  • Rate of Kilometreage of Running Staff should be revised as per Bhalla Committee formula w.e.f. 1.1.2006
  • Additional Allowance to Running Staff – Provision of Special Allowance to all Running Staff incuding LI/SLIs also
  • Remove anomaly of pay fixation of Loco Supervisors inducted prior to 1.1.2006 with reference to their juniors drafted after 1.1.2006
  • One advance increment as a onetime exception in case of those who have having their annual increment from 1st Feb. 2006 to 1st June 2006
  • Absence/Detention of the running staff from their headquarters should be restricted to 24 Hrs
  • On absorption in alternate employment of medically de-categorized Running Staff 55% retirement benefit to be awarded
  • As CCA subsumed by Transportation Allowance 30% benefit to be awarded

Feedback of General Secy's meeting with Minister For Railways

Sub: Feedback on the meeting with the Minister for Railways

Yesterday, i.e. on 22nd June, 2010, I met the Hon’ble Minister for Railways, when following issues were discussed in a very cordial atmosphere.
The MR was of the opinion that despite best efforts of the Railwaymen, persistently propaganda is being made against the workings of the Railways; which needs to be curved and she needs help of the mighty organization like AIRF.
While raising the issue before the MR, I told her that our priority issue, only and only one, is recruitment of wards of the Railwaymen in the Railways, to which she assured that it will be done shortly.
I also raised the issues of entitlement of Passes and Housing Scheme.
I thanked the MR for sending references to the MoF and requested her that the matter should be persuaded at the appropriate level so that Railwaymen can get relief. The MR agreed to that.
I also told the MR that in the Fast Track Committee, demands of the AIRF about the arrears to Running Staff w.e.f. 1.1.2006 and enhancement in the KMA has been some early dismissed. The MR stated that this will also be considered.
I also told the MR that in spite of her instructions nothing has been done in the matter of formation of Committee for improvement in the service of the Trackman Category.
I also told the MR that in the matter of Safety Related Retirement, there is little progress since last week.
We have also decided to hold an “All India Running Staff Conference” on 13th July, 2010 in New Delhi and have invited Hon’ble Minister for Railways and Chairman, Railway Board to attend the same.

Alert loco pilot averts major collision near Wardha

An alert loco pilot of Chennai-Chhapra Ganga Kaveri Express has averted a major collision on the track at Bhugaon station near Wardah, official sources said on Monday.

The incident occurred on Sunday when Ganga Kaveri was fast approaching Chitoda station and the driver noticed derailment of empty coal wagons on the track at Bhugaon station and he immediately applied emergency brakes and brought the train to a grinding halt, officials said.

The 12 empty wagons of a coal rake derailed while being unloaded. Due to this, the train movement was affected but now the track has been restored for traffic, Nagpur division, Central Railway PRO Y. K. Singh said on Monday.

Grand Trunk Express, Tamil Nadu Express, Secunderabad Rajdhani Express, Indore Express, Sampark Kranti Express were affected due to the incident, he added.

      DOPT has clearly stated in this OM, “some appointing authorities are continuing to implement such outdated and non-existent instructions. Keeping all these aspects in view this Department has decided to issue consolidated instructions on Reservation for the Scheduled Castes, Scheduled Tribes and Other Backward Classes in supersession of all the existing instructions on the subject. The proposal is not to change any aspect of policy on the subject but only to consolidate all the instructions and present them in easy to understand form/language.

A draft OM has been prepared which covers all the aspects of reservation policy as existing at present. However, before issuing the proposed OM, it has been decided to put it in public domain and invite comments on it. If any person feels that the proposed OM does not include any of the existing instruction or any instruction included in the proposed OM is not in consonance with the existing instructions, may point out the same and send his comments to the undersigned by 12th July, 2010.”

Regularization of Unauthorized Absence – DOPT

Office Memorandum

Sub:     Consolidated instructions on Regularization of Unauthorized Absence.
      The undersigned is directed to say that this Department has been receiving various references from Ministries/ Departments regarding regularization of unauthorized absence for long periods. The references are made basically because the Ministries/Departments do not follow the prescribed procedure for dealing with such unauthorized absence.
Guidelines/instructions exist for handling such situations.
2.      As per Rule 25 of the CCS (Leave) Rules 1972.
        (1). Unless the authority competent to grant leave extends the leave, a Government servant who remains absent after the end of leave is entitled to no leave salary for the period of such absence and that period shall be debited against his leave account as though it were half pay leave. to the extent such leave i s due, the period in excess of such leave due being treated as extraordinary leave.
        (2) Willful absence from duty after the expiry of leave renders a Government servant liable to disciplinary action. Government of India decisions also exist; than a Government Servant who remains absent without any authority should be proceeded against immediately and this should not be put off till the absence exceeds the limit prescribed in Rule 32(2) (a) of the CCS (Leave) Rules, 1972.
3.      It is once again stressed that a Govt. servant who remains absent without any authority shout d be proceeded against immediately. All Ministries/Departments are requested to ensure that in all cases of unauthorized absence by a Government Servant, he should be informed of the consequences of such absence and be directed to rejoin duty immediately / within a specified date, say within three days, failing which he would be liable for disciplinary action under CCS(CCA) Rules 1965. If the Government Servant does not join duty by the stipulated date the Disciplinary Authority should initiate disciplinary action against him and the disciplinary case should be conducted and concluded as quickly as possible,
4.      It is only due to apathy of the Disciplinary Authorities that the situation arises where long pending unauthorized absence leads to delay in other service matters of Government Servants, including promotions. To avoid such situations all Ministries / Departments should advise Disciplinary Authorities to ensure that prompt action is taken against Government Servants who absent themselves with out permission and that Charge-Sheets are issued without delay.
5.      The consequences and procedure to be followed in respect of an officer who is absent from duty without any authority has been brought out under FR 17(1) and 17-A. As per FR 17-A(iii) without prejudice to the provisions of Rule 27 of the Central Civil Services (Pension) Rules. 1972, remaining absent without any authority or deserting the post, shall be deemed to cause an interruption or break in the service of the employee, unless otherwise decided by the competent authority for the purpose of leave travel concession, quasi-permanency and eligibility for appearing in department examinations, for which a minimum period of continuous service is required.
6.      Comptroller and Auditor General have issued orders that the period of absence not covered by grant of leave shall have to be treated as “dies non” for all purpose,;, viz., increment, leave and pension. Such absence without leave when it stands singly and not in continuation of any authorized leave of absence will constitute an interruption of service for the purpose of pension and unless the pension sanctioning authority exercises its powers under Article 421, Civil Service Regulations [now Rule 27 of the CCS (pension) Rules] to treat the period as leave without allowance, the entire past service will stand forfeited.
7.       It may be noted that regularization of unauthorized absence for pension purpose is to be considered under the CCS (Pension) Rules. Only in cases where the disciplinary authority is satisfied that the grounds adduced for unauthorized absence are justified, the leave of the kind applied for and due and admissible may be granted to him under the CCS (Leave) Rules.

New Delhi, June 25, 2010, “There will be vital changes in the pay structure of the Railway employees”, this was stated by Shri Shiva Gopal Mishra, General Secretary, All India Railwaymen's Federation and Northern Railwaymen’s Union in a Press Conference held here in Press Club.
Shri Mishra stated that, keeping in view the interests of the Railwaymen working in various categories; Railway Board has given its consent to change their Pay Bands widely. He stated that, after the meeting of Departmental Anomaly Committee, it was recommended to provide GP Rs.4800 to all Supervisors of apex grade as well as modification in other cadres have also been suggested.
Shri Mishra stated that more than one lakh Technicians, working in the Indian Railways and used to call Technician-II with GP Rs.2400, will now be merged with Technician-I GP Rs.2800. This will also be applicable on more than 36,000 Ticket Collectors in GP Rs.2400 and they will be provided with GP Rs.2800.
Shri Mishra informed that the Railway Board has also recommended to improve the grade pay of Technical Supervisor, Section Engineer, Jr. Engineer from GP Rs.4200 and 4600 to Rs.4600 and 4800 respectively.
“Railway Board have also recommended grade pay of Loco Pilot and Guard; and based on this, Loco Pilots of Mail and Express trains will be provided with GP Rs.4600. Besides this, Railway Board have also recommended to give Additional Allowance to the Loco Pilot(Goods) and Guard(Goods)”, Shri Mishra informed.
Shri Mishra stated that, keeping in view recruitment qualification(Graduation) and special working conditions of the Asstt. Station Master, Railway Board have recommended to provide them Entry GP Rs.4200.
Shri Mishra further stated that the main reasons of all these improvements were better coordination between AIRF and Hon’ble MR and Railway Board and also pressure of the MR on the Railway Board. Shri Mishra informed that all these recommendations have been sent to Ministry of Finance by the Railway Ministry.
“Hon’ble MR has given assurance that every possible efforts will be done to resolve the problems of the Railwaymen”, Shri Mishra informed.
“I had also raised the issue of payment of arrears to Loco Pilot and Guards w.e.f. 1.1.2006 and KMA before Hon’ble MR, which has been rejected by the Fast Track Committee. She has assured that it will be looked into”, Shri Mishra stated.
Shri Mishra also informed that the Railway Board has decided to constitute a committee to improve pay scales of more 2.5 lakh Gangmen, Keymen, Mate, Gatemen working on the Indian Railways and also to provide them Special Package. Shri Mishra further added that this category is unique, which used to be recruited and retired in GP Rs.1800.
Shri Mishra stated that he had raised the issue of filling-up of around two lakh vacant posts without further delay. Hon’ble MR has given him assurance; and some action has also been taken to overcome this problem.
Shri Mishra informed that I had also raised the issue of entitlement of Privilege Pass before the Hon’ble MR and she has assured for its early finalization.

The Railways will soon come out with checks and balances to streamline the Railway Recruitment Board examination process across the country even the ministry also plans to curtail the powers of the Chairmen of all the 22 Railway Recruitment Boards across the country.

Responding to questions at a press conference in New Delhi on Tuesday, Railway Board Chairman, Vivek Sahai said the new system is aimed at making the leakage of question papers a remote possible.

He said Railways are mulling changing the selction procedure for question papers. As per the new system under consideration, question papers will be selected on random basis to make it more transparent.

Expressing his grave concern over the recent leakage of question papers in Central Railway, Sahai said a single individual heading the Railway Recruitment Board (RRB) was responsible.

Asked whether Railways will cancel the examination, Mr. Sahai said the Raiway Board is awaiting the report of the CBI before taking any decision.

The CBI had on 19th June claimed to have unearthed a multi-crore Railway recruitment scam and had arrested eight persons, including Vivek Bhardwaj Sharma, son of S M Sharma, Chairman of RRB Mumbai who was later suspended, A K Jagannatham, the then ADRM in Raipur and his son Srujan for allegedly leaking exam papers for money.

No Privatization of Indian Railways: Mamata Consultative Committee Meeting of Ministry of Railways held
The Minister of Railways, Mamata Banerjee has reiterated that there will be no privatization of Indian Railways. She gave this assurance to the nation while addressing the Consultative Committee of Members of Parliament for the Ministry of Railways, here today. Speaking on the subject of the today’s meeting namely, “Public Private Partnership (PPP) in Railways”, she said that PPP route will be utilized to create more infrastructure, more assets and more employment.
She said that there are many socially desirable railway projects which are not being implemented because of the shortage of funds. She said that PPP is an instrument of mobilization of increased revenue from new business opportunities for investment in infrastructure. She said that there is a need to adopt new vision and new thinking for the development of Indian Railways and these have been outlined in the ‘Indian Railways Vision 2020’ document released by her. She said that commercial utilization of railway land, not required for immediate railway operations, can be and is being adopted to set up manufacturing facilities for locos, coaches, and components as also for hospitals, medical colleges and training institutions.
The Railway Minister further said that Railway Employees Unions are regularly involved and consulted in major decision making process. She emphatically said that care is taken to ensure that interests of railway employees and railway users are not only fully protected but also substantially advanced through these new initiatives. Mamata Banerjee pointed out that a single window cell is working in the Ministry of Railways under Secretary Railway Board to receive, process and monitor PPP proposals.
On the directions of the Railway Minister, Chairman, Railway Board, Shri Vivek Sahai, in the beginning, outlined the PPP strategy of Indian Railways. Shri Sahai informed that the PPP proposals received by the Railways are being processed and dialogues with the private players are being initiated.
The members of the Committee also gave suggestions and presented their view points at the meeting on the PPP initiatives taken by the Minister of Railways for the overall development of Railways. Some of the members suggested to further focus on basic passenger amenities.

At Hyderabad the Central Bureau of Investigation has arrested Chairman, Railway Recruitment Board, Mumbai(under suspension) and Senior Divisional Personnel Officer, Raipur in a railway recruitment scam relating to examinations of the Assistant Loco Pilot and Assistant Station Master.

The CBI had earlier arrested eight accused persons i.e. son of Chairman Railway Recruitment Board (RRB), Mumbai; the then Additional Divisional Railway Manager (ADRM); his son; one Raipur-based agent; one employee of Health Department of Government of Andhra Pradesh and three Hyderabad-based agents and all were in Judicial Custody. These eight accused persons were taken into three days CBI custody from the designated Court at Hyderabad today.

Though the CBI had concrete evidence that Sharma’s son, Vivek Bharadwaj Sharma, was the one who leaked the examination papers of Assistant Loco Pilot and Assistant Station Master held on June 6 and 13 respectively, they wanted to probe the role of the former Chairman in the scam. The CBI has unearthed the scam by conducting simultaneous raids at Mumbai, Bangalore, Raipur, and Kolkata & Hyderabad. It is estimated that the scam runs into several crores of rupees. Further investigation is continuing.

नवी दिल्ली - रेल्वेतील नोकर भरती प्रकरणी कोट्यवधी रुपयांचा भ्रष्टाचार झाल्याचे उघड झाल्यानंतर हतबुद्ध झालेल्या रेल्वे मंत्रालयाने, रेल्वे नोकर भरती मंडळाच्या अध्यक्षांचे अधिकार कमी करण्याचा निर्णय घेतला आहे. त्याशिवाय प्रश्नपत्रिका फुटीसारख्या प्रकारांना आळा घालण्यासाठी परीक्षा पद्धतीत बदल करण्यात येणार आहेत.

या संदर्भात बोलताना रेल्वे मंडळाचे अध्यक्ष विवेक सहाय म्हणाले, की नोकर भरती मंडळाच्या अध्यक्षांना अवास्तव अधिकार दिले आहेत. त्यांना प्रत्येक बाबींमध्ये हस्तक्षेप करण्याची संधी मिळता कामा नये. त्यामुळेच परीक्षा पद्धतीत बदल करण्याचा निर्णय घेण्यात आला आहे. या संदर्भात लवकरच आवश्यक ती पावले उचलण्यात येतील.

केंद्रीय अन्वेषण विभागाने (सीबीआय) गेल्या १९ जून रोजी रेल्वे नोकरभरतीतील कोट्यवधी रुपयांचा गैरव्यवहार उघडकीस आणल्याचा दावा केला आहे. या प्रकरणी मुंबईच्या रेल्वे नोकर भरती मंडळाचे अध्यक्ष एस. एम. शर्मा यांचा मुलगा विवेक शर्मा आणि रायपूरचे ए. के. जगन्नाथम व त्यांचा मुलगा सृजन यांच्यासह आठ जणांना अटक केली. या प्रकरणानंतर शर्मा आणि जगन्नाथम यांना निलंबित करण्यात आले. ज्यांच्यावर जबाबदारी सोपविली होती, तेच लोक फितूर निघतील असे वाटले नव्हते, अशी कडवट प्रतिक्रियाही सहाय यांनी व्यक्त केली.

प्रश्नपत्रिकेतील प्रश्न निवडण्याची प्रक्रियाही बदलण्याबाबत विचार चालू आहे, असे सांगून सहाय म्हणाले, की सध्या प्रत्येक नोकर भरती मंडळ स्वतःचीच प्रश्नपत्रिका तयार करत होती. आता विचार चालू असलेल्या नव्या संभाव्य पद्धतीमध्ये, ती अधिक पारदर्शक करण्यासाठी प्रयत्न करण्यात येतील. एखाद्या केंद्रात प्रश्नपत्रिका फुटली, तरी त्याचा दुस-या केंद्रावर परिणाम होणार नाही.

प्रशासकीय आणि कार्यक्षमतेमुळे रेल्वेमंत्री ममता बॅनर्जी यांनी देशभरात एकूण २१ जणांची रेल्वे नोकर भरती मंडळावर अध्यक्षपदी नियुक्ती केली होती. असा प्रकार घडल्याबद्दल सहाय यांनी खेद व्यक्त केला.

KOLKATA: The Railways would provide accommodation to those living by the track to prevent accidents, Railway Minister Mamata Banerjee announced here on Sunday.

Speaking at an official function, Ms. Banerjee said the initiative Sukhi Griha Parikalpana, was a part of the “human face of the Railways.” There would be a “pilot project,” and depending upon its success, the scheme would be considered for implementation across the country.

“There are so many who live in shanties by the side of railway lines and don’t even have the basics of food, clothing and shelter. Their homes shake when the trains pass by and there is the added fear of accidents,” Ms. Banerjee said.

For those who wanted to participate in the scheme, basic accommodation would be provided, Ms. Banerjee said.

The one-room apartments with toilet and kitchen areas would be built on Railway land in collaboration with the Ministry of Urban Development.

To prevent its misuse, the scheme would only be available to those already enlisted with the Railways, she added.

What India can learn from China’s amazing railway system

In 1949, the Chinese Railway network added less than 22,000 km of poorly maintained, war-damaged lines. By 2008, its network touched 80,000 route km — 36 per cent double-tracked and 35 per cent electrified.

During 1950-1980, China added 107 railway lines, stretching over 30,000 km, and has plans to extend the network to 20,000 route km by 2020 — 50 per cent of it double-tracked and 60 per cent electrified.
With an audacious investment programme, Chinese Railway, like the country’s most dramatic burst of wealth creation, inspires awe as much as envy.

The Chinese railways trailed Indian Railways technologically until the 1980s. In fact, even in 1990, its 24,800-km core network with an annual density of 30 million gross tonnes or more had largely 50 kg/m and 43 kg/m rails; as many as 55 per cent of the wagons were with plain bearings.

Until 1980, steam locomotive continued to remain its mainstay, carrying 76 per cent of its traffic. Today, Indian Railway, lost in shibboleths of systematic self-destruction, lags way behind Chinese Railway, and has no tangible strategy for growth.

On the other hand, Chinese Railway, now the world’s second largest freight railway system and the largest passenger system, has by far the highest traffic density (passenger-km and tonne-km per km of line) — it is 10.5 times the world average. Its output per locomotive, per freight car, per passenger coach is among the highest.

Chinese Railway’s priority development plans have centred on high technology and a judicious mix of traffic routes for passenger trains running at 200 kmph and freight trains at 120 kmph.

Travel time has been reduced by increasing service speeds and reducing train stops. Between 1997 and 2007, Chinese Railway carried out six stages of ‘speed raising’: maximum train speed that was generally around 80-100 kmph in 1991 has gradually been raised to 160-200 kmph on popular passenger corridors.

The first 300-kmph electric multiple unit (EMU) train set was inaugurated in August 2008 between Beijing and Tianjin. CR is currently constructing 350 kmph passenger dedicated lines (PDLs). The combined length of PDLs by 2020 will be 16,000 route km; another 35 mixed traffic lines will be equipped to operate at 200-350 kmph.

Chinese Railway is busy developing its capacity and quality for freight and passenger traffic in line with the economy’s astounding growth.

It already operates 2,700 m long, 20,000-tonne heavy- haul coal trains. Its containerised freight is forecast to reach 400 million tonnes by 2020 compared with just 64.5 million tonnes in 2006.
As Chinese Railway is poised to have the largest high-speed rail network worldwide, it will have a similar seminal infrastructure for heavy-haul freight transportation.

The principles underpinning the Mid-to-Long Range Railway Network Plan (MLRNP), 2003, approved for CR by the State Council, include: Coordination of rail development with that of other transport modes; separation of passenger and freight transport on constrained busy trunk lines to increase capacity and improve service; development of inter-city fast passenger networks; expansion of the rail network to support and encourage sustainable economic development, regional development and national defence; raising the local content of railway equipment and promotion of local railway manufacturing.

In 1991, the Chinese government enacted a Railway Law, which gave the ministry of railways overall control of policy, technical standards, planning, investment and finance, leaving just the day-to-day management and delivery of rail transport services and infrastructure to the regional railway administrations (RRAs).

For raising capital for new constructions, a surcharge was applied to all freight traffic in 1990. A second surcharge was introduced in 1993 for freight moving on electrified lines and was used for extending electrification over the network.

In 2005, China opted for public-private partnerships for new constructions, including the PDLs. Local railways in China came into being in 1960 essentially as feeder lines financed by respective local governments. Joint venture railways, established first in the 1990s, account for more than 50 per cent of the new constructions.

Chinese Railway’s track structure is being constantly upgraded: PDLs will all have ballastless track and the heavy-haul high-density Daqin line, originally laid with jointed 60 kg/m rail in 25m lengths on the east-bound loaded track, is being replaced by continuously welded 75 kg/m rail on 2,600-2,700 mm long sleepers laid at 1,840 per km.

Four large equipment maintenance bases are due to be completed by 2013, one each at Beijing, Shanghai, Wuhan and Guangzhou. These will be aided by 35 modern satellite depots across the network. Concomitantly, several state-of-the-art signalling and communication systems have been planned.

China has emerged as a strong manufacturer of railway equipment as much as a burgeoning market for it. By 2020, China will potentially be the global leader in rail technology.

Technology transfer from Japanese and European companies has enabled China’s railway supply industry to acquire the knowhow to build rolling stock ranging from 350 kmph EMUs to heavy-haul locomotives. Matching advancements have been made in track and signalling technologies.

On dedicated heavy haul corridors, such as Daqin line, wagons of aluminium or stainless steel body with 25 tonne axle load, fitted with rotary couplers, and for up to 120 kmph operation, are being introduced progressively.

The whole approach has been pragmatic coupled with bold initiatives, clarity, and continuity. Major rationalisation measures initiated by Chinese Railway have entailed massive investments as well as drastic disinvestments.

Many railway stations with low volume of freight have been closed; short distance passenger traffic has been actively discouraged to release capacity for longer distance rail travel.

Following a ‘productivity layout adjustment’, locomotive depots, passenger car depots, vehicle depots and passenger transportation sections and train crew districts were all reduced.

In an important reform in 2005, a whole tier in the Chinese Railway management structure, the sub-administration level of regional administration (akin to divisions on IR) was abolished, leaving RRAs with a direct line of management to depots, stations and yards.

By 2005, Chinese Railway transferred some 900 schools and colleges and 400 hospitals to local governments. Surplus staff not directly involved in railway operations were put on the RRA rolls in what are called diversified economy companies set up in 1985.

The Central Vigilance Commission disposed of 1266 cases during April 2010 referred to it for advice. The Commission advised imposition of major penalty against 99 officers including 15 from Central Board of Excise & Customs, 13 from State Bank of Bikaner & Jaipur, 11 from Coal India Ltd., 8 from M/o Railways, 7 each from UCO Bank and Bank of Baroda, 5 from MCD, 4 each from Bharat Sanchar Nigam Limited and Department of Telecommunications, 3 each from Canara Bank and DDA. Remaining 19 cases pertained to different departments of the Government of India and PSUs.
The Commission received 1688 ordinary complaints during the month. Of these, 1266 complaints were sent for necessary action/ATR whereas 95 complaints were sent for investigation and report. No action was required on 285 complaints.
On the Commission’s recommendations, the competent authorities issued sanctions for prosecution against 33 officers.
Recoveries to the tune of Rs.4.70 crore were affected after Commission conducted technical examination of some departments.

Every year, U.I.C. (International Union Of Railways) observes one day as the International Level Crossing Awareness Day (ILCAD). This year, 22nd June 2010 is being observed as ILCAD. Indian Railways has decided to participate in this global campaign to sensitize road users to increase safety at un-manned level crossings. The international level crossing awareness day focuses on educational measures and the promotion of safe behaviour at and around level crossings. It is built on existing national events which will be held jointly at various locations in every participating country on 22nd June, 2010 and constructed around the common message “Act Safely At Level Crossings!”. Despite all the measures taken to indicate the presence of level crossings and make them safe, too many road users and pedestrians are killed or injured at such crossings each year right around the world.

The number of unmanned level crossing accidents occurring on Indian Railways is a cause of concern. At present, there are total 35,363 numbers of Level Crossings over Indian Railways out of which 17,954 are Unmanned where the accidents occur primarily due to inadequate precautions by the road users failing to observe mandatory sign boards, signals and basic traffic safety rules. Over the last five years, the train accidents at unmanned level crossings have marginally reduced from 65 in the year 2005-06 to 62 in 2009-10. In 2009-10, fatalities in level crossing accidents comprised nearly 74 percent of all fatalities in train accidents in India. While driving, the road user is supposed to take precautions as stipulated in section-3 and 131 of Motor Vehicles Act, 1988 of having a valid license and ensuring that before passing the unmanned level crossing, the road user stops, looks around and only if no train is approaching, proceeds ahead.

Indian Railways carry out intensive social awareness campaigns, on a regular basis, to educate road users. This includes publicity campaigns through various media like newspapers, TV, Radio etc., distribution of posters, leaflets, various short duration films/advertisements etc. even in local languages have been prepared by the Zonal Railways for educating the road users about the precautions to be taken while negotiating the unmanned level crossings. There is a need to educate people at Village Panchayats, Schools, weekly markets in rural areas and also carry out ambush checks at unmanned level crossings. Chief Secretaries of All States and Administrators in UTs are requested from time to time to advise District Commissioners and Transport Authorities in their State/UTs to also launch necessary campaign, make ambush checks etc. to ensure strict compliance of Section 3 and 131 of Motor Vehicles Act 1988 by all road users while negotiating unmanned level crossings.

To enhance the safety and reduce inconvenience to road users, busy level crossings are being replaced by Road Over Bridges (ROB) / Road Under Bridges (RUB) and Limited Height Sub-Ways (LHS) gradually. In the year 2009-10, 249 ROB/ RUB/ LHS have been commissioned under various schemes, like 93 nos are built under cost sharing, 4 nos under BOT, 16 nos under Deposit works, 24 nos under Accommodation Works and 40 nos for NHAI. In the current financial year (2010-11) also, the targets of such Road Safety Works are substantially enhanced. Indian Railways has substantially increased the pace of manning of Unmanned Level Crossings with an ambition to eliminate all Unmanned Level Crossings in next five years.

As its contribution towards the above efforts, Ministry of Railways (Railway Board) has directed all Indian Railways to launch seven days long drive specially targeting safety at unmanned level crossings w.e.f. 22nd June, 2010. During the drive emphasis will be laid on the following:-

(i) Organizing public awareness campaigns to educate/counsel villagers and road users and make them aware of the provisions of motor vehicles act and railway act by distributing posters, pamphlets, handbills etc. in gram panchayats, markets, petrol pumps and other public places. SMS on mobile to road users staying near rural areas.

(ii) Publicity campaign through various media including newspapers, television, radio and slides in cinema halls, with an appeal to road users to observe all precautions embodied in motor vehicles Act and Railway Act.

(iii) Organizing safety seminars at various places in the divisions including road transport offices.

(iv) Checking the whistling habits of drivers (as per modification to whistle code circulated vide letter No. 2010/Safety (A&R)/19/8 dated 14.05.2010) while approaching the level crossings by deputing officers and supervisors in the first coach immediately after the Locos and EMUs.

(v) Joint ambush checks involving RPF, GRP and civil authorities at the Level Crossings and apprehending errant road users under sections of motor vehicles act.

(vi) Ensuring availability of speed breakers, whistle boards, road signs and stop boards as per provisions laid down in the IRPWM.

Indian Railways solicit cooperation from all citizens to help Railways in making the event successful in the interest of safety of road users.

It has been decided that the holidays as specified in the Annexure -I to this O.M. will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2011. In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure - II.
2. Central Government Administrative Offices located outside Delhi / New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:

3.2 No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non- working day or in the event of more than one festivals falling on the same day.
4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.
5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu'l Fitr, Idu'l Zuha, Muharram and Id-e-Milad, if necessiuy, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi.
5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Idu'l Fitr, Idu'l Zuha, Muharram and Id-e-Milad.
5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through T.V. / A.I.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.
6. During 2011, Diwdi (Deepavali) falls on Wednesay, October 26, 2011 (Kartika 04). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on "Narakachaturdasi Day". In view of this, there is no objection if holiday on account of Deepavali is observed on 'Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government. However, in the year 20 1 1, Diwali (Deepavali) and Narak Chaturdasi Day, both are falling on the same day i.e. October 26, 2011.
7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi's birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2011, subject to para 3.2 above.
8. Union Territory Administrations shall decide the list of holidays in terms of Ministry of Home Affairs letter No.14046/27/83- GP-I dated 15.2.1984 by which they would observe a total of 16 holidays including the three National Holidays Viz. Republic Day, Independence Day & Mahatma Gandhi's birthday.
9. In respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department's O.M. No.12/5/2002-JCA dated 17th December, 2002. In other words, they will have the option to select 12(Twelve) holidays of their own only after including in the list, three National Holidays and Mahavir Jayanti, Christmas Day included in the list of compulsory holidays and falling on days of weekly off.
10. In respect of Banks, the holidays are restricted to 15 days in a year in terms of the instructions issued by the Department of Economic Affairs (Banking Division).

RRB Examination Scheduled on 27th June 2010 Postponed

In view of the technical audit being conducted by the Railway Board after the CBI investigation into recently held Railway Recruitment Board (RRB) examination, the Ministry of Railways has decided to postpone the written examination by all RRBs scheduled on 27th June 2010 (Sunday) for the posts of Enquiry cum Reservation Clerks (ECRC) and Goods Guards. Fresh date for the examination will be intimated shortly.
Earlier, the Ministry of Railways has stated that Railway Administration will provide all cooperation to the CBI in its investigation into the recently held Railway Recruitment Board (RRB) examination of Assistant Loco Pilot and Assistant Station Master conducted by RRB Mumbai at Sholapur and Nagpur centres.
In the meantime, Shri S.M.Sharma, Chairman, RRB Mumbai has been placed under suspension till further orders.
The Ministry of Railways has further stated that officials at any level, found responsible, would be dealt with severely.

Railway recruitment scam: CBI to arrest RRB chief

A day after the Central Bureau of Investigation (CBI) uncovered a multi-crore Railways recruitment scam, investigations are focused around S M Sharma, Chairman of the Railway Recruitment Board (RRB), Mumbai, who has now been suspended.

According to sources, Sharma will be arrested and CBI has written to the Centre seeking permission to take Sharma into custody which they are unlikely to get today.

Ironically, S M Sharma was picked by Mamata Banerjee to clean up the mess in Railway recruitments.

Sharma's son Vivek Bhardwaj Sharma was arrested for allegedly selling question papers. CBI also arrested the recently retired Additional Divisional Railway Manager(ADRM), Raipur A K Jagannatham, his son Srujan and a Raipur-based agent in simultaneous raids in Mumbai, Raipur, Calcutta, Hyderabad and Bangalore on Friday. "The then ADRM, Raipur in connivance with the officials of RRB, Mumbai could secure a copy of the question paper before the examination date and provided the same to several aspirants," the CBI spokesperson alleged.

Each candidate had to pay to the tune of Rs 3.5 lakh for getting selected, Bhal alleged, adding the aspirants were required to deposit their original certificates with Jagannathan. (Read: CBI statement on Railway recruitment scam)

The question paper was provided to them one day prior to the examination and the certificates were returned after the payment of the complete amount, he said.

Vivek, Jagannatham, Srujan and the agent were produced on Thursday in the designated court in Hyderabad and were remanded to 14 days judicial custody.

Other arrested were a employee of Health Department of Government of Andhra Pradesh and three Hyderabad-based agents.

The CBI said that searches in Mumbai have led to detection of Rs 60 lakh in banks accounts of the family members of S M Sharma and the agency has seized bank pass books and laptops. Recently, Vivek had allegedly purchased a Pajero from the ill-gotten money in the name of a relative.

"In Hyderabad, Rs 21.5 lakh in cash and original certificates of 444 aspirants were recovered from the residence of the then ADRM," Bhal said.

He said Rs 12 lakh were recovered from the possession of Jagannatham at a Hotel in Bangalore, where he was staying, along with incriminating documents, such as question papers and original certificates of the aspirants.

The CBI said several incriminating documents have been recovered from the searches at Kolkata, Hyderabad and Raipur.

The RRBs across the country conduct examinations for induction of staff in Group C category of the Indian Railways.

On June 6, examinations were held across the country for the induction of Assistant Loco Pilot (ALP) and on June 13 for Assistant Station Master(ASM).

CBI statement on railway recruitment scam

The Central Bureau of Investigation (CBI) has unearthed Railway Recruitment Scam by conducting simultaneous raids at Mumbai, Bangalore, Raipur, Kolkata and Hyderabad. The scam relates to the examinations of Assistant Loco Pilot and Assistant Station Master. It is estimated that the scam runs into several crores of rupees.

CBI has so far arrested eight accused persons i.e. son of Chairman, Railway Recruitment Board(RRB), Mumbai; the then Additional Divisional Railway Manager(ADRM); his son; one Raipur-based agent; one employee of Health Department of Government of Andhra Pradesh and three Hyderabad-based agents. The four arrested accused i.e. son of the Chairman, Railway Recruitment Board, Mumbai; the then ADRM; son of ADRM and Raipur-based agent were produced yesterday in the designated court, Hyderabad and were remanded to fourteen days' judicial custody. The remaining four arrested accused are being produced today in the designated court at Hyderabad.

At Mumbai, the searches have led to the detection of Rs 60 lakh in bank accounts of the family members of the Chairman, RRB, Mumbai besides bank pass books and laptops. Recently, son of the Chairman, Railway Recruitment Board has purchased a Pajero from the ill-gotten money in one of his relatives name.

At Hyderabad Rs 21.5 lakh in cash and original certificates of 444 aspirants were recovered from the residence of the then ADRM.

Rs 12 lakh were recovered from the possession of the then ADRM at a Hotel in Bangalore (where he was staying) along with incriminating documents, such as question papers and original certificates of the aspirants.

Several incriminating documents have been recovered from the searches at Kolkata, Hyderabad and Raipur. Searches at other places in the country are in progress.

The Railway Recruitment Boards (RRBs) across the country conduct examinations for induction of staff in Group 'C' category of the Indian Railways. On 6.6.2010, examinations were held across the country for the induction of Assistant Loco Pilot (ALP) and on 13.6.2010 for Assistant Station Master (ASM).

The then Additional Divisional Railway Manager(ADRM), Raipur in connivance with the officials of RRB, Mumbai could secure a copy of the question paper before the examination date and provided the same to several aspirants mobilized by him with the help of his agents.

The aspirants of the examinations so mobilized were asked to pay huge amounts of money and deposit their original certificates with the then ADRM and only after that the question paper was provided to them one day prior to the examination. The agreement is to pay the remaining portion of money and take away the certificates after the declaration of the results. Each candidate pays to the tune of Rs 3,50,000/- for getting selected.

Action on the said modus operandi designed by the then ADRM with the help of his agents and officials of RRB was potential danger to the meritorious and deserving aspirants.

It is learnt that similar scams are being perpetrated by several gangs in different parts of the country in connivance with the public servants of Indian Railways. Hence, the aspirants should be vigilant and if such things are noticed, they should immediately bring it to the notice of the nearest branch of CBI.

Konkan Railway gets patent for anti-collision device in US

Konkan Railway Corporation Ltd (KRCL) has been granted the anti-collision device (ACD) patent in the US for its ‘Track Identification System’(TIS) recently.

An official spokesman of KRCL told Business Line on Wednesday that this patent is in addition to the ACD patents that have already been granted to KRCL in India and abroad earlier. The same has been granted on June 1.

KRCL’s ACD network is capable of preventing head-on and rear-end collisions in mid-sections, collisions at high speed in the station area, side collisions with derailed vehicles obstructing adjacent line, collisions due to train parting/jumbling and collisions with road vehicles at level crossings.

This pilot project of ACD system, which was developed by KRCL, was commissioned in North-East Frontier Railway in June 2007.

The Ministry of Railways has now assigned the work of installation of ACD Network initially on other three Railways — South Western Railway, South Central Railway and Southern Railway.

The main functioning of TIS is to ensure that when a train fitted with ACD traverses a point and crossing zone of the station yard (from where it can switch from one track to another), the unique TIS residing in it will detect automatically whether the train has deviated to the other track or not.

KRCL has to its credit 18 patents granted for Sky Bus, ACD and TIS in India and abroad , added the spokesman.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
