Why people cross railway tracks?

A recent article about loss of young lives while attempting to cross railway tracks depressed me and so I decided to write this blog. I am surprised why people cross railway tracks even at stations like Parel. Here, the cost of a mistake is extremely fatal and still people take the risk. The economic value of the time you save by crossing the railway tracks can never, I repeat never be more than the economic value of your life.

Years ago, I used to stay in Malad East. Regular commuters are aware that trains from Churchgate are most likely to halt at platform No 1. If people wanted to go the Eastern side, many would tend to jump off the train on to the opposite railway track and save a couple of minutes. The time consuming option of taking the available foot bridge was conveniently discarded. During my commute those days I witnessed an accident at Malad station and made a firm resolve never to even attempt to cross the railway tracks. Your colleagues and train mates may make fun of you but using the footbridge significantly reduces risk to your life and at the same times gives you a little exercise.

What irritates me is that when someone dies because of their own fault, why is there is so much anger against the motorman and the railways. What can a GM sitting in Churchgate do to prevent such things? If the RPF gets stricter and imposes fines or wields the stick, there is uproar against them. The railways do their part of building fences and track dividers. In fact, to create awareness about the risks associated with crossing railway tracks, Western Railways even coined smart SMSes which it sent out like – ‘If you are fond of donating blood, do not do it on the tracks’ and ‘Short-cuts can cut your life short. Use FOBs and subways’.

Rail Dost: A Rly magazine for elite train travellers soon

Rly magazine for elite train travellers soon

As part of the move to make train travel more enjoyable, the rail ministry has decided to launch an all-colour magazine—Rail Dost—to be provided free to passengers of elite trains. The magazine, which will be launched in January, will be similar in look and feel to those provided by airlines for in-flight reading. Rail Dost will not be sold and passengers can take it home.

The idea of a monthly magazine to be given to all passengers of Durantos, Rajdhanis and Shatabdis was mooted by the railways’ passenger services committee headed by quiz master Derek O’Brien. “Unlike airlines, we expect passengers to take the magazine home,” O’Brien told TOI. Initially, the magazine will be in English and Hindi and later, some sections will have writeups in different languages like Tamil and Bengali.

Work on the first issue is already on and TOI has learnt that it will feature a story on Rabindra Nath Tagore’s rail journey in England where he lost the manuscript of his famous work ‘Geetanjali’ on a railway platform. The first issue will also have a write-up by Ruskin Bond.

Mobile Number Portability Service to be Launched from 25Nov as per chalked plan

Mobile Number Portability Service to be Launched tomorrow
Shri Kapil Sibal to Inaugurate the Service in Rohtak, Haryana

The much awaited Mobile Number Portability (MNP) service will be launched tomorrow in Rohtak, Haryana. The Union Minister of Communications & IT Shri Kapil Sibal with Shri Bhupinder Singh Hooda, Chief Minister of Haryana as the Chief Guest will inaugurate the service at a function in Rohtak at 3 p.m. on 25.11.2010.
A plan for phased migration of networks in all the remaining 22 (excluding Haryana) Licensed Service Areas in the country for working in MNP scenario is being chalked out in consultation with service providers. The detailed program for the entire country will be announced separately.
From tomorrow, mobile phone customers in Haryana Licensed Service Area (LSA) will have the choice of selecting their telecom service provider (operator) with out changing their number, provided a minimum period of 90 days has elapsed after subscription to the mobile service of the current service provider. For change of service provider i.e. porting, a subscriber has to send an SMS (PORTMobile Number) from the number he wishes to be ported, to number 1900 whereby a Unique Porting Code (UPC) will be received on SMS from his current service provider. The subscriber will need to apply in the prescribed application form to the chosen new service provider quoting the UPC which will act as a reference while filling up the application form with new service provider.
The new service provider will then take action to get the required processes completed to enable the subscriber to get connected to his network. Porting has to be completed within 7 working days. Telecom Regulatory Authority of India (TRAI) has put a ceiling of Rs. 19/- on porting charges which the new service provider may collect from the subscriber. Post-paid subscribers before making the porting request, have to make sure that their last bill has been paid failing which the request for change to new service provider shall be rejected. In the case of pre-paid subscriber any balance amount left will not be carried forward when the number is transferred to the new service provider.

(2) They shall be deemed to have come into force retrospectively with effect from 1st day of September, 2008. 2. In the Income-tax Rules, 1962, in rule 2BB, in sub-rule (2), in the Table, against serial number 4, in column 4, for letters, figures and words “`. 6,000 per month” the letters, figures and words, `. 10,000 per month” shall be substituted.

Performance Related Incentive Scheme(PRIS) is not acceptable to AIRF

Ref: Railway Board’s letter No.E(P&A)II-2010/PLB-6 dated 13.8.2010

                   We have received a copy of the note, contained in the above cited letter of the Railway Board, wherein the Railway Board have sought views/ comments of the Federation.         

                   After submission of the report of the VI CPC, there had been a discussion between the Secretary(Staff Side), National Council(JCM) and the VI CPC, wherein it was made clear to the Pay Commission that the Productivity Linked Bonus is a bilateral settlement arrived between the Railway Board and the Federations.

                  Therefore, suggestion of the Pay Commission to implement Performance Related Incentive Scheme(PRIS) in the Railways cannot be accepted as a recommendation of the VI CPC.

                   In view of the above, Performance Related Incentive Scheme(PRIS) is not acceptable to us.

Sub: Withdrawal of Board’s letter No.E(NG)II/2010/RC-4/6 dated 16.11.2010 regarding re-engagement of retired staff on daily remuneration basis for the post of Loco Pilots and guards

         The Railway Board vide above letter have authorized the Zonal Railways to engage retired Running Staff(Loco Pilots and Guards) on daily remuneration basis citing acute shortage of the staff and engage such retired staff to manage the non-running duties such as Lobby Supervisors/ Power Controllers etc. These unilateral orders have been issued by the Railway Board without any consultation with the Federation.
       The posts of Lobby Supervisors(Crew Controllers) and Power Controllers(PCRs) and Traction Loco Controllers) are of supervisory in nature and in the GP of Rs.4600(Rs.6500-10500) were earlier filled on promotion as a cadre post and now on promotion as a tenure post.
          In Southern Railway alone, there are about more than 120 Crew Controllers/Power Controller posts and this action of the Railway Board, directing Zonal Railways to engage retired Running Staff, not only deprives avenue of promotions to Loco Running Staff but also creates a precarious situation of regular cadre Running Staff placed under supervisory control of a casual labour by way of engaging retired Running Staff. This will result in serious discontentment among the Running Staff, and especially in Southern Railway, where there is not acute shortage, needs such a haphazard arrangement just because of a uniform orders of the Railway Board.
         AIRF demands withdrawal of the above cited letter of the Railway Board immediately.

This summer, the Central Railway is likely to spend more than Rs 2 crore to keep birds away from overhead wires and pests out of railway coaches. Railway authorities are scouting for repellents and gels that will keep birds, especially crows, away from overhead equipment (OHE) and pantograph of
trains, which are preferred nesting places.

On Friday, the Central Railway invited tenders for supplying insulating non-toxic bird repellent gel and paint on OHE structures beyond Kalyan towards north (up to Karjat and Kasara). The cost of applying the repellent gel and painting the overhead equipment will be at least Rs 39 lakh.

Tenders for similar work on the 60-km stretch between Chhatrapati Shivaji Terminus (CST) and Kalyan will be called for soon. The approximate cost will be Rs 60 lakh.

“The problem of birds becomes acute during summer when it’s nesting season, especially along creeks. Birds build nests on portals that hold overhead wires. This causes a short circuit and power failure that delays services,” a senior Central Railway official said on condition of anonymity.

When overhead wires or a train’s pantograph come in contact with twigs used to build nests, it could disrupt power supply and affect the running of trains.

Crows often get caught between the train’s pantograph and overhead wires causing serious damage to the pantograph that supplies power for the train to run on.

“Even small scraps of wire and strings found in nests can cause a short circuit. So we will apply non-toxic repellents, which will prevent birds from sitting on wires or building nests,” said S Mudgerikar, chief public relations officer, Central Railway.

The Central Railway has carried out research on what chemicals it could use so that the birds are not harmed.

The railways will also treat coaching depots at CST, Kurla Terminus and Wadi Bunder, where trains are kept for maintenance and other works, with pesticides. The railways will be spending Rs 1.76 crore to get rid of rodents, cockroaches, bed bugs and mosquitoes.

Indian Railways are going to implement five digit numbers in place of the existing four digit numbers for all trains from December 20, the Lok Sabha was informed today. Minister of State for Railways K H Muniyappa in a written reply said the details of the scheme are that the existing express trains numbers shall largely continue unchanged but shall now be prefixed with first digit of 1. The passenger trains shall be first numbered as per the present four digit train numbering scheme. To this four digit number, a fifth digit shall be prefixed as digit 0 for special trains, digit 5, 6 and 7 for conventional passenger trains, MEMU and DEMU trains respectively. Suburban services in Kolkata shall begin with digit 3, in Mumbai with digit 9 and in other parts with digit 4.

It is now proposed to capture all passenger trains running over Indian Railways for various software applications by giving them a unique number. Thus, there is need to shift to 5-digit train numbering scheme from a 4-digit train numbering scheme as Indian Railways presently runs over 11,000 passenger carrying trains on an average per day while 4-digit scheme can have train numbers only upto 9,999, he said.

           I know that all of you are very much anxious about the issue of entitlement of Privilege Pass to the Railway employees and there is much anxiety amongst the Railwaymen on the same.

           As all of you know that we are persistently pursuing this issue with the Railway Board.

           You also know that our stand always had been that all the staff working in GP Rs.4200 should be provided with 2AC Pass and those in in GP Rs.2800 with 3AC Pass.

           On our demand, there had always been persistent opposition from one quarter in the Railway Board.

           Now you should be happy to know that the Railway Board have started thinking on the lines of AIRF and we hope that the issue will be resolved very soon and that too according to our demand.

Let’s wait for a few days more – The fruit of patience is sweet.

Subject: Fixation of pay of re-employed pensioners -Treatment of Military service Pay
The undersigned is directed to refer to the orders issued vide OM dated 5.4.2010 on fixation of pay of re-employed pensioners. These orders inter-alia lay down that on re-employment in civilian organizations, Military Service Pay shall not be admissible. However, the benefit of MSP given to all retired Defense Forces officers/personnel by reckoning it at the time of calculation of their pension (notionally in the case of pre-1.1.2006 pensioners) should not be withdrawn. Accordingly, while the pension of such re-employed pensioners will include the element of MSP, they will not be granted MSP while working in civilian organizations.
In the instructions issued by the Ministry of Defense vide their letter No. 1/69/2008/D(Pay/Service) dated 24th July 2009, Pre-retirement pay has been defined as under:
(i) In respect of re-employment taking place on or after 1.1.2006 pre-retirement pay for those who retired after 1.1.2006 means the pay in the pay band plus grade pay but inclusive of Non-Practicing Allowance (NPA) if any, last drawn before retirement.
(ii) In case of officers who retired before 1 .I ,2006 and also those who retired after 1.1.2006 in the pre-revised pay scales without opting for the revised pay scales promulgated on or after 1.1.2006 the pay will be basic pay including stagnating increment and Rank pay plus the Dearness pay and Dearness allowance drawn at the time of retirement.

As per these orders, for pre-2006 retirees rank pay is included as a part of pay but for post -2006 retirees, the MSP is not reckoned in the pre-retirement pay for the purposes of pay fixation on re-employment. However, for pension purposes the reckonable emoluments are - basic pay + grade pay + MSP + NPA wherever admissible. Therefore, while MSP is not taken into consideration for the purposes of pay fixation on re-employment, the element of MSP in pension is deducted.

It has been decided in consultation with the Department of Expenditure, that since the element of MSP is not reckoned in the pay fixation on re-employment, it need not be reduced from the pension either. Hence In respect of all those Defense officers / personnel, whose pension contains an element of MSP, that need not be deducted from the pay fixed on re-employment.

Procedure Simplified for issue of Disability Certificate
The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules 1996 have been amended in December last year. The amended rules enable a simplified and decentralized procedure for issue of disability certificate. Disability certificate can now be issued by a single doctor in respect of obvious disabilities at the level Primary Health Centre (PHCs)/Government Medical Practitioner, Community Health Centers and Hospitals at the Sub-Divisional level. In case of non obvious disabilities, certificate can be issued by a specialist. Only in case of multiple disability, a Medical Board is required. Further, Medical Certificate is to be issued as far as possible within 7 days from the date of application but in any case not later than one month.
State Governments have also been requested to make similar amendments in their PwD Rules and notify their medical authorities accordingly.
A Committee consisting of representatives of various stake holders, experts in disabilities etc. has been set up in April this year to study the suggestions received from State Governments, concerned Central Ministries and several other sources on the proposed amendments to the PwD Act, 1995 and to prepare a new draft Legislation aligning it with the provisions of the United Nations Convention on the Rights of Persons with Disabilities.
This information was given by Shri. D. Napoleon, the Minister of State for Social Justice & Empowerment, in a written reply to a question in the Lok Sabha today.

Sub: Supply of branded quality cloth for uniform and payment of Stitching Charges and costs of Protective Garments

                   AIRF has time and again raised this issue with the Railway Board in various Negotiating Fora, i.e. Railway Board PNM and DC/JCM vide regular agenda items No.16/2005 and 17/2010 (photocopy enclosed) respectively.
                  While Railways have been spending huge amount of money on the uniforms and protective garments being supplied to the Railwaymen, but the users are not being actually benefitted out of it. It is noticed that even protective garments, such as shoes, gloves, dangry etc. are not supplied as per the stipulated specifications, though it is always claimed by the Railway administrations that the same are of proper quality. The uniforms supplied to the Railwaymen in general and to the Trackmen or to the running staff in particular are of very poor quality and the woolen clothing supplied to them are of worst quality.
                  It would, therefore, be quite appropriate that the branded quality cloth for the uniform and protective garments as per the standard specifications and Stitching Charges should be paid to all the eligible Railway employees.
An early action in the matter shall be highly appreciated.

Sub: Supply of branded quality cloth for the purpose of uniform to Railway employees
               The Railway Board vide their letter No.E(W) 2005/UN1/3 dated 24.04.2007 have issued instructions to the General Managers etc. of the Indian Railways to ensure supply of improved quality cloth to the Railwaymen. The reality in the field is that, quality cloth is not supplied to the Railway employees, resulting in their pride gets lowered.
              Railway Board should appreciate that the Railwaymen/women in uniform should appear in such a manner that dignity/image of the Railways should get enhanced.
                 Staff Side, therefore, suggests that branded cloth, i.e. Raymond, Vimal, etc. may be approved to be supplied to Railway employees, enabling them to use the same and appear on duty as dignified Railway staff.

    BRIEF HISTORY OF CARRIAGE & WAGON WORKSHOP/KURDUWADI

    Kurduwadi workshop was established in the year 1930 by the Barshi Light Railway for POH of NG rolling stock. It was taken over by Central Railway in the year 1954. During the restructuring of zonal Railways, the workshop was handed over
    to South Central Railway in the year 1966 and remained with them till 1977. The workshop again came into the fold of Central Railway along with Sholapur Division since 02.10.1977.
    This workshop was basically established to undertake the POH of NG steam locomotives & Carriage and wagon for Latur-Kurduwadi-Miraj NG section. Later on, the NG rolling stock of the whole Central Railway was taken for POH activities to this workshop. With diminishing NG fleet, the workshop is gearing
    up for undertaking rehabilitation of BG wagons.

    Continuing efforts to reduce human error and enhance safety, Indian Railways will conduct the second set of equipment proving trials with the modified Anti Collision Device (ACD) on the electrified, multiple-line automatic signaling section in southern Railway from 10th November 2010, on the Chennai-Arrakonam section. The first set of trials was done in the same section in September-October 2010. The trials are aimed at providing a fair opportunity for success of the indigenous technology.
    Evaluation of the first set of trials had led to modifications and corrections in respect of several software and hardware parameters. Devices with modifications will now be tried out in the second set for making headway in achieving the objective.
    The Minister for Railways, Mamata Banerjee has assigned the highest priority to safety and security of passengers. Recently while addressing the Economic Editors’ Conference in Delhi, the Minister announced that Indian Railways has been working sincerely to make its operations totally accident free in a fixed time frame. She has emphasized introduction of technological aids such as safety systems like ACD, Train Protection Warning System (TPWS), and Vigilance Control Device (VCD) etc. to strengthen safety in operation of trains.
    Anti Collision Device is an indigenous concept evolved by Konkan Railway Corporation Limited (KRCL) and is based on GPS. The devices which aim at preventing train collisions are to be installed on locomotives of trains and at stations as non-signaling system with no manual interventions to activate braking if collision like situations are detected; at the same time, the devices are also to be dependable so as not to act on spurious signals..
    Earlier, this device was put on in-service trials in 2006 as a pilot project on the Northeast Frontier Railway which is predominantly a non-electrified single line territory. Based on experience gained there, specifications of the ACD have had to be revised to improve efficacy, reliability and availability. The current phase of trials in Southern Railway with the modified ACD on the basis of NFR experience is on the multiple electrified lines, including automatic block sections which is available on Chennai-Arrakonam section.
    Once the trials are completed and Railways are assured of the capability of the device to provide a dependable anti collision mechanism, it will be implemented in three Railway Zones, namely Southern, South Central and South Western Railways which is already a sanctioned works.

    Govt plans one card for travel across India “common transport card” or “Common Mobility Card” or “India Mobility Card”, will be a reality by next year

    Govt plans one card for travel across India

    Soon you may be able to travel across the country carrying just a swipe card that can be used for all modes of transport. If plans by the Union Urban Development Ministry are successful, the common transport card, or ‘Common Mobility Card’/ ‘India Mobility Card’, will be a reality by next year.

    “These cards will function essentially as e-purses. What this means is that the money will be on the card — these can be swiped and the value would be automatically deducted,” a senior Ministry official said. This would hence obviate the need to buy tickets.

    These cards would cover all forms of transport, including buses, trains, metros, ferries, taxis and even auto-rickshaws. The only sector that the ministry has not included in its India Mobility Card project is air travel.

    While the cards will be introduced in chosen cities across various states to begin with, officials say that the goal is to have a single ticketing system tying the country. Work on the concept began a year ago.

    6. Periodical re-examination of serving Railway Employees:



    6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



    6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



    Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



    (a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



    (b) Absence from duty for a period in excess of 90 days.



    (2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



    If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
