Transnet Freight Rail (TFR) is contemplating a new national policy for secondary electrified lines, in terms of which diesel traction is to replace straight electric where the number of trains no longer justifies the cost of maintaining the overhead electrical equipment. It is understood that existing and proposed contracts for refurbishing overhead equipment north and south of the Durban suburban network have been cancelled. This affects the Stanger-Empangeni and Kelso-Port Shepstone sections, which were electrified some 40 years ago. The latter currently sees only two trains a day.

7. Give OT in time.

8. Fill up all vacancies of RngStaff, Specially of ALP(198post)/LPG(110post)/Goods Guard(46posts).

9. Re-engagement of Retd RngStaff violation of rules.

10. Stop harassment of ALPs such as giving through, disturbing fix-Link, wrong booking, over hrs working

11. Stop STAR Booking & over hour’s duty.

12. Stop Harassment of Gd’s by issuing SF5/SF11 for PMC

13. Relieve Promoted RngStaff immediately w/o delay.

14. Grant Promotional 3% increment on every promotion to Loco/Traffic RngStaff.

15. Grant MACP Promotion to Loco/Traffic Running staff.

16. Stop the wrong booking at out station. (Against link and single LP/ALP bookings)

17. Stop the harassment through suspensions and unwanted explanations.

18. Solve the PB RR related problems. Provide Toilet/Urinal facility at PB Lobby

19. Post the staff proportionally according to vacancy in different Hqs., Pinpointing to be revised

20. Stop the harassment of Loco Running staff through PCORs.

21. Provide shunters at PA as assured, for Link Loco movement.

22. Stop 10+2 and 14+2 bookings.

23. Implement the decisions according to 01.07.2010 minutes.

24. Give pre intimated PRs as per rule and along with prefixed/suffixed with leave.

25. Increase RR subsidy to Rs. 27 as per Rly board LNo. RBE 35/2010

Wrong Unbilled amount Message

I have been provided with AIRTEL No 9003141753 (Post Paid CUG-Indian Railways) by Railway as I am posted as Chief Materials Manager at Integral Coach Factory/Chennai.
I have registered with Customer Service of AIRTEL to send me message regarding unbilled amount on daily basis.I have receved following message during last three days.
Approximate unbilled usage as on Amount
11-11-08 00 Hrs Rs.6.08
12-11-08 00 Hrs Rs 345.16
13-111-08 00 hrs Rs.477.32
I am not using the mobile beyond our CUG to the extent the unbilled amount is being messaged to me.I could not get satisfactory reply from customer care of AIRTEL (COMPLAINT NO. 802654462) and the person kept on repeating that necessary correction in the bill can be done only at the time of final generation of bill.
I could not get satisfactory reply and the high unimaginable amount being messaged to me is highly UNREALISTIC.
You are requested to do the needfull for correction of UNBILLED AMOUNT being sent to me at the begining itself as it will be too late to rectify the same at the time of final bill as financial DAMAGE would have taken place by that time.
I hope my grievances will be redressed and I will not be put to financial loss.

Sub: Feedback of the meeting held today with the Member Staff and Adviser(IR), Railway Board on our long pending demands

Today we have a meeting with the Member Staff and Adviser(IR), Railway Board on our following long pending demands:-

1. Improvement in LARSGESS Scheme(AIRF’s Ref:AIRF/415 dated 19.10.2010, 15.12.2010 and AIRF/64dated 4.1.2011) - It has been agreed that exams will be conducted on six monthly basis instead of yearly basis, and the said scheme will be de-centralized at the divisional level. Orders to this effect will be issued shortly. So far educational qualification is concerned, we have demanded that it should be continued as minimum 8th Class pass. The MS has stated that though there are some difficulties, but he will try to cover the scheme under Board’s orders.

2. So far compassionate ground appointment is concerned, relaxation has already been given and letter to this effect has been circulated to the GMs of the Railways(copy enclosed) which means, qualification of 8th pass will still stand.

3. The issue of absorption of quasi-administrative staff was discussed at length, and finally the MS advised the Adviser(IR), Railway Board to make out a proposal.

4. MS has agreed to start bilateral negotiations on the issue of arrears of Running Allowance and improvement in the rates of Running Allowance.

5. Railway Board has already approved constitution of High Powered Committee to review the duty hours of Running staff and Safety Categories Staff and file has been sent to the Hon’ble MR for approval.

6. On the issue of upgradation of 15% apex level group `C’ posts(promotion from group `C’ to group `B’), it has been agreed that final decision will be taken at an earliest. Railway Board will decide about the percentage, which is likely to be 10% and deployment will be left to the GMs.

7. On the issue of refund of Income Tax wrongly deducted on the arrears of VI CPC, the MS has advised the Adviser(IR) to find out some way for refund to those staff who do not have PAN/PRAN number.

8. On the issue of pensionery benefits to the staff working in Construction Organization, a meeting will be held shortly with the Financial Commissioner(Railways).

9. On the issue of payment of Overtime Allowance w.e.f. 1.1.2006, orders are likely to be issued shortly.

10. Orders regarding payment of Travelling Allowance to the Staff Car Driver will be issued shortly.

              Issues relating to anomalies and cadre restructuring were also raised by me, but since the Addl. Member Staff was out of town, these were remained inconclusive.

The Conditions regarding completion of minimum service for consideration of Inter Railway own request Transfer of Group ‘C’ and ‘D’ employees, imposed vide Board’s letters under reference, have been reviewed. ‘Board has decided to withdraw the said conditions of completing minimum service laid down in Board’s above quoted letters.

However, the system of putting transfer requests on web in the manner described in Board’s letters under reference be expedited and there should be conscious efforts from Zonal Railway and PU administrations to consider request transfers in streamlined manner on regular basis so that the single largest reason for employees grievance is addressed in a regular manner.

The Minister of Railways, Mamata Banerjee inaugurated the modern luggage trolley service at Howrah station to assist senior citizens and women passengers in boarding and alighting from coaches along with their luggage comfortably, today i.e. 12th January 2011. The service has been launched as a pilot project for a period of one year and will be handled by uniformed attendants called ‘Rail Yatri Sevaks’. The service will be run in collaboration with State Bank of India and passengers will be charged only Rs 35/- for this unique passenger friendly facility. The trolley can be booked in advance over a telephone number to be specified by the Railways. This service marks the fulfillment of the one of the Budget announcements made by the Railway Minister in her Railway Budget 2010-11.
The Minister of Railways, Mamata Banerjee also flagged off a special exhibition train “Vivekananda Express” showcasing the life and philosophy of the great spiritual leader Swami Vivekananda from Howrah station today. This train is a tribute from Railways on the occasion of 150th Birth Anniversary of Swami Vivekanand. This exhibition train will cover important stations of the country, taking the message of religious harmony and unity to the masses.
The train “Vivekananda Express” consists of two Air-Conditioned coaches in which photographs, write-ups etc. are exhibited to project the life, work and message of Swamiji. The train will also include one Air-Conditioned 3-tier coach, one power car and one second class-cum- luggage van. The coaches have been refurbished at Liluah Workshop of Eastern Railway.
Swami Vivekananda (January 12, 1863 – July 4, 1902), was the chief disciple of 19th century mystic Sri Ramakrishna Paramahansa and the founder of Ramakrishna Mission. He is considered a key figure in the introduction of Vedanta philosophy and Yoga in Europe and America and is also credited with raising interfaith awareness. He is known for his inspiring speech beginning with "Sisters and Brothers of America", through which he introduced Indian philosophy in the Parliament of the World's Religions at Chicago in 1893.
Also on the occasion, the Minister of Railways laid the foundation stone for Archery & Table Tennis Academy. This comes as a sequel to her earlier announcement for setting up of such academy with a view to provide appropriate facilities for the sportspersons of different disciplines. By establishing an Archery academy in Kolkata, Indian Railways will achieve the twin objectives of providing world class training facilities to our existing sportspersons as well as tapping into the vast talent resources available in the eastern region of India
In addition, Mamata Banerjee, also flagged off three new express trains, namely Sealdah - Rampurhat Intercity Express, Howrah – Suri Express and Shalimar – Baripada Intercity Express, on the occasion.

In September 2010, the Indian Government (Government) imposed major restrictions on the eligibly of International Workers to withdraw from Employees’ Provident Fund (EPF). Coming on the heels of such restrictions imposed for International workers, the EPF Authorities have now proposed similar changes to EPF Rules for local Indian employees. Currently, EPF Authorities are in the process of gathering data from various regional offices to present a strong case to Government for such change


EPF is primary social security scheme in India to which major part of contributions made by employer and employee are allocated. As per the existing Rules, an Indian employee is entitled to withdraw such contributions two months after leaving employment with a covered employer. However, there is a condition that the employee should not take up fresh employment with another covered employer during the said period of two months. Where the employees takes up employment with another covered employer during the said period of two months, the Rules provide that EPF balance with the prior employer should be transferred to the EPF account of the employee opened under the new employer.

EPF Authorities have done a recent analysis on the existing pattern of withdrawal by employees which has highlighted that the majority of employees withdraw their EPF balances with every job change, defeating the very objective of social security. The basic premise of EPF Scheme is to provide compulsory saving for old age when employee is not able to earn. Further, frequent withdrawal by employees also impacts the earnings of EPF as the funds are available for investment by EPF Authorities for very short period.

Following changes are proposed in the EPF Rules:

  1. Streamlining the process of transfer of employee’s EPF balance from one employer to another;
  2. Deny pre-mature withdrawal of EPF balance barring exceptional circumstances;.
  3. Restricting advances/loans under the EPF Scheme to only once in ten years;
  4. Pre-mature withdrawal to be permitted only in case of death, permanent and total disablement, mental infirmity and in case of leaving country for good;
  5. Providing a lock in period of 3 years to be eligible to withdraw from EPF for an employee quitting job and taking up self employment.

IPL 4 auction: Gambhir fetches record price of $2.4 million

BANGALORE: Opener Gautam Gambhir on Saturday became the costliest cricketer in the IPL by fetching a whopping $2.4million (approx Rs 11.04 crore) on the first day of the auctions where Indian players proved to be the biggest draw with three others going for more than $2million.
In a high-profile auction, where Bollywood stars and corporate bigwigs were locked in a bidding war, Kolkata Knight Riders bought Gambhir for the mind-boggling sum, beating the previous high set by the Englishduo of Kevin Pietersen and Andrew Flintoff ($1.55 million) lastseason.
Shah Rukh Khan was not present in person but his KolkataKnight Riders, which had been reduced to an also-ran in the last two seasons,proved to be the big spender of the day by also buying hard-hitting all-roundersYusuf Pathan (Rs 9.66 crore) and Jacques Kallis (Rs 5.06 crore) for the fourthedition of event to be held from April 8 to May 20.
Gambhir, who was captain of the Delhi Daredevils last season, saw his price skyrocket 12 times from his base price of $200,000 (Rs 92 lakh) while three other Indian players --Yusuf ($2.1 million), Rohit Sharma ($2 million) and Robin Uthappa (2.1 million)crossed the two million mark.
Yusuf's younger brother Irfan, who hasnot played any cricket this season, was taken by Delhi Daredevils for asurprisingly high amount of $1.9 (Rs 8.74 crore) million.
But there were some surprise names in the unsold list with former India and KKR captain Sourav Ganguly, West Indies batting star Chris Gayle and the legendary BrianLara failing to find a buyer.
There is still a slim chance of these players finding a team after their names come up again in the second round of bidding.
The bidding trend at the auction at times appeared to defylogic but what was certain was that the franchises were willing to spend big money on the Indian players. Mahela Jayawardene was the most expensive foreign player going to Kochi at $1.5 million (Rs 6.90 crore).
Cricket aside,Bollywood stars Preity Zinta and Shilpa Shetty provided the glamour quotientwhile liquor baron Vijay Mallya, his son Siddharth, Nita Ambani and Nusli Wadiaadded the corporate aura at the auction.
Cricketing brains such as Anil Kumble, Stephen Fleming, Geoff Lawson and Darren Lehmann, who have been roped in either as coaches or mentors by the franchises, helped them work out the bidding strategies.
As expected, big money was spent but the way it was spent on some players was baffling. Robin Uthappa, who has been out of national reckoning for quite some time, was bought for an astounding $2.1million (Rs 9.66 crore) by Sahara Pune Warriors who opened their account by buying Yuvraj Singh for $1.8 million (Rs 8.28 crore approx).
Pune got Yuvraj, the icon player of Kings XI Punjab till last season, after beating TeamKochi and the batsman's former team in the bid.
Even Rohit Sharma'sprice of $2 million (Rs 9.2 crore), which Mumbai Indians paid, came as a surprise in an auction where proven T20 specialists such as Jesse Ryder,Herschelle Gibbs, Mark Boucher and Graeme Swann went unsold.
There was intense bidding for Gambhir, who was the first player under the hammer, from Pune and Mumbai before KKR joined the fray after it crossed the million dollar mark.
Kings XI Punjab also lost the bid of Sri Lankan MahelaJayawardene who was bought by Kochi for $1.5 million.
The RoyalChallengers Bangalore bought Zaheer Khan for $900,000 and dashing Lankan opener Tillakaratne Dilshan for $650,000.
However, the Vijay Mallya-ownedfranchise had a prize catch in talented South African AB de Villiers, buying himfor $1.1 million (Rs 5.06 crore). They also got New Zealand captain DanielVettori for only $550,000.
The Rajasthan Royals bought New Zealand batsman Ross Taylor for $1 million (Rs 4.6 crore). But what turned out to be a surprise was South African off-spinner Johan Botha being bought after a lot of bidding for $950,000.
However, Kevin Pietersen, who was one of the most sought after players in the second and third edition, was bought by DeccanChargers for $650,000 much less than his million dollar price in the earlier years.
Andrew Symonds, who was one of the costliest players during season one, was bought for $850,000 by Mumbai Indians.
After the first two rounds, Team Kochi had bought the maximum five players (Mahela Jayawardene, Brendon McCullum, VVS Laxman, S Sreesanth and Rudra PratapSingh).
Kochi were quite lucky to buy McCullum for as low a price as$475,000 considering his reputation as a T20 dasher.
Sahara PuneWarriors were also a gainer as they got South African captain Graeme Smith for$500,000 only.
Kings XI Punjab who lost all their key players including the Lankan duo of Kumar Sangakkara (bought by Deccan Chargers for$650,000) and Jayawardene ($1.5 million for Kochi) and Yuvraj to Pune finally had something to cheer when they successfully bid for former Australian wicketkeeper Adam Gilchrist for $900,000.
After the lunch break,there were some more surprises with the young Saurabh Tiwary bought by RoyalChallengers Bangalore for $1.6 million (Rs 7.36 crore). Punjab also spent $1.4million (approx Rs 6.34 crore) on Australian David Hussey.
South African speedster Dale Steyn, who made life difficult for Indian batsmen during the recent drawn Test series, was bought by Deccan Chargers for $1.2 million (Rs5.5 crore).
Australia's injury-plagued speedster Brett Lee went for his base price of $400,000 to Kolkata after failing to invite a bid for quite awhile in the auction.
South Africans were hot picks at the auction with Steyn's pace partner Morne Morkel going to Delhi at$475,000.
The run-up to the auction was marred by legal wrangling between the BCCI and two franchise -- Rajasthan Royals and Kings XI Punjab --both of whom were initially booted out of the event over ownership issues before coming back through court orders.

Dear Sir,

Sub: Entitlement of Post Retirement Complimentary Pass

           At present, group `C’ Railwaymen are entitled for two sets of Post Retirement Complimentary Pass on completion of 25 years service and only one set of Post Retirement Complimentary Pass is issued to them on competition of 20 years service.

             As per recommendation of the VI CPC, full pension, i.e. 50% of pay, has been granted on completion of 20 years service.

             Hence, Railway Board are requested to grant two sets of Post Retirement Complimentary Pass in favour of group `C’ staff on completion of 20 years service instead of 25 years service.

I hope, by now you must be informed above the privilege of Passes given to the Railway employees - “Privilege Pass 2 AC to all staff working in GP 4200 and above and 3 AC pass to the staff working in GP 2800. The staff working in Grade pay 1800, 1900, 2000, 2400 will also get one Privilege Pass in 3AC, and the staff working in GP 1900, 2000, 2400 will also get Duty Pass of 3 AC while travelling on duty”.
This is the result of sustained efforts and persuasion of AIRF, that the issue of privilege to all the employees to travel in A/C compartment could become possible.
We must celebrate it because it is our victory and is dedicated to the families of all the Railwaymen.

AIRF’s New Year Bonanza Gift for Railway staff

SrALPs are entitled for AC-III PASS by including 30% RA

Hon’ble Minister for Railways on the persuasion of GS/AIRF has very kindly approved the privilege pass 2 AC to all staff working in GP 4200 & above, and 3 AC pass to the staff working in GP 2800. The staff working in Grade pay 1800, 1900, 2000, 2400 will also get one privilege pass out of three sets in 3AC & the staff working in GP 1900, 2000, 2400 will also get duty pass of 3 AC while travelling on duty. New Year Bonanza for Railways’ Lowest Grade Pay Employees


The Minister of Railways, Mamata Banerjee has extended, for the first time, the facility of 3AC travel with family once in a year for the lowest grade pay employees of Indian Railways. These are the employees like Gangman, Khalasi etc. who work day and night to provide train services to our customers throughout the year in the most difficult situations. They will now have facility to travel once in a year with family in 3AC class on Indian Railways.
Mamata Banerjee provided this as a new year bonanza for all Railway employees based on new pay structure under 6th Central Pay Commission already implemented by the Government of India. This move of the Railway will lead to tremendous motivation to all levels of employees particularly those working in lower grades. Railwaymen in lower grade pay (Group ‘D’) were earlier not entitled to travel in AC classes.
This step bridges the gap and has been felicitated by all employees and federations. Revised entitlement of travel on railway passes has also extended AC 2-tier facilities to all Junior Engineers and their equivalent supervisors working in Grade Pay of Rs.4200/-. This new criteria of entitlement has also simultaneously simplified the existing rules for entitlement with only Grade Pay as the sole criterion as against multiple variables like scale of pay, pay and date of appointment which were prevailing earlier.

Looking to speed up the transfer of funds electronically, banks will henceforth only take into account customers' account numbers for such transactions, ignoring other details like names. The new mechanism is intended to reduce the possibility of any errors and comes into effect from January 1, 2011. This is in line with a Reserve Bank directive under which customers would need to mention their account numbers twice for every electronic fund transfer request made through the Internet, as well as at bank branches.

The central bank had directed the banks to put in place the appropriate systems and procedures to comply with the directive from the New Year. As per the RBI guidelines, the banks would need to process all inward electronic transactions solely on the basis of the account number of the customer. The new system would be applicable for all electronic payment gateways, such as RTGS, NEFT, NECS and ECS, besides fund transfers initiated by customers at bank branches or over the Internet.

Although electronic payment methods are aimed at achieving expeditious fund transfers through a computerised system, the earlier practice involved manual intervention too, on account of the tedious process of matching various details such as customers' names and branch details. The situation becomes more difficult in India, where some people tend to write their names in different manners when opening banks accounts. "In the Indian context, given the many different ways in which beneficiary names can be written, it becomes extremely challenging to perfectly match the name field contained in the electronic transfer instructions with the name on record in the books of the destination bank."

"Any manual intervention not only delays completion of the instruction, but also provides scope for error and fraudulent intent," the RBI said. As all the banks in the country work in a Core Banking Software (CBS) environment, no two customers have similar account numbers across banks and as such, the RBI observed that account numbers could easily considered as the sole criteria for transfer of funds electronically. Although it would still be mandatory for the customers' name to be mentioned while making electronic fund transfers, only the account number will be relied on for the purpose of affording credit, the RBI said.

The banks would use details such as the customers' names for post-credit checking, as well as in the case of customers falling in high-risk categories. In order to keep the account numbers error-free, the customers would need to input the account number information more than once while conducting electronic fund transactions either over the Internet or at bank branches, the RBI said.

The Employees’ Provident Fund Organisation (EPFO) plans to replace the provident fund (PF) account number with a unique identification (UID) number, a move that would enable speedy transfer of subscribers’ funds in case of a job change and allow them to track their accounts online. At present, if a subscriber changes his job, it takes months to transfer PF money from one account to another, as a transfer of records from one office to the other is required. Under these circumstances, a large number of subscribers often withdraw the entire money in their account and go for a fresh account with the new employer. The replacement of PF account number with the UID number will be done after inter-connecting all regional and sub-offices of EPFO by March 2012.
“We are in the process of digitizing and inter-connecting all our offices. We plan to use UID as the subscribers account number after that,” Labour Secretary P C Chaturvedi said. In the first phase, EPFO has set a target of digitalizing the entire data in its regional and sub-offices by March this year. In the second phase, all offices would be inter-connected.

The replacement of PF account number with the UID number will be done after inter-connecting all regional and sub offices of the Employees' Provident Fund Organisation (EPFO) by March 2012. Digitalization and use of UID as PF A/c number would also facilitate the subscriber to apply for transfer and withdrawal online.
In a pilot study conducted at EPFO's Karnal office, it was found that over 30.2 per cent of subscribers withdraw their PF within a year of joining service while 54.3 per cent do so by the end of the second year.
EPFO having a subscribers' base of about 4.7 crore, processes over 60 lakh claims every year. It manages about Rs three lakh crore of funds and receives an incremental deposit of over Rs 25,000 crore every year.

This is a good move, but lot of unexpected things are happening while issuing UID cards, for example in Mysore,Karnataka they are issuing UID cards, a local TV channel had performed sting operation and they could get UID card in the name of "Nandan Nilekani" i mean with his photo attached, only thing is Nandan has to go and get his photo clicked and receive the card, and also they could get cards for two terrorist who are in bangalore jail, Nandan should look into that issue, people are blindly getting Notary from lawyers and by giving them they are getting UID cards, a proper verification method should be in place or else 1lac, 50thousand crore project would go into drains.

How can computerisation and linking of PF offices take so long? All of govt financial bodies, perhaps PF organization has proved to be most reluctant in providing online services. The govt should bring legislation to give the PF contributors the option to switch their money to NPS with immediate effect.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
