of up to middle standard affiliation to Board of Education or from any other authority may not be insisted upon.

Sub: Eligibility for 1st Class/AC-2 Tier and AC 3 Tier Passes

Consequent upon introduction of VI CPC pay scales, staff of all departments other than the Railways, in Grade Pay Rs.4200 and above, are having eligibility of First Class/AC 2 Tier Passes.

It would be appropriate to mention that the VI CPC vide para 4.2.42 has recommended as under:-

“In any case in the revised scheme of pay scales, all the allowances and facilities will be governed by grade pay.”

Hence, it is urged that the Railwaymen in Grade Pay of Rs.4200 and above be issued First Class/AC 2 Tier Passes and those who are in Grade Pay Rs.2400 and 2800 be issued AC 3 Tier Passes.

Sub: Abnormal delay in the matter of setting-up of Medical Board, holding of the Board and acceptance of its report – harassment to the employees

After prolong treatment when patients are not declared fit for duty, they often submit application for setting-up of Medical Board to ascertain whether they are likely to be fit for duty or otherwise.

There has been abnormal delay in the matter of setting-up of Medical Board, holding of Medical Board and acceptance or otherwise of the recommendation of the Medical Board appointed for the purpose, causing harassment to the staff. They exhaust their Earn Leave and had to be remained on LWP for months together causing untold sufferings.

Hence, it is urged that some time frame should be drawn for setting-up of Medical Board, holding of Medical Board and acceptance or otherwise of the report of the Board so that the patients are relieved of their mental and economic hardship.

Sub: Appointment of High Powered Committee to review the working hours of Loco & Traffic Running Staff and other safety categories of staff – Implementation of the agreement

In the wake of strike negotiation, the following agreement was reached for reviewing working hours of Loco & Traffic Running Staff and other safety categories of staff.

“A High Power Committee with an eminent Judge of the High Court would be constituted to review the duty hours of Running Staff and other Safety Categories of Staff and other safety categories of staff.”

Despite repeated representations, the High Powered Committee as agreed to has not yet been appointed, causing serious dissatisfaction amongst the Loco & Traffic Running staff and other safety categories of staff.

Staff Side urges the Railway Board to appoint the High Powered Committee, as agreed to, without any further delay, to review working hours of Loco & Traffic Running Staff and other Safety Categories of Staff.

Leave Travel Concession: when both husband and wife are Government servants and are residing together. reg.
According to the definition of family as given under rule 4, which is applicable, in travel inter alia, for the purpose of admissibility of LTC, the family of a Government servant includes wife or husband, as the case may be, residing with the Government servant and children residing with and wholly dependent upon the Govt. servant. In addition, it includes the parents, sisters and minor brothers, if residing with and wholly dependent upon the Government servant.
According to the existing position where both husband and wife are Govt. servants and are residing together, they constitute one family unit for the purpose of LTC and only one of them can claim this concession and the other spouse travels as a member of his/her family.
In such a case, the Govt. servants are required to make a joint declaration of a common hometown, which can be the hometown of either of the spouses or a third place. Therefore, the spouse who avails the LTC as member of family of the other could not claim the benefit separately for his/her own parents or dependent minor brothers and sisters even if they were residing with him/her.
On the other hand, where a couple, both being Govt. servants, are residing separately can claim the benefit of LTC individually for their dependent parents, minor brothers and sisters and also declare two separate places as their respective hometowns.
Therefore, the husband and wife when both are Govt. employees and are staying together suffer from certain disadvantages inasmuch as they have to declare common hometown and only one of them can claim the benefit of LTC.
The matter has been considered in consultation with Ministry of Finance (Department of Expenditure) and it has been decided that where husband and wife both are Govt. servants, they could, at their option, choose to declare separate hometown and both of them may claim the concession separately under the normal provisions of CCS (LTC) Rules in respect of the members of their respective families subject to the condition that if husband or wife avails the facility as a member of the family of the other, he or she will not be entitled for claiming the concession for self independently. Similarly, the children shall be eligible for the benefit in one particular block as members of the family of one of the parents only.
All other conditions for admissibility of the LTC shall continue to be applicable as per normal provisions of the scheme. The above decision will be applicable to the journeys performed for availing the LTC against the block years 1990-91 onwards.

In the meeting held between AIRF and Railway Board(Advisor,IR) on 15-09-09, it was agreed that those who were getting privilege of 1st Class Pass will continue to avail the same. All the staff working in Grade Pay Rs.4200 will be entitled for 1st Class Pass. Those who are travelling on duty will be treated at par with other Central Government employees in case of entitlement of class of journey and they will be issued Duty Pass accordingly.

Latest on Pass Issue:-

Com. S.G. Mishra/GS/AIRF/NRMU has discussed the issue of the Pass with Member Staff and advisor(IR) on12.02.10 & has requested them to put some target date & also mentioned them that people are agitating on this issue & AIRF will not leave this issue for long time. Advisor(IR) has said that he has discussed the issue at all concerned levels and some unanimity is emerging and hopefully the issue will be settled shortly.

The Indian Railways will set up IIT-Kharagpur’s (IIT-KGP) largest research and development (R&D) centre. The investment may exceed Rs 120 crore.

Currently, the largest R&D centre at the institute is with the Damodar Valley Corporation (DVC), towards setting-up an energy park over a five-year period beginning 2007. The estimated cost of this project is close to Rs 100 crore.

Union Railway minister Mamata Banerjee recently said the Railways will sign a memorandum of understanding (MoU) with IIT-Kharagpur on February 13 to rope in students of the institute for research work involving her ministry. Officials at IIT-Kharagpur, however, point out that the establishment of a R&D centre would be central to the arrangement.

“The Indian Railways will set up an R&D centre at the IIT Kharagpur campus. The MoU to this effect is also for a long-term framework for advanced training for railway staffs,” an official said on condition of anonymity.

When contacted, P P Chakraborty, dean – sponsored research and industrial consultancy, IIT-Kharagpur, confirmed the development but refused to share further details.

IIT-K is expected to carry out research on behalf of the Indian Railways on areas like equipment, manufacturing and technology upgradation for building a modern rail eco-system.

The Railways is also looking at sponsored research and staff training in collaboration with IIT-Kharagpur.

Last year, Banerjee had said that the Railways intended on forging a stronger relationship with instituions such as IIT-Kharagpur and IIT-Kanpur. Currently, almost all Indian Institutes of Technology (IITs) handle sponsored research projects for Indian Railways.

But IIT-Kharagpur would be the first to partner for a dedicated R&D centre.

During the 2008-09, IIT Kharagpur received 167 research projects from the government, private and international funding agencies for a total value of Rs 158 crore and 142 consultancy projects worth Rs 13 crore, aggregating to a total of 309 projects for Rs 171 crore.

This is a record for the institute. Over 60 per cent of the funds have come from the industries in India and abroad.

New Delhi, Feb 12 (PTI) Taking passenger services a step ahead in Duronto non-stop trains, Railways have decided to post medicos on board in each of these trains, along with one general duty medical officer and one paramedical staff.

The service will be launched on a pilot scale for a period of one year during which the trains will also be equipped with medical equipment to attend to passengers falling ill, said a source in the Railways.

Railways have already informed different zones in this regard, he said, adding the services will come free of cost.

Railway Minister Mamata Banerjee had earlier hinted at launching medical service on board trains taking into considerations several cases that require immediate medical assistance.

Railways have already created a database of medicos and hospitals that fall on railway routes.

The Ministries of Railways and Human Resource Development (HRD) today signed a memorandum of understanding (MoU) to develop schools and colleges on railway land for the benefit of the wards of railway employees and others.

The MoU was signed by Ms Anshu Vaish, Secretary, Department of School Education and Ms Vibha Puri Das, Secretary, Department of Higher Education, on behalf of the HRD Ministry and Mr A K Goel, Member (Staff), Railway Board.

Human Resource Development Minister Kapil Sibal and Railways Minister Mamata Banerjee were present on the occasion.

Under the MoU, the two ministries will strive to develop educational instructure on railway land identified by the Ministry of Railways.

This will include around 50 Kendriya Vidyalayas in the civil sector (about 20 during the remainder of the XIth Plan and the rest during the XIIth Plan), 10 residential schools on the pattern of the Navodaya Vidyalayas and an appropriate number of Model Degree Colleges and Technical and Management institutions of National Importance.

These will meet the demand for education from various sections, including wards of Railway employees, either as per the norms specified under the existing schemes/programmes and projects being executed by the Ministry of Human Resource Development or through special programmes and projects mutually agreed by the parties or through innovative financing under public-private partnership (PPP) models or any other combinations of such schemes.

The MoU will cover the development of new facilities as well as the upgradation of existing educational and technical institutions being managed by Railways for which the Ministry of Human Resource Development would provide necessary assistance and know-how in the interest of improving the overall quality of education.

An official press release said the two Ministries would constitute a high-powered working group, consisting of senior officials and experts, to work out a roadmap for implementing the programme.

उज्जैन : 'रेलवे समाचार' के बार-बार आगाह करने और यूनियन की उज्जैन शाखा द्वारा 169 हस्ताक्षरयुक्त विरोध पत्र जीएम, सीएलई, सीईई एवं सीआरएसई को भेजने के बावजूद रतलाम मंडल के तानाशाह, जिद्दी, निरंकुश एवं रेलवे राजस्व की हानि करने पर तुले वरिष्ठ मंडल विद्युत अभियंता (क.प.) ने उज्जैन चालक लॉबी के 10 मेल/ एक्सप्रेस पद स्थानांतरित कर इंदौर में नई लॉबी स्थापित कर ही दी.
जगह-जगह मितव्ययता का रोना रोने वाली रेलवे के अधिकारियों का यह कदम समझ से परे है. जब पिछले 60- 70 वर्षों से उज्जैन-इंदौर-उज्जैन खंड में उज्जैन का ही रनिंग स्टाफ सब तरहकी गाडिय़ां चलाता आया है तो फिर इंदौर में नया सीसीसी कार्यालय खोलने, वहां एटीएफआर नामक सफेद हाथी बैठाने, कम्प्यूटर स्थापित करने, क्लेरिकल स्टाफ पदस्थ करने तथा रतलाम-उज्जैन और महू से लोको पायलटों एवं सहायकों को इंदौर स्थानांतरित कर स्थानांतरण भत्ता देने से रेलवे का क्या और कितना फायदा या नुकसान होगा, यह शीशे की तरह स्पष्ट है. इससे यह भी साबित होता है कि इस किस्म के अधिकारी केवल अपनी सीआर आउटस्टैंडिंंग करवाने एवं रेलवे से नित नए अवार्ड लेने के चक्कर में जान-बूझकर उज्जैन लॉबी का वर्किंग पूरी तरह समाप्त करके और रनिंग स्टाफ को और अधिक मानसिक रूप से प्रताडि़त करने के पक्ष में हैं जबकि रेलवे के उच्च अधिकारी इस सब पर आंखें मूंदे बैठे हैं.
इससे भी अधिक आश्चर्य की बात है कि दोनों मान्यताप्राप्त संगठनों के नेता जैसे इस तानाशाह अधिकारी के पिछलग्गू बन कर रह गए हैं, जो बिना सोचे-समझे इस जिद्दी अधिकारी के हर बेतुके निर्णय पर अपनी मोहर लगा देते हैं. तथापि अब डब्ल्यूआरईयू की पहल पर प्रशासन ने इंदौर लॉबी के गठन कार्य फिलहाल स्थगित कर दिया है. परंतु उज्जैन का करीब 200 रनिंग स्टाफ इस मामले में बुरी तरह आंदोलित है. यदि रेल प्रशासन ने इंदौर लॉबी को स्थाई रूप से स्थगित नहीं किया और इसे कुछ समय बाद पुन: कार्य रूप में परिणित करने का प्रयास किया तो उज्जैन-इंदौर खंड में गाडिय़ों का परिचालन बुरी तरह प्रभावित होने की आशंका है.

भारतीय रेल में पीछे की टक्कर (रियर इंड कोलिजन) से होने वाली दुर्घटनाओं की संख्या बढ़ती जा रही है और इसके लिए ट्रेन ड्राइवरों/गार्डों को जिम्मेदार ठहराकर मानवीय भूल से होने वाली दुर्घटना के खाते में डाला जा रहा है, जबकि इसके लिए उच्च स्तरीय रेल अधिकारियोंं की अदूरदर्शिता और मनमानी तथा अपने उत्तरदायित्व से पल्ला झाडऩे एवं उनकी अनुभवहीनता जिम्मेदार है. भारतीय रेल में यह जो मनमानी कामकाज चल रहा है और बंद वातानुकूलित कमरों में बैठकर जो लोग नीतियां निर्धारित कर रहे हैं, वास्तव में वही लोग इन दुर्घटनाओं के लिए उत्तरदायी हैं, क्योंकि उन्हें फील्ड की बदली हुई स्थितियों का न तो कोई भान है और न ही कोई अनुभव है.
उल्लेखनीय है कि रियर इंड कोलिजन ज्यादातर ऑटोमैटिक ब्लॉक सेक्शन में होता है, जबकि फील्ड में कार्यरत कई ऑपरेटिंग अधिकारियों का कहना है कि एब्सोल्यूट ब्लॉक सेक्शन में यह रियर इंड कोलिजन संभव नहीं है. इन अनुभवी ऑपरेटिंग अधिकारियों का मानना है, और जोर देकर कहना है कि जब भी घना कोहरा सीजन शुरू होता ही, उस पूरे सीजन के दौरान जहां भी घना कोहरा पड़ता है, उस क्षेत्र के संपूर्ण ऑटोमैटिक ब्लॉक सेक्शन को एब्सोल्यूट ब्लॉक सेक्शन में बदल दिया जाना चाहिए. इससे ऐसी दुर्घटनाएं नहीं होंगी और इस तरह करोड़ों रुपये की रेल संपत्ति एवं यात्रियों के कीमती जान-माल के नुकसान को बचाया जा सकता है.
इन ऑपरेटिंग अधिकारियों का निश्चित रूप से यह मानना है कि ऑटोमैटिक ब्लॉक सेक्शन बनाये जाने से कुछ उच्च सिग्नल एवं दूरसंचार अधिकारियों को लाखों करोड़ों का फायदा होता है. इन ऑपरेटिंग ऑपरेटिंग अधिकारियों का कहना है कि ऑटोमेटिक ब्लॉक सेक्शन वहां कामयाब होता है जहां गाडिय़ों की गति 300 किमी. प्रतिघंटा से ज्यादा होती है, जहां ऊंचा-नीचा ट्रैक नहीं है, जहां घुमावदार ट्रैक नहीं है, जहां कोहरा नहीं पड़ता है और जहां पढ़े-लिखे एवं पूरी तरह से प्रशिक्षित एवं सतर्क रनिंग स्टाफ कार्यरत होता है. जबकि भारतीय विषम पर्यावरणीय परिवेश में मौसम का मिजाज प्रत्येक 50-100 किमी पर अलग होता है, उपरोक्त में से कोई भी विसंगति ऐसी नहीं है, जो कि देश के किसी न किसी क्षेत्र में पूरे साल मौजूद न रहती हो. यहां किसी क्षेत्र में शायद ही कोई ट्रैक 100-200 किमी तक एकदम सीधा होता है. ऐसे में यह ऑटोमैटिक ब्लॉक सेक्शन की प्रणाली यहां कैसे कामयाब हो सकती है?
उल्लेखनीय है कि दक्षिण-पूर्व मध्य रेलवे के नागपुर डिवीजन में पूरा ऑटोमैटिक ब्लॉक सेक्शन बनाने की तैयारी पूरी हो चुकी थी. परंतु डिवीजन में मात्र सीनियर डीएसओ की रिपोर्ट पर यह सारा काम रोक दिया गया, जबकि इस
पूरे प्रोजेक्ट पर वहां अब तक 18 करोड़ रु. से ज्यादा खर्च किए जा चुके हैं, तथापि सीनियर डीएसओ की रिपोर्ट पर रेलवे बोर्ड को भी यह पूरा प्रोजेक्ट स्थगित करने पर मजबूर होना पड़ा है. कुछ परिचालन विशेषज्ञों का मानना है कि संपूर्ण भारतीय रेल के लिए ऑटोमैटिक ब्लॉक सेक्शन अनुकूल नहीं है, परंतु कुछ उच्च एस एंड टी अधिकारियों एवं बड़ी बहुराष्ट्रीय कंपनियों की साठगांठ के चलते सैकड़ों करोड़ रुपये ऐसे प्रोजेक्ट पर फूंके जा रहे हैं जो कि भारतीय रेल और इस देश के वातावरण एवं मौसम के अनुकूल नहीं हैं.
हालांकि कुछ अधिकारियों का यह भी कहना है कि ऐसा नहीं है कि ऑटोमैटिक ब्लॉक सेक्शन भारतीय रेल के बिल्कुल ही अनुकूल नहीं है, परंतु अब तक जो दुर्घटनाएं हुई हैं, वह ऐसे ही सेक्शनों में हुई हैं, जिससे इनकी अनुकूलता के प्रति सवाल उठना स्वाभाविक है. उनका भी यह मानना है कि घने कोहरे और ऊबड़-खाबड़ ट्रैक वाले क्षेत्रों में ऑटोमैटिक ब्लॉक सेक्शन बनाना गैरजरूरी है. उनका मानना है कि कोई भी सिस्टम कितना ही कारगर और बेहतर हो, फिर भी उसे लगाये जाने से पहले भारतीय परिवेश में क्षेत्रीय मौसम अनुकूलता के अनुसार ही उसकी परख एवं अनुकूलता को देखा जाना चाहिए. यदि वह इसके अनुकूल नहीं है तो वह फिर चाहे कितना ही कारगर, कामयाब और बेहतर हो, उसकी यहां कोई उपयोगिता साबित नहीं हो सकती है.
हर साल बजट भाषण में रेलमंत्री द्वारा और विशेष अवसरों पर जोनल महाप्रबंधकों द्वारा भारतीय रेल में दुर्घटनाएं कम होने के आंकड़े प्रस्तुत किए जाते हैं, परंतु आजादी के बीते इन 62 सालों में यह आंकड़े कम-कम होते हुए भी शून्य स्तर पर नहीं लाये जा सके हैं. इसका सीधा मतलब यह है कि यह सारी आंकड़ेबाजी झूठी और जनता की आंखों में धूल झोंकने वाली है. आज भी रेल अधिकारियों और रेलमंत्री द्वारा यह स्वीकार किया जाता है कि 90 प्रतिशत रेल दुर्घटनाएं मानवीय भूल से होती हैं, तो मानवीय भूल का स्तर भी आज तक कम क्यों नहीं हो पाया है? इसे कम करने के लिए पिछले 62 सालों में और रेलवे के 150 वर्षों के इतिहास में उन्होंने क्या किया है, यह कम क्यों नहीं हो पा रहा है? क्या इसमें लगे मानव संसाधन के प्रशिक्षण और कार्यप्रणाली में खामी है अथवा उसके अधिक वेतन-भत्तों का रोना रोनेवाले उनके प्रशासनिक अधिकारियों की सोच में कोई गड़बड़ी है? आखिर कथित मानवीय भूल से होनेवाली ये रेल दुर्घटनाएं क्यों नहीं रुक रही हैं?
क्या इसका एकमात्र कारण ऊपरी स्तर पर फैला भ्रष्टाचार ही है? इस बारे में गंभीरता से विचार करने की आवश्यकता है. वरना इस देश में जिस तरह लगातार मौसम बदलता जा रहा है और जनसंख्या में वृद्धि होती जा रही है तथा भ्रष्टाचार बढ़ता जा रहा है, उससे आगे आने वाले समय में स्थितियां और भी जटिल हो जाने वाली हैं.

इलाहाबाद : विश्वसनीय सूत्रों से प्राप्त जानकारी के अनुसार 11 मई 2008 को रेलवे भर्ती बोर्ड (आरआरबी) इलाहाबाद द्वारा असिस्टेंट लोको पायलट की भर्ती के लिए ली गई परीक्षा में तत्कालीन चेयरमैन/आरआरबी, इलाहाबाद के भयंकर घोटाले को उ.म.रे. के वरिष्ठ उप महाप्रबंधक एवं चीफ विजिलेंस ऑफीसर (एसडीजीएम /सीवीओ) ने दबा दिया है. यही नहीं सूत्रों का कहना है कि इस मामले को उनके संज्ञान में लाने वाले डिप्टी सीवीओ और मामले को उजागर करने वाले सीवीआई को भी रिपैट्रिएट करा दिया है. तथापि सूत्रों का कहना है कि अब यह मामला सीबीआई को पता चल गया है और वह इसकी जांच करने में जुट गई है.
प्राप्त जानकारी के अनुसार आरआरबी, इलाहाबाद ने 15 मई 2008 को असिस्टेंट लोको पायलट के चयन की मुख्य परीक्षा ली थी. परीक्षा के दौरान एक परीक्षा केंद्र में फ्लाइंग स्क्वॉड और विजिलेंस इंस्पेक्टरों ने देखा कि कुछ कंडीडेट अपनी उत्तर पुस्तिकाओं में कुछ नहीं लिख रहे हैं. उन्होंने देखा कि यह कंडीडेट्स अपनी परीक्षा पुस्तिकाओं (ओएमआर सीट्स) में एकाध सवाल का उत्तर लिखकर चुपचाप बैठे हुए थे. एक विजिलेंस इंस्पेक्टर ने खाली और चुपचाप तथा बिना कुछ लिखते हुए बैठे इन कंडीडेट्स के रोल नंबर्स तभी नोट कर लिए थे.
आरआरबी द्वारा उक्त परीक्षा के परिणाम जब 30 नवंबर 2008 को घोषित किए गए तो उक्त चीफ विजिलेंस इंस्पेक्टर के आश्चर्य का ठिकाना नहीं रहा, जो कि बिना कुछ लिखे और कोरी ओएमआर सीट लिए परीक्षा हॉल में बैठे पाए गए थे, वही सारे कंडीडेट्स इसमें पास घोषित किये गये थे. उसने परीक्षा के दौरान नोट किए गए उनके रोल नंबरों से इसकी पुष्टि की और तत्काल ऐसे सभी कंडीडेट्स की ओरिजनल ओएमआर सील करके जब्त कर लीं. उसने इसका मिलान रेलवे बोर्ड के पास उपलब्ध ओएमआर की सेकेंड सीट से भी करके इस फ्रॉड को और भी पुख्ता किया. बताते हैं कि ओएमआर की दोनों सीटें आपस में मैच नहीं कर रहीं थीं. इससे यह साफ जाहिर हो गया कि ओएमआर की टॉप सीट परीक्षा के बाद बदली गई थी.
'रेलवे समाचार' को ऐसे कुछ कंडीडेंट्स के नाम और रोल नंबर भी पता चले हैं, जो इस फ्रॉड में शामिल थे और बाद में पास घोषित किए गए हैं. इन कंडीडेट्स के प्राप्त नाम और रोल नं. निम्नलिखित हैं:

सूत्रों का कहना है कि उक्त चीफ विजिलेंस इंस्पेक्टर (सीवीआई) ने यह मामला अपने डिप्टी सीवीओ श्री अत्रि की जानकारी में डाला था. सूत्रों का कहना है कि श्री अत्रि ने इससे एसडीजीएम/सीवीओ आलोक गुप्ता को जब अवगत कराया, तो बताते हैं कि श्री गुप्ता ने यह कहते हुए कि इसमें कुछ नहीं है, खबर गलत है, श्री अत्रि से इस मामले में कुछ नहीं करने तथा इसे पूरी तरह बंद कर देने के लिए कहा था. परंतु चूंकि यह मामला अत्यंत गंभीर था, इसलिए श्री अत्रि ने श्री गुप्ता की बात (हिदायत) को अनसुना करके इसे सीबीआई को भेज दिया था. सूत्रों का कहना है कि अब इस मामले की जांच सीबीआई द्वारा की जा रही है.
जबकि सूत्रों का कहना है कि श्री गुप्ता को ही तत्काल इस मामले से रेलवे बोर्ड और सीवीसी अथवा सीधे सीबीआई को अवगत कराना चाहिए था, परंतु उन्होंने ऐसा इसलिए नहीं किया क्योंकि वह अपने कैडर बिरादरी और तत्कालीन चेयरमैन/आरआरबी, इलाहाबाद पी. के. सांघी को बचाना चाहते थे. सूत्रों का कहना है कि श्री गुप्ता और श्री सांघी दोनों 1984 बैच के बैचमेट और आईआरएसईई अधिकारी हैं, और दोनों की दांत काटी रोटी (गहरी दोस्ती) है तथा दोनों ही एक-दूसरे के हर प्रकार के कदाचार में सहभागी हैं. सूत्रों का यह भी कहना है कि फर्जी और मेनीपुलेटेड भर्तियों से होने वाली कमाई तत्कालीन चेयरमैन, आरआरबी, इलाहाबाद द्वारा एसडीजीएम/उ.म.रे. के साथ बांटी जाती थी. क्योंकि एसडीजीएम भी अपने कंडीडेट्स को पास करने की सिफारिशें किया करते थे. सूत्रों ने तो यह भी आशंका जताई है कि हो न हो पकड़े गए यह कंडीडेट्स भी एसडीजीएम/उ.म.रे. से ही संबंधित हों, और शायद इसीलिए उन्होंने इस मामले को न सिर्फ गंभीरता से नहीं लिया बल्कि मामला उजागर करने वाले दोनों विजिलेंस अधिकारियों को भी तुरंत रिपैट्रिएट करा दिया?
सूत्रों का कहना है कि यही वजह थी कि उनके मना करने के बावजूद सीबीआई को यह मामले भेज देने वाले अपने डिप्टी सीवीओ (श्री अत्रि) को उन्होंने समय से पहले कैडर में वापसी को मैनेज करके उनका ट्रांसफर आरडीएसओ में करवाया. यहीं नहीं उन्होंने संबंधित सीवीआई, जिसने वास्तव में मामले को पकड़ा और उजागर किया था, को भी उसके विभाग में निर्धारित कार्यकाल से पहले ही रिपैट्रिएट कर दिया.
सूत्रों का कहना है कि यह एक गंभीर फ्रॉड का मामला है, जिसमें स्पष्ट रूप से एसडीजीएस/उ.म.रे. आलोक गुप्ता ने आरआरबी/इलाहाबाद के तत्कालीन चेयरमैन और अपने बैचमेट एवं कैडर बिरादरी पी. के. सांघी का फेवर किया है और उन्हें बचाया है. सूत्रों का कहना है कि श्री गुप्ता एक बहुत भ्रष्ट अधिकारी हैं जो कि उ.म.रे. के इले. विभाग सहित सभी विभागों की विभागीय चयन समितियों पर दबाव डालकर अपने कंडीडेट्स को पास करवाते रहे हैं. जबकि रेल अधिकारियों को कहना है कि इस मामले की गहराई से जांच की जाए और इस पर श्री गुप्ता के खिलाफ कड़ी अनुशासनिक कार्रवाई की जानी चाहिए. उनका यह भी कहना है कि आलोक गुप्ता जैसे महाभ्रष्टों को एसडीजीएम जैसी महाअधिकार संपन्न और प्रोटेक्टेड पोस्ट पर कभी पोस्टिंग नहीं दी जानी चाहिए.
उ.म.रे. के अधिकारियों का कहना है कि अभी कुछ समय पहले श्री गुप्ता ने इंजी. विभाग के ग्रुप 'बी' सेलेक्शन में पास हुए कंडीडेट्स के पैनल को जानबूझकर 10-15 दिन तक इसलिए अपना क्लीयरेंस देने में देरी की थी, क्योंकि जिससे फेल हुए कंडीडेट अदालत से उक्त पैनल के खिलाफ स्टेआर्डर लाने में कामयाब हो जाएं. इन अधिकारियों का यह भी कहना है कि इसके लिए फेल कंडीडेट्स द्वारा श्री गुप्ता को एक मोटी राशि प्रदान की गई थी, जबकि सूत्रों का यह भी कहना है कि आरआरबी/इलाहाबाद के तत्कालीन चेयरमैन ने एएसएम की चयन परीक्षा में भी भारी घपला किया था. यह मामला भी शीघ्र सीबीआई को भेजा जा रहा है, तथापि उपरोक्त सभी प्रकरणों के पुख्ता सबूत 'रेलवे समाचार' के पास सुरक्षित हैं. इन सब विषयों पर जब आलोक गुप्ता एवं पी. के. सांघी, जो कि उ.रे. में पदस्थ हैं, से मोबाइल पर संपर्क करने की कोशिश की गई तो उनसे संपर्क नहीं किया जा सका क्योंकि उनके मोबाईल संपर्क से बाहर थे.

Sports Authority of India invites applications from Coaches for appointment on purely contract basis for an initial period of one year separately for the two zones, one for the SAI North Eastern Centres, Imphal & Guwahati (Covering States Arunachal Pradesh, Assam, Manipur, Mizoram, Meghalaya, Nagaland and Sikkim) and others for the Rest of the Country.

The coaches recruited for the SAI, North Eastern Centres would be posted within the North Eastern Region only and the coaches recruited for rest of the country are liable to serve in any of the office of SAI across the country except for the North Eastern Region. No request for transfer to any particular place during the contract period would be entertained. RECRUITMENT PROCEDURE
1. All selections made by the Railway Recruitment Boards are purely based on merit position obtained by the candidates in the written examinations subject to reservations for Scheduled Castes, Scheduled Tribes and Other Backward Classes. Viva-voce tests (interviews) have been done away except in the four categories indicated in para 5 below.

2. All written examinations are of multiple choice objective type.There will be negative marking, 1/3 mark will be deducted for every wrong answers.

3. The syllabus for the written examinations is generally commensurate with the qualifications prescribed for the post.

4. The questions will be in General Knowledge/General Intelligence and Reasoning and Analytical abilities and in the technical/professional subjects wherever technical/professional qualifications are prescribed. In addition in certain categories like Clerks, Probationary Station Masters, Commercial/Traffic Apprentices/Junior Accounts Assistants etc., questions in English/Hindi language can also be asked.

5. The type of selections for some of the categories is given below. The list is illustrative and not exhaustive.

1.
Safety category posts like Probationary Assistant Station Masters, Assistant Loco Pilot etc.
Single Stage written Examination followed by Aptitude test. Candidates have to qualify in both the tests.

2.
Non Technical Popular Categories like Clerks, Traffic and Commercial Apprentices, Enquiry-cum-Reservation Clerks, Junior Accounts Assistants etc.
Two Stage written examination. Final selection will be based on the merit position Obtaining in the second stage examination. Candidates competing for clerical categories have to pass a qualifying typewriting examination in Hindi or English.

Technical categories like Section Engineers, Junior Engineers, Technicians, Para-medical categories etc.
Single stage written examination.

4.
Raj Bhasha Assistants
Single stage written examination followed by qualifying translation test.

5.
Junior Stenographers
Single stage written examination followed by shorthand test

Teachers, Law Assistants, Physiotherapists and Telephone Operators
Single stage written examination followed by interview

Note: Even in categories where selection is through a single stage examination, the Railway Recruitment Board can prescribe a second stage examination depending upon the number of candidates, administrative exigencies etc. In such cases final selection will be on the basis of the merit position of the second stage examination.

After the final results are announced, the selected candidates have to report to the office of the Railway Recruitment Board on a nominated day for verification of their original certificates. If they are unable to attend the verification on the nominated day, they are given a second opportunity. If a candidate does not attend the verification even on the second occasion, his candidature is cancelled.

Candidature of candidates who cannot produce the necessary documentary proof in support of the minimum educational/technical qualifications, age, community etc. is also cancelled.

A final panel containing the list of selected candidates is thereafter prepared. The names in this panel are recommended to the South Central or East Coast Railway for appointment.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
