Just now All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 value has been released by Labour Bureau. The value of the index stands at 174 level, so in this situation, the Dearness Allowance for Central Government Employees will be rised 10% and total of 45% (35% + 10%).
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2010 increased by 2 points and stood at 174 (one hundred and seventy four).
During June, 2010, the index recorded an increase of 8 points in Varanasi centre, 6 points each in Quilon and Giridih centres, 5 points in 4 centres, 4 points in 8 centres, 3 points in 13 centres, 2 points in 17 centres and 1 point in 19 centres. The index decreased by 1 point each in Ludhiana and Ghaziabad centres, while in the remaining 12 centres the index remained stationary

The maximum increase of 8 points in Varanasi centre is mainly due to increase in the prices of Rice, Wheat, Fresh Milk, Onion, Vegetable and Fruit items, Electricity Charges, Bus Fare, Tailoring Charges, etc. The increase of 6 points in Quilon centre is due to increase in the prices of Rice, Fish Fresh, Onion, Vegetable and Fruit items, Cigarette, Tailoring Charges, etc. and in Giridih centres it is due to increase in the prices of Mustard Oil, Fish Fresh, Turmeric Powder, Vegetable and Fruit items, Soft Coke, etc. However, the decrease of 1 point each in Ludhiana and Ghaziabad centres is due to decrease in the prices of Onion, Vegetable items, Sugar, etc.
The indices in respect of the six major centres are as follows :

The point to point rate of inflation for the month of June, 2010 is 13.73% as compared to 13.91% in May, 2010.

The Union Minister for human Resource Development, Shri Kapil Sibal unveiled a low cost computing-cum-access device, here today. The price of the device exhibited today is expected to be around $35 per piece, gradually dropping down to $20 and ultimately to $10 a piece. Since this effort of continuous reduction in price and enhancement in capabilities would require a constant Endeavour for R&D, IIT Rajasthan and some other IITs and technical institutions are setting up research teams to cover a wide range of issues in achieving our ultimate goal in terms of price and quality.
The three cardinal principles of the Education Policy viz., access, equity and quality could be served well by providing connectivity to all colleges and universities, providing low cost and affordable access cum computing devices to students and teachers and providing high quality e-content free of cost to all learners in the Country. National Mission on Education through ICT (NMEICT) encompasses all the three elements. Connectivity to Universities and Colleges has already started. Nearly 8500 Colleges in the country have already been connected, high quality e-content in various subjects is being created and under the National Programme on Technology Enhanced Learning (NPTEL), nearly 500 web based and video courses are available and uploaded on “sakshat”, YouTube and NPTEL portals and another 1100 courses in various disciplines of engineering and science are getting generated in 4 quadrant approach.
The ministry started its efforts , subsequent to lukewarm response from known corporates in this sector, by holding discussions on this concept with a group of Professors / experts at IISc, Bangalore, IIT Kanpur, IIT Kharagpur, IIT Madras and IIT Bombay. B.Tech and M.Tech students were guided to produce the mother board for such low cost devices with ample flexibility to change components. One mother board design was generated under Ministry’s guidance in the B.Tech project of a student at VIT, Vellore. The cost of bill of material worked to 47 $ at that point of time. The PCB of the mother board was got fabricated at IIT Kanpur. It could be seen that by customizing the device to the needs of learners across the country, and utilizing the processor capabilities of processors suitable for the purpose, it was possible to substantially reduce the prices of such access-cum-computing devices. Then started a wave of collaboration with such interested partners.
. A number of teams have been moving back and forth independently but constantly interacting with the HRD Ministry and improving upon design parameters and customization guidance for Indian students. The efforts of some of the teams working with those design philosophies were presented today. The aim is to reach such devices to the students of colleges and Universities and to provide these institutions a host of choices of low cost access devices around Rs. 1500/- ($35) or less in near future

It is heartening that the Union Cabinet has approved the continuation of Passes to Railway Employees & Pensioners on July 15, 2010 at the instance of the Railway Minister Mamata Banerjee – finally over ruling the recommendations of the Expenditure Reforms Commission – made in 2004 for discontinuation of the Passes to Railway Employees & Pensioners.
According to reports appearing in a section of Press (including ‘The Tribune’, Chandigarh), an in-house Committee set up by the Railway Ministry had assessed the annual expenditure – as Rs.528 crores – on Passes to 14 lakh Railway Employees & Rs.57 crores on Passes to 12 lakh Pensioners (as in 2004) – with an estimated cost of Rs.3311 per pass for serving employees and Rs.498 per pass of Pensioners.
However, according to an estimate of AIRF team, the actual impact on the Railways is much less due to only partial utilization of the Passes by the Railway Employees & Pensioners – considering that only a fraction of the journey is actually performed by them than for which the Passes are actually issued. Many of the Railway Employees & Pensioners don’t even take a single set of pass or not at least full complement thereof as per their entitlement in a year – due to localized settlement and lack of resources to meet with the over head expenses of a journey.
But the Financial people while calculating financial impact of such privileges don’t look at all these factors. Apparently the estimated figure of expenditure of Rs.471 crores p.a. on Passes for Railway employees and Rs.57 crores p.a. on Passes to the Pensioners – as worked out by the said Committee – was much on the higher side considering the above said factors

      Subject: Grant of full pension to Government servants who retired on or after 01.01.2006 – recovery of excess payment of Retirement Gratuity from the employees who retired voluntarily after getting the benefit of adding years of serviceClarification reg.

        The Department of Pension & Pensioners’ Welfare (DOP&PW) vide their O.M. No.38/37/08-P&PW(A) dated 10.12.2009, circulated vide this Ministry’s letter of even number dated 15.12.2009, have dispensed with the provision relating to linkage of full pension with 33 years of qualifying service, with effect from 01.01.2006 instead of 02.09.2008. These instructions, inter-alia, provide that the benefit of adding years of qualifying service for the purpose of computation of pension and gratuity shall stand withdrawn w.e.f. 01.01.2006. Simultaneously, para 4 of the said O.M. also provides that the overall calculation, may take into account revised gratuity and revised pension, including arrears up to the date of revision based on these instructions and that no recoveries would be made in the cases already settled

2.       In this connection, clarification has been sought from this office as to whether in the case of employees who retired voluntarily during the period from 01.01.2006 to 01.09.2008, after getting the benefit of adding years of service, the excess payment of gratuity is to be recovered or adjusted from the arrears of pension and commuted value of additional pension arising out of implementation of the instructions contained in DOP&PW’s O.M. dated 10.12.2009 ibid. The matter has, therefore, been examined by this Ministry in consultation with DOP&PW and it is clarified that the recovery of excess payment of gratuity on the above account, shall be regulated as under:

1 In cases where the employees , retired voluntarily after 1.1.2006 with pro-rata pension calculated for the qualifying service Less than 33 years, pension will under go upward revision and additional amount of pension will also be commutable Excess payment of gratuity on account of withdrawal of weightage w.e.f. 01.01.2006 will be adjusted against arrears of pension (and not commuted value of pension). However, this adjustment will be restricted to the amount of arrears of pension. If the recovery of gratuity is more than the amount of arrears of pension, no recovery in excess of arrears of pension will be made.
2 In cases where employees retired voluntarily after 1.1.2006 after getting the benefit of adding years of qualifying service and were granted pension @ 50% of emoluments/average emoluments, as the case may be, due to their qualifying service having reached 33 years, there will be no revision in the amount of pension but the amount of retirement gratuity will undergo a change due to exclusion of the
benefit of adding years of service, already extended to them.
Where there is no increase of pension, no recovery of gratuity will be made.

 

3.       All Zonal Railways etc., are, therefore, advised to settle the cases of the employees who retired voluntarily after 01.01.2006 but before 02.09.2008, in accordance with the above clarification.

A man boards a local train at a railway station in Kolkata February 24, 201…Railways has decided to strip the Indian Railway Catering and Tourism Corporation Ltd (IRCTC) of its catering responsibilities on the Rajdhani, Duronto, Shatabdi and all other mail and express trains.

The Catering Policy-2010 finalised by Railways have clearly spelt out that “Railways shall progressively take over management of all mobile catering services including base kitchens, pantry cars and all food stalls in railway premises”.

Railways cool to Montek critique

At present, IRCTC, a Railway subsidiary, is responsible for serving food in about 300 trains including in premier trains like Rajdhani, Duronto and Shatabdi.

With this move, IRCTC will forgo a catering business worth at least Rs 200 crores, said a senior IRCTC official.

The Railway Board will now determine the menu and tariff for the standard meals, breakfast, tea and coffee, which are included in the fare.

The new policy comes in the wake of increased passenger complaints about the quality of food served on board trains and in stations.

IRCTC will now be responsible for selling e-ticket and i-ticket and running the Rail Neer business.

Besides, it will manage Food Plaza, Food Courts, fast food units.

However, the policy has stipulated that “all such contracts presently being managed by IRCTC, on expiry of the contract period, will be awarded by the zonal railways in a phased manner”.

IRCTC will not renew any contract required to be handed over to zonal railways on expiry of the contract.

Railways Ministry has been negligent: CPI(M)

At present, there are about 65 food plazas across the country.

Railways will now formulate operating guidelines to implement the new catering policy.

Plagued with passenger complaints, Railway Minister Mamata Banerjee had stated in her Budget speech this year that a new catering policy will be announced to improve the food quality.

Incidentally, IRCTC was formed during Mamata Banerjee’s regime in 2001.

The Jan Ahaar outlets started recently by Railways to provide affordable meals to all class of people will also be managed by zonal railways.

The policy took over a year to be finalised.

The last policy catering policy was formulated during Lalu Prasad’s regime in 2005.

Pension fund allocations up 38%

Pension fund allocations up 38%

The Pension Fund Regulatory and Development Authority (PFRDA) has allocated Rs 5,100 crore to pension fund managers this year, 38% more than last year’s Rs 3,700 crore.

“This is because of the high number of subscribers, which is at 9.9 lakh currently,” Rani Nair, executive director of PFRDA said.

The corpus mainly comprises contribution of central and state government employees. “Around Rs 5,000 crore is from the government and the rest comes from unorganised sector,” said Nair.

The corpus under the New Pension System (NPS), introduced in 2004, is allocated to three fund managers —- SBI Pension Funds, LIC Pension Fund and UTI Retirement Solutions —- which started investment operations in April 2008.

The highest allocation this year has gone to LIC Pension Fund (35%), followed by SBI Pension Funds (33%) and UTI Retirement Solutions (32%).

“We follow a method of allocating on the basis of pervious year’s performance. Marginally, they (LIC Pension) were better than the others,” said Yogesh Agarwal, chairman, PFRDA.

LIC Pension Fund was allotted 29% last year and 5% a year before that.

“We have more than 10% of our investments in the equity markets, which gave good returns as the markets revived last year. Other than that, our investments in government securities..,” said Hari Sadhak, chief executive officer, LIC Pension Fund.

While investing, fund managers need to adhere to PFRDA guidelines, which state that not more than 55% is to be invested in government securities, 40% in corporate bonds, 15% in equity and 5% in money markets. “Depending upon the market situation, we keep changing our portfolio,” said Sadhak.

As on July 17, 2010, SBI Pension Funds had a net asset value (NAV) of Rs 13.2430 for central government employees. LIC Pension Fund posted NAV of Rs 12.8277 for central government and Rs 11.1602 for state government employees.

In an unfortunate accident in the early hours today, 60 passengers lost their lives and 92 were injured when train no. 3148, Uttarbanga Express (New Cooch Behar-Sealdah) train collided from rear with train no. 3404 Vannanchal Express ( Bhagalpur-Ranchi) which was stationed at Platform No. 4 of Sainthia railway station in Howrah division of Eastern Railway, resulting in two last coaches of Vannanchal Express being badly damaged. The accident site falls under Birbhum District of West Bengal. The damaged coaches include one Guard-cum-luggage-cum-Passenger (SLR) coach and one unreserved general 2nd class coach. All the passengers in Uttarbanga Express are safe and all the passengers in the remaining coaches of Vannanchal Express are also safe. All the injured were immediately admitted in nearby hospitals. Out of 92 injured passengers, 56 were admitted in in Suri State Government Hospital and 36 has been shifted to Bardhaman Medical College. Rescue operation was in full swing since the occurrence of the accident and both the trains involved in the accident left for their destinations after detaching the two damaged coaches of Vannanchal Express train

The Minister of Railways, Mamata Banerjee who visited the accident site and hospitals, has termed the train accident as most unfortunate and expressed her profound grief over the loss of innocent lives. She has announced an ex-gratia of Rs. 5/- lakh to the next kin of the dead, Rs. 1/- lakh each to grievously injured passengers and Rs. 25,000 to those who sustained simple injuries. She has also announced jobs in the Railways to one person of the deceased’s family. The Railway Minister has given instructions to Railway officials for the speedy relief and rescue operation and effective medical treatment to the injured passengers.

Railway Board officials including, Chairman Railway Board, Shri Vivek Sahai, Member Electrical, Shri Sudesh Kumar, Member Mechanical, Shri Sanjiv Handa, Director General Railway Health Services Dr. Ramteke and senior officials from Eastern Railways and Howrah Division have also reached the accident site to monitor and supervise the rescue and relief operation.

For the convenience of public, Helplines were set up at various railway stations including. Howrah, Sainthia , Sealdah, Burdhwan, Malda, Jamalpur, Dhanbad, Katihar, New Jalpaiguri, New Cooch Behar, Ranchi, Hatia and Bokharo Steel city.

She has also announced jobs in the Railways to one person of the deceased’s family. The Railway Minister has given instructions to Railway officials for the speedy relief and rescue operation and effective medical treatment to the injured passengers.

Railway Board officials including, Chairman Railway Board, Shri Vivek Sahai, Member Electrical, Shri Sudesh Kumar, Director General Railway Health Services Dr. Ramteke and senior officials from Eastern Railways and Howrah Division have also reached the accident site to monitor and supervise the rescue and relief operation.

For the convenience of public, Helplines were set up at various railway stations including. Howrah, Sainthia , Sealdah, Burdhwan, Malda, Jamalpur, Dhanbad, Katihar, New Jalpaiguri, New Cooch Behar, Ranchi, Hatia and Bokharo Steel city.

July 18th, 2010 KOLKATA - Railway authorities have opened several helpline numbers for news of the victims in Monday’s train accident at Sainthia in India’s eastern state of West Bengal.

The Eastern Railway has opened two helplines (numbers 23503537 and 23503535) at Sealdah for news of the victims.

The helpline numbers at Howrah station are 033 26382581/3532/7412./26411416, while that of Bhagalpur station is 06412422433 and the number at Jamalpur station is 0634443101.

The accident occurred 191 km from Howrah when the speeding New Cooch Behar-Howrah Uttarbanga Express rammed into the stationary Bhagalpur-Ranchi Vananchal Express. Three rear compartments of the Vananchal Express bore the brunt of the impact and were completely mangled.

Kerala employees get 14% D.A. hike with effect from 1.1.2010

State government decided to give 14% Dearness Allowance for Kerala State employees. Government have ordered revision of rates of Dearness Allowance payable to State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full Time employees borne on the contingent and work charged establishments and employees of Local Bodies  w.e.f. 01.01.2010. The revised rate of DA is 78%.
This will be with effective from 1st January 2010.
The revised rate of D.A. due from 01.01.2010 (additional 14%) will be paid in cash with the salary due for the month of August, 2010 onwards. The arrears for the period from 01.01.2010 to 31.07.2010 will be drawn and credited to the PF account of the employee along with the salary bill for the month of  August, 2010 to February, 2011 
Government have also revised the rate of Dearness Relief with effect from 01.01.2010 to State Service Pensioners and Family Pensioners and also to the Pensioners/Family Pensioners coming under UGC/AICTE/Medical Education Schemes (who retired prior to 01.07.2004 and whose pension/family pension has been revised as per G.O.(P) No.81/07/Fin. dated 28.02.2007)

Gateman Honoured for Averting a Rail Accident

Shri K. Madhu, a newly recruited Gateman was honoured by Shri M. S. Jayanth, General Manager, South Central Railway for exhibiting his presence of mind and alertness to avert a major rail disaster near Secundrabad yesterday i.e. on 15th July, 2010.
The incident occurred when the Gateman Shri K. Madhu, was manning the Traffic Level Crossing Gate No.44 near Raghunathapalli Railway Station (Secunderabad side) on Secunderabad-Kazipet Section at around 9 a.m. yesterday. On noticing a sizeable 44 inches Rail fracture on the Railway track (down line), the alert Gateman understood the consequences and rushed to the Station Manager, Raghunathapalli Railway Station to inform him of the same. Immediately thereafter, the Gateman noticed the fast approaching Train No.2706 Secunderabad-Guntur Intercity Express, which was supposed to pass through the fractured Rail track and rushed in its direction, waving the danger red flag and brought the train to a halt at a safe distance, thereby ensuring that a major rail disaster is averted.
In recognition of the fact that the Gateman Shri K. Madhu who just finished 21 days of service in Railways and for exhibiting his well trained skills and commitment, the General Manager presented an award of Rs.5000/- to the employee. Shri Jayanth also appreciated the fact that the Gateman was employed on South Central Railway on compassionate grounds as his father who worked as a Gangman had expired.

1. Lack of domain Knowledge in Signaling and Telecommunications Dept relating to Signaling and Traditional Route Relay interlocking Systems, This creates a technological gap between the software programmers and the Domain consultants. This leads to major errors in software, which might lead to unsafe failures of the system.

2.Increasing the complexity of the System by Employing distributed architecture, which is difficult to validate and verify and difficult to maintain, thus leading to very high time repair.

3. Extending the working scope of the Interlocking systems for monitoring and other non-Interlocking functions, which leads to degraded performance of the system.

4. Employing Non-Formal Interlocking principles instead of traditional RRI Principles leads to software complexity. For Example: The Geographical method needs every system that is installed for new Yard needs validation, which is not practicable.

5. Since the software and hardware is so complex, complete test of the system is not possible and most of the faults are revealed at the field Installation stage or during normal working of the system in field. The software is to be changed for every yard , the software structure should be in a generic form, but we seldom see a generic form and this the stage errors creep in.

6. The lack of standardization in the railway working principles and the core Interlocking principles, the software developers are forced to do changes in the software for every yard in Different railway zones, this is the time that errors in the software creep in.

7. Because of the above said reasons the Interlocking systems have failed to create the necessary confidence in the railway operators.

If we examine broadly the reasons for failure and lack of reliability and maintainability that are forced by the signal designers are as follows:

A. Lack of standardization of interlocking principles, every railway zone ( 16 railways zones in Indian railways) has its own set of rules and principles which are conflicting with other railways, this makes the life of the developers difficult because they have change their systems settings and software accordingly.

B. There is no standard book or reference available describing the core interlocking principles, since these rules are only known by the people working in this domain.

C. Increase in the complexity of the software leads to difficulty in testing, since most of the Interlocking systems are sequential machines they are error prone are very difficult to test.

ALLAHABAD: There are persons in railways known as loco inspectors. They help loco pilots or train drivers and provide them psychological assistance in efficiently driving the trains. They have been entrusted the task to guide the drivers and solve their problems.

In the Allahabad division of North Central Railway which stretches from Ghaziabad to Mughalsarai, there are 51 loco inspectors. Out of these, 19 are placed at Allahabad, 18 at Kanpur and the remaining 14 at Tundla. They have to travel along with drivers and assistant drivers in the railway engine and give directions which is called `foot plating' in the railway parlance.

The prime duty of loco inspector is to be a competent loco pilot in all respects. It means that driver should have good knowledge in technical and safety aspects with good driving skills. The loco inspector reads weakness of loco pilot is one area which requires additional efforts and try to eliminate the same by adopting different methodology through counseling.

They also improve human touch with loco pilots will develop good relations in understanding their day-to-day problems. The loco inspectors try solve the domestic and official problems of the drivers so that they can concentrate on driving. The loco inspectors always update loco pilots knowledge in regard to latest safety circulars, technical circulars, etc., on various technical/safety aspects.

NCR spokesperson Amit Malviya said that job of loco inspector is of paramount importance as he helps the loco pilot in properly driving the train.

CBI court seeks probe report

Hyderabad : The CBI Special Court on Monday posted all the cases of seeking custody of the accused in the Railway Recruitment Board (RRB) scam to June 29. The CBI counsel, Mr T.V. Ramana, said that, “All cases pertaining to the RRB scam have been posted to June 29.” The petition seeking the custody of middleman, Manish Patesaria, the RRB chief, S.M. Sharma and the railway personnel officer, G. Sethi, were posted to Tuesday.

Meanwhile, the court has asked the CBI to file a report on the investigation in the RRB scam.

A total of 18 accused were named in the case, and the CBI arrested 11 persons.

The CBI court has granted the police custody of railway engineer, Gopal Reddy, for three days. Reddy was caught with Rs 70 lakh cash in his house. In a separate case, the CBI filed a petition seeking the custody of Macca Masjid blast suspect, Lokesh Sharma; Sharma was identified by witnesses in the identification parade.

The Central Bureau of Investigation (CBI) has arrested a railway contractor from Mumbai in the Railway Recruitment Board (RRB) scam on Friday, 25th June.

Manish Patesaria, a railway contractor from Mumbai, was arrested on Friday in relation to RRB scam, CBI DIG V V Lakshminarayana said. With the latest arrest, the number of people arrested in the multi-crore scam rose to 11.

According to CBI officials, Manish played a crucial role in the scam by acting as a broker between kingpin A K Jagannatham, former ADRM of Raipur, and suspended RRB, Mumbai, chairman S M Sharma.

It was through Manish, the former chairman passed on the RRB examination question papers and their answer keys to Jagannatham, who used to coordinate pooling in of candidates through agents and training them for the examinations. According to sources, Manish also played an important role in fixing a deal between Sharma and Jagannatham.

CBI got confirmation about the role of Manish after grilling Sharma prior to producing him before court on Thursday. Meanwhile, the special court for CBI posted the custody petition of Sharma to Monday. The court has also asked the CBI to submit details of investigation so far.

New Delhi: The Railways have offered Voluntary Retirement Scheme (VRS) to the employees who have attained the age of 50.

Railway Minister Mamata Banerjee said here that the Railways have offered VRS to such staff who have attained the age of 50. However, she will consider providing jobs to the wards of those opting for VRS.

Addressing  a meeting of the All-India Running Staff Conference, Banerjee said, “I will consider providing jobs to the wards of those opting for VRS.”

Her ministry is also considering making a provision for reserving a certain percentage of jobs in Group-D for wards of railway employees, she added.

About backlog of vacancies, she said, “I promise to clear backlog of 1.47 lakh vacancies in the Railways” However, she denied divulging any timeframe for the same.
The Railways seem to have identified the aging staff as a problem in coping with security issues and thus it has offered the VRS.

New Delhi, Jul 13 : Union Railway Minister Mamata Banerjee today assured the running staff of the Railways to introduce Voluntary Retirement scheme (VRS) for them.

Addressing the All India Running Staff Conference here, Ms Banerjee also agreed to take further the Federation's demand of employing the wards of those workers who accept VRS before 50 years of age.
''I will send the proposal in this regard to the Finance Ministry to make the scheme applicable as soon as possible,'' she stated.
Lauding the working of the Railway department, she said, ''I know the railway employees work very hard. They usually have long working hours.'' ''I will talk to the HRD Ministry for facilitating Railway employees' children's higher education in medical and engineering institutes,'' the Trinamool Congress Chief said.
Loco and traffic running staff had also been demanding for a long time to rename the train guard post as train manager, better medical facilities for running staff, increasing the compensation from Rs 10 lakh to 20 lakh in case of death of running staff during working hours.

Making the safety-related voluntary retirement scheme (VRS) more lucrative, Railways today said it is considering a move to provide employment to the ward of an employee availing the scheme as well as relaxing the age limit under it. At present, the scheme is available to only gangmen in group D and drivers in group C attaining the age of 55 to 57 years.
Under the new proposal, the scheme will be extended to all safety category staff like pointsmen, khalasi and others. The age limit will be reduced to 50 years and a ward of the staff will get employment on availing the scheme.
“We are considering the move to provide employment to the ward of a railway employee availing the scheme,” Railway Minister Mamata Banerjee said attending a All India Running staff Conference, organized by All India Railwaymen’’s Federation. Assuring that the demands of the federation will be looked into in connection with the running staff like loco pilots and guards, she said the DRMs would also look into the educational aspects of their children if required.
Expressing concern over disruption in railway service due to several factors, she urged the running staff to perform their duties efficiently and ensure uninterrupted service. “You do your duties sincerely and I will take care of your interest,” she said.
Talking about the large-scale vacancies in Railways, especially in the running staff category, she said the recruitment process is being expedited and “Railways is also examining the best components of the old railway recruitment system for incorporation.”

Subject:   Implementation of the Government’s decision on the recommendation of the Sixth CPC-Revision of provisions regulating special benefits in the cases of Death and Disability in service – payment of ex-gratia lump sum compensation to families of central Govt. employees – modification -regarding –

           The undersigned is directed to say that in this Department’s Office Memorandum of even number dated 16thMarch, 2009, it was provided that ex-gratia lump sum compensation to the families of deceased Government servants including from sundry Government sources, such as the Prime Minister’s Relief Fund, Chief Minister’s Relief Fund, etc. should not exceed the aggregate of Rs. 20 lakhs in each individual case. Para 12 of Annexe to this Department’s OM 45/55/97-P&PW(C) dated 11th September, 1998 http://persmin.gov.in/WriteData/CircularNotification/ScanDocument/Pension/45-55-97-P&PW(C)%2011-9-1998.pdf was modified to that extent.

2.      The matter has been further reviewed and it has now been decided that there will be no ceiling for grant of ex-gratia lump sum compensation in terms of Department of Pension & Pensioners’ Welfare’s OM No. OM 45/55/97-P&PW(C) dated 11th September, 1998 read with OM NO.38/37/08-P&PW(A) dated 2ndSeptember, 2008 and OM No.45/7/2008-P&PW (F) dated 16thMarch, 2009.

3.     The above revised provision will be effective from 1.1.2006.

4.     All other terms and conditions in the O.M. dated 11th September, 1998 shall remain unchanged.

5.     This issues with the concurrence of the Ministry of Finance, Department of Expenditure U.O. No. 361/EV/2010 dated 4th June, 2010.

6.      In so far as persons serving in the Indian Audit & Accounts Department, these orders issue after consultation with the Comptroller & Auditor General of India.

After proposing a salary hike for MPs, a Parliamentary Committee has recommended providing 3G facility, the advanced mobile telephony, to members. The issue of providing 3G facility to MPs was considered by the Joint Committee on Salaries and Allowances of MPs, the Lok Sabha secretariat has said.
The charges towards the 3G package as well as additional usage of facility would be adjustable within the 1,50,000 free calls available every year to the members at present.

The new facility provided by MTNL/BSNL is optional for members, the Lok Sabha said adding that members would have to bear the expenses towards 3G compatible handset on which the 3G facility works.

The Parliamentary panel has recently recommended that the monthly salary of MPs be hiked from Rs 16,000 to Rs 80,001, a rupee more than a Secretary to the Union Government.

The matter is under the consideration of the Government.

Parliamentary Affairs Minister P K Bansal said the extent of hike in salary and allowances of MPs has not been decided and the government hoped to introduce a bill in the Monsoon session of Parliament.

The last hike in salaries and allowances of 795 MPs --545 of Lok Sabha and 250 of Rajya Sabha -- was effected some ten years back. The Sixth Pay Commission for government servants came into effect from January 2006.

The Committee, headed by Charan Das Mahant (Congress), has recommended raising the daily allowance from Rs 1000 to Rs 2000 when Parliament is in session. Office expense allowances are also recommended to be increased substantially as well as the constituency allowance.

The report of the Committee has not been tabled in either House but presented to Speaker Meira Kumar and Rajya Sabha Chairman Hamid Ansari in May.

Prevent accidental falls from trains: HC to Railways

LUCKNOW: The Lucknow bench of the High Court has directed the Railways to take such preventive measures as may be helpful in checking accidents during journey. The court directed the Railways to do something to close the doors whenever the train leaves the platform and to open them on the next stoppage by adopting manual or mechanical recourse.

A division bench of Justice Devi Prasad Singh and Justice Satish Chandra expressed displeasure that passengers often fall from trains because of open doors and due to overcrowding in the compartments. The passengers, due to over rush or mismanagement of the Railways, are compelled to stand near the gate and on account of jerks in the train, they fall down from the door, noticed the bench and expected that such situation should be checked.

It is the duty of the Railways to ensure safety and security of the human life otherwise any loss to life will increase burden on it to pay compensation.

The order came from the bench while dismissing a first appeal filed by Railways against an order of the Railway Tribunal, whereby it had awarded compensation to the dependent of Bhola. He boarded Vaishali Express at Gorakhpour Railway station for New Delhi on September 10, 1999. As the train reached between Ferozabad and Madaankorar Railway stations, Bhola fell from the train and died on account of injuries sustained by him in front of his father Laxmi Singh and one Subhash Chandra.

On a petition of Laxmi Singh, the Tribunal found the Railways negligent and awarded compensation to the father. The railways pleaded in the HC that it was not an accident but Bhola fell because of his own fault. The court ruled that the Railways could not bring anything on record to indicate that the deceased had fallen down from the train for his own fault.

Dear Comrades,

This is the 50th year of 1960 strike of Central Government employees, wherever subject “strike” is discussed, we proudly refer to ourselves as being part of the organization which led the historical All India Strikes of 1960, 1968, 1974.

In organizing nationwide strikes like these, many comrades became martyrs, many wounded and services of many were terminated and they had to undergo innumerable atrocities. These form praiseworthy history.

Upon completion of 50 years of 1960 strike, we have come across a golden opportunity to remember those martyrs once again on whose accounts our struggle and organization is alive.

Comrades! As you all know the Central Government employees then were highly frustrated and agitated owing to non-fulfillment followings demands. Although they tried their level best to solve the problems through negotiations but the then government did not budge an inch and having left with no other option but resort to strike.

  1. Payment of Dearness Allowance on the basis of recommendations of First Pay Commission.
  2. Grant of National Minimum Wage on the principles enunciated by the 15th Tripartite Labour Conference held in 1957.
  3. Appointment of Standing Board, consisting of equal representatives of Labour and Management, to settle disputes relating to scales of pay and other service conditions.
  4. Stop curtailment of any existing amenities, rights and privileges.
  5. (a) Reference of all disputes to Arbitration.
    (b) Recognition of “One Union through referendum.”
  6. (a) Withdrawal of all Draconian Rules.
    (b) Judicial Enquiry in all cases of arbitrary removed from service.
    (c) Legalization of condition of service of by statute.

Our leaders also tried to discuss the situation with the then Home Minister Shri Govind Ballabh Pant but instead of discussing the demands, he ordered them to call-off the strike and resume work, which our leadership, who were all freedom fighters and had been a part of freedom struggle for independent India, could not digest . It was also great surprise for them that Pantji who had himself borne the wounds of British lathi charge behaved with trade unions in the style of Britishers only.

On 11th July, 1960 strike by Central Government employees including Railway employees, started and then also started the government’s police brutality. Lathis and bullets were sprayed here, there and everywhere. Thousands were dismissed from service and also put behind bars. In order to sabotage the morals of striking employees, aprart from police excesses, the help of pro-government union was utilized. Fear, terror, torture all put together and used by the government then, could not weaken the laudable morals of striking employees and country witnessed a complete strike by Central Government employees. On 12th July, 1960 bullets were showered on the peaceful procession of striking employees, in which our Hon’ble Com. Ranjit Singh, Com. Sakha Ram, Com. Sita Ram, Com. Kripa Shankar, Com. Khaderan alias Girdhar laid down their lives and attained martyrdom.

We will certainly celebrate their unparalleled struggle with all our might so that the celebrations could prove to be guiding torch for old and new comrades alike.

Let us remember the extreme sacrifices of martyrs of July 1960 and celebrate the event in such a way that the same may instill inspiration in the hearts of youngsters.

OFFICE MEMORANDUM

Subject: Inclusion of SC/ST category and Minority community members in the Selection Boards / Committees.

       The undersigned is directed to draw attention of the Ministries / Departments to this Department's O.M. of even number dated 8.1.1007 which was issued in pursuance of the Prime Minister's New 15 Point Programme for welfare of Minorities. Para 3 (i) and (ii) of the aforesaid O.M. provided as follows:-
      (i) The composition of Selection Committees should be representative. It shoultl be mdatory to have one member belonging to SC/ST and one member belonging to mininority commnunity in Selection Boards/Committees for making recruitment to I0 or more vacancies.
      (ii) Where the number of vacancies against which selection is to be made is less than 10, efforts should he made to have the Scheduled Caste/Tribes officer and a Minority commnunity officer included in such Committees / Boards.
2.       A doubt has been expressed regarding the applicability of above instructions in respect of Group A and B posts. It is re-iterated that the above instructions are applicable to Selection Committees / Boards for making recruitment to Group A and B posts also. Accordingly, all concerned authorities are requested to comply with the above guidelines while making recruitment to any category of posts.

Subject:- Central Civil Services (Revised Pay) Rules, 2008- Revision of option exercised under Rule 6 of the Central Civil Services (Revised Pay) Rules, 2008

In accordance with the provisions contained in Rule 11 of the Central Civil Services (Revised Pay) Rules, 2008, where a Government servant opts to continue to draw his pay in the existing scale from the 1st day of January 2006 and switch over to the revised scale from a date later than the 1st day of January, 2006, his pay from the later date in the revised scale is required to be fixed under Rule 11(i) of the Central Civil Services (Revised Pay) Rules, 2008. As per Rule 5 of these Rules, this option to switch over to the revised pay structure from a date later than 1.1.2006 is available to a Government Servant:

(i) Who elects to continue to draw pay in the existing scale until the date on which he earns his next or any subsequent increment in the existing scale or until he vacates his post or ceases to draw pay in that scale.

(ii) who has been placed in a higher pay scale between 1.1.2006 and the date of notification of these Rules on account of promotion, upgradation of pay scale etc. the Government servant may elect to switch over to the revised pay structure from the date of such promotion, up-gradation etc.

3. As per Rule 6 (1) of Central Civil Services (Revised Pay) Rules, 2008 the option in the format appended to the Second Schedule was required to be exercised within three months from the date of issue of these Rules.

4. Further Rule 6 (4) provided that the option once exercised shall be final. The Staff Side has represented on this issue and have requested that the first option exercised may not be treated as final keeping in view the new system of pay band and grade pays and that employees may be allowed to revise their option if the option is more beneficial to them.

5. On further consideration and in exercise of the powers available under Central Civil Services (Revised Pay) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 6 (4) of these Rules employees may be permitted to revise their initial option upto 31.12.2010 if the option is more beneficial to them. The revised option shall be intimated to the Head of his Office by the Government servant in accordance with the provision of Rule 6 (2) of the Revised Pay Rules, 2008.

6. In so far as persons serving in Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

6th pay award: Govt allows staff to choose new cut-off date

The 55 lakh Central government employees will now be able to choose a new date to draw their new pay scale under the Sixth Pay Commission award. 
According to an office-memorandum, the Centre on Monday allowed its employees time till December to fix the base date for taking the new pay scale, from a date that is more beneficial to them. Earlier, they did not have this option as the government had fixed January 1, 2006 as the cut-off date for implementing the new pay award. 
The government, according to an office-memorandum, tweaked the norms in view of the representations received from employees. 
Earlier, the government, while implementing the Pay Commission award in 2008, had given employees three months to choose the switch-over date if it was later than January 1, 2006. The option, however, was to be binding. 
The Sixth Pay Commission had recommended 40 per cent hike for adjustment in the pre-revised basic pay, different pay bands and grade pay benefiting about 55 lakh government employees.

DO's AND DON'Ts FOR CENTRAL GOVERNMENT EMPLOYEES

The central civil service conduct rules, 1964 impose various restrictions on central govt employees. Some Do's and Don'ts applicable to employees are given below.
Do's:-
1. Maintain absolute integrity all times.
2. Maintain absolute devotion to duty at all times.
3. Those holding responsible posts - maintain independence and impartiality in the discharge of your duties.
4. Maintain decent and responsible conduct in their private life.
5. Observe proper decorum during lunch break.
6. Render prompt and coureous service to the public.
7. Report to the superiors the fact of your arrest or conviction in a Criminal court and the circumstances connected therewith, as soon as it is possible to do so.
8. Keep away from demonstrations organized by political parties in the vicinity/ neighborhood of government offices.
9. Manage private affairs in such a way as to avoid habitual indebtedness or insolvency.
10. Maintain political neutrality.
11. Act in accordance with the government policies.
12. Observe courtesy and consideration to Members of Parliament and State Legislatures.
13. If any legal proceedings are instituted for the recovery of any debt due from you or for adjusting you as an insolvent, report the full facts of such proceedings to the competent authority.
14. In performance of duties in good faith, communicate information to a person in accordance with the 'Right to Information Act, 2005' and the rules made there under.
Dont's:-
1. Do not indulge in acts unbecoming of a government servant.
2. Do not be discourteous, dishonest of partial.
3. Do not make joint representations in matters of common interest.
4. Do not adopt dilatory tactics in your dealings with public.
5. Do not convey oral instructions to subordinates.
6. Do not practice untouchability
7. Do not associate yourself with any banned organizations.
8. Do not join any association or demonstration whose objects or activities are prejudicial to the interest of the sovereignity and integrity of India, Public order or morality.
9. Do not give expression to views on Indian or foreign affairs, while visiting foreign countries.
10. Do not get involved in unauthorized communication of any official document or any pat thereof or classified information to any government servant or any other persons to whom you are not authorized to communicate such document of classified information.
11. Do not joint or support an illegal strike.
12. Do not enter into any private correspondence with foreign Embassies or Missions.
13. Do not accept lavish or frequent hospitality from any individual, industrial or commercial firms, organizations, etc having official dealings with you.
14. Do not accept any offer of the cost of passage to foreign countries or hospitality by way of free board and lodging there, if such offers are from foreign firms contracting with Govt.
15. Do not accept invitations to you and members of your family for free inaugural flights offered by Air India, Indian airlines Corporation or foreign Airlines.
16. Do not give or take or abet giving or taking of dowry or demand any dowry directly or indirectly from the parent or guardian of a bride or bridgegroom.
17. Do not accept any gift from any foreign firm which is having official dealings. 18. Do not engage yourself in canvassing business of life insurance Agency, commission agency or advertising agency owned or managed by the members of your family.
19. Do not lend or borrow money from or deposit money as a member or agent, with any person, firm or private company with whom you likely to have official dealings. Do not otherwise place yourself under pecuniary obligation with such person, firm or private company.
20. Do not approach your subordinates for standing surety for loans taken from private sources either by your / your relations / friends.
21. Do not undertake private consultancy work.
22. Do not speculate in any stock, share or other investment.
23. Do not purchase shares out of the quota reserved for friends and associates of Directors of companies.
24. Do not bid at any auction of property where such auction is arranged by your own officers.
25. Do not stay as guest with foreign diplomats or foreign national in India.
26. Do not invite any foreign diplomat to stay with you as a guest in India.
27. Do not accept or permit your wife or dependants to accept passage money or free air transport from a foreign Mission/ Government or Organization.
28. Do not bring any political influence in matters pertaining to your service. 29. Do not consume any intoxicating drinks or dugs while on duty.
30. Do not appear in public place in a state of intoxication.
31. Do not indulge in any act of sexual harassment of any woman at her work place. 32. Do not employee children below 14 years of age.
33. Do not accept award of monetary benefits instituted by private trusts/ Foundations , etc.

Subject:- Extension in the tenure of the National Anomaly Committee.

The undersigned is directed to refer to para 5 of this Department’s O.M. of even number dated the 12th January, 2009 regarding setting up of Anomaly Committee to settle the anomalies arising out of the implementation of the Sixth Central Pay Commission’s recommendations and to state that it has been decided with the approval of the competent authority to extend the tenure of the National Anomaly Committee up to 31st March, 2011.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.




Ammendment: It was ammended in 1993 as below

Details:-
As per Rly Bd's Guideline of Medical Exam issued vide LNo. 88/H/5/12 dated 24-01-1993

a) PME would be done at the termination of every period of 4 years from date of appointment / Initial medical Exam till the date of attainment of age of 45 years, every 2 years upto 55 years & there after annual till retirement.
b) Employees who has been periodically examined at any time within 2years prior to his attaining the age of 45years would be examined after 2years from the date of last PME & subsequent PME for every 2years upto 55years age.Of
