6% DA may be announced today

Today Government may approve the additional
Dearness Allowance of 6 % to Central Government
Employees …
The Central Government is likely to declare of Additional
Dearness Allowance to Central Government Employees and
Pensioners after the Union Cabinet meeting scheduled
tomorrow , sources said. More than 50 lakh Central
Government Serving Employees and 38 lakh Central
Pensioners are expecting this decision to compensate the
price hike . Presently, the DA is paid at 45% of the basic
pay, hence the Central Staff and Pensioners will be paid
total of 51% DA or DR from 1 . 1 . 2011.
There is no recommondations in 6 th CPC that Dearness
Allowance crosses 50% would merge with baisc pay. But
some allowances and advances will be increased by 25%
on crossing of Dearness Allowance by 50% .

CR to bring 120-wagon goods train

Maruti’ would soon be running on railway tracks. No not Hanuman, but a 120-wagon goods train that the Central Railway (CR) is planning to introduce soon. These trains would operate beyond Mumbai (in Bhusawal section) but are being run to ensure smooth operations of ‘summer special’ trains.

Many of these summer special trains start from the Chhatrapati Shivaji Terminus and Kurla-Lokmanya Tilak Terminus.

When two trains are clubbed, the total number of wagons becomes 115-120 that are towed. These long serpentine goods train would take around a minute or so to pass an average 700-odd metre long platforms, if it is running at its average speed.

These newly proposed trains, however, have issues such as communication between driver-guard, while applying brakes to the train maneuvering curves, gradients and track crossings.

These trains can carry a load of around 10,000 tonnes and are inter-connected by four engines. In January and February, for example, CR ran 67 and 75 of the trains (or services), respectively.

The CR is currently running around 1,516 special trains, including Nagpur-Hatia, Sainagar, Shirdi, Bhubaneshwar-Hazrat Nizamuddin.

These summer specials run from March to June. But these trains get stuck not only due to the regular outstation trains starting from the CST and Kurla LTT, but also from the long slow-moving goods trains.

“Beyond Mumbai, the goods trains don’t move beyond a speed of 50kmph while a regular freight train runs at around 75 kmph. So we have decided to club two goods trains with engines in order to save time and provide pathway for long-distance trains,” said V Malegaonkar, chief PRO of Central Railway.

Officials said that this method would also ensure availability of drivers for running long-distance trains. Generally, they face problem of drivers for running these long-distance trains, especially with more number of trains added to their schedule. Everyday more than 100 long-distance trains arrive and depart at CST and Kurla LTT stations.

The Central Railway (CR) has achieved a unique feat. From January, it has been running the country’s longest freight train.

While the 118-coach-long behemoth is not a technological marvel (it has been put together simply by joining two regular freight trains), running it poses technical challenges. There are issues like driver-guard communication, and starting and braking the train at the appropriate time. There are also operational problems related to tight curves, steep gradients and track crossings.

“Such a long freight train has been pressed into service because there is tremendous pressure from March to June to run extra passenger trains for accommodating the summer rush,” said V Malegaonkar, chief PRO, CR.

Though ‘freight train’ has been mentioned in the singular, it merely refers to the type of the train: 1,373-metre long with a trailing load of 9,000-10,000 tons, to be hauled by four electric engines (two in front and two in the middle). In reality, many such trains can be put together for any duration. In January and February, for example, CR ran 67 and 75 of the trains (or services), respectively.

Salvage the PF account you forgot

Did you transfer your provident fund (PF) account to your new employer the last time you changed your job? Chances are, you didn’t. The Employees’ Provident Fund Organization (EPFO) recently found that over half of the 5.87 crore accounts it manages have had no fresh contributions for three years or more.

Changes in the job market in the past two decades has meant that many workers have multiple PF accounts from past jobs but have not been able to consolidate them —either due to sheer inertia or because of the procedural difficulties.

The government has decided to stop crediting interest in such dormant PF accounts from April this year. Some 3 crore PF accounts with nearly Rs 16,000 crore will be affected, though the absolute number of workers at risk may be fewer.

The EPFO expects nearly Rs 10,000 crore to be withdrawn or transferred from dormant accounts in 2011-12 and has come up with new guidelines for members to claim their locked-up retirement savings.

In case you wish to withdraw your PF and the past employer is available, your claim form has to be attested by the authorized signatory from that firm.

“For many dormant PF accounts, the past employer is not available or the firm has closed down or liquidated,” says Central PF Commissioner Samirendra Chatterjee . The EPFO board has laid out a different claim procedure for such cases. “If the employer cannot be traced, workers must submit an identity proof and a proof of residence. An attestation is also needed from your bank manager about the bank account where your PF savings will be credited,” Chatterjee told ET Wealth.

Official government identity cards such as a PAN card, voters’ identity card, passport, ration card or an Employees’ State Insurance Corporation identity card are acceptable. For address proof, a copy of your electricity, water or landline phone bill or a driving license would suffice.

The EPFO has also put in place a system to check fraudulent claims. For years, several PF offices have suffered from a systemic fraud where savings are siphoned out of dormant PF accounts.

Chatterjee, however, advises workers to transfer the balances from their old PF accounts to their current one. “It’s tempting to withdraw PF balances, but transferring them would make your retirement corpus fatter with the compounding of interest. No other avenue offers capital safety with high tax-free returns,” he says.

Transfers score over withdrawals, especially with just a month left before interest credits on dormant PF accounts stop. Withdrawals may take longer than a month and interest for the period from April 1 till the date of settlement would be lost.

Transfers may also take longer than a month, but requesting a transfer could ensure that you don’t lose any interest irrespective of how long the PF office takes to consolidate your retirement savings.

“If you apply to transfer your past PF accounts before 1 April, then such accounts will be treated as operative even if the actual transfer is pending. We will keep paying interest in these cases,” promises Chatterjee.

Terms and Conditions for SMS and E-Mail facility

1.1 Definition

In these Terms and Conditions, the following terms shall have the following meanings:

“Alert/Facility” means the (services of providing the ) customized messages with respect to specific events/transactions relating to a subscriber’s Account sent as Short Messaging Service (“SMS”) over Mobile phone or email to the email account of the subscriber;

“Subscriber” means the person who holds a permanent Retirement Account Number (PRAN) opened by CRA and who is also IRA compliant;

“CSP” means the cellular service provider through whom the investor receives the mobile services.

“CRA” means NSDL who have been appointed as Central Recordkeeping Agency by PFRDA.

1.2 Availability

1.2.1 CRA at its sole discretion may discontinue the facility at any time by providing a prior intimation through its website or any other medium of communication. CRA may at its discretion extend the facility to investors who register mobile numbers originating outside India.

1.2.2 The Facility would be generated by CRA and will be sent to the subscriber on the mobile number or E-mail Address provided by the subscriber. Further, the time and the completeness of the Alerts content and delivery would be entirely based on the service availability of the service provider and its connectivity with other CSPs or the mail server availability of the respective websites. The Alerts are dependent on various factors including connectivity and therefore, CRA cannot assure final and timely delivery of the Alerts.

1.2.3 The Subscriber will be responsible for the security and confidentiality of his/her Mobile Phone/email account to be used for this Facility.

1.3 Process

1.3.1 This Facility provides information to investors over mobile phones and email ids for PRAN getting generated and the units getting allocated in Tier I and Tier II of the account, a day after the units get credited. These Alerts will be sent to those subscribers who have provided their mobile numbers and /or email ids to their nodal offices (like PAOs/DTOs/POPs etc.) while filling a PRAN application form.

1.3.2 The Subscriber is duty bound to acquaint himself/herself with the detailed process for using the facility and interpreting the Alerts for which NSDL is not responsible for any error/omissions by the subscriber.

1.3.3 The subscriber acknowledges that this facility will be implemented in a phased manner and CRA may at later stages or when feasible, add more features. CRA may, at its discretion, from time to time change the features of any Alert. The subscriber will be solely responsible for keeping himself/ herself updated of the available Alerts, which shall, on best-effort basis, be notified by CRA through its website or any other medium of communication.

1.4 Receiving the information through SMS and Emil

1.4.1 The subscriber is solely responsible for intimating in writing to his/ her nodal office/POP any change in his /her mobile phone number and /or email id. CRA will send the alerts only to the numbers/email id recorded in it system.

1.4.2 The subscriber acknowledges that to receive Alerts, his/her mobile phone must be in an ‘on’mode(reachable) as well as well as the email id must be ‘active’. If his/her mobile is kept ‘off’ for a specific period from the time of delivery of an Alert by CRA or the email account is no more in active State , that particular information may not be received by the subscriber.

1.4.3 The subscriber acknowledges that the facility is dependent on the infrastructure, connectivity and services provided by the CSPs /or the e-mail service provider within India. The subscriber accepts that timeliness, accuracy and readability of information sent by CRA will depend on factors affecting the CSPs and other service providers. CRA shall not be held liable for non-delivery or delayed delivery of Alerts, error, loss or distortion in transmission of information to the subscriber.

1.4.4 CRA will endeavor to provide the facility on a best effort basis and the subscriber shall not hold CRA responsible/liable for non-availability of the facility or non performance by any CSPs or other service providers or any loss or damage caused to the subscriber as a result of use of the facility (including relaying on the information for his/her investment or business or any other purposes) for causes which are attributable to / and are beyond the control of CRA. CRA shall not be held liable in any manner to the subscriber in connection with the use of the facility.

1.4.5 The subscriber accepts that each Alert may contain certain account information relating to the subscriber. The subscriber authorizes CRA to send any other account related information, though not specifically requested, if CRA deems that the same is relevant.

1.5 Withdrawal or Termination

1.5.1 CRA may, in it s discretion, withdraw temporarily or terminate the facility, either wholly or in part, at any time. CRA may suspend temporarily the facility at any time during which any maintenance workor repair is required to be carried out or incase of any emergency or for security reasons, which require the temporary suspension of the facility.

1.5.2 Notwithstanding the terms laid down in clause 1.5.1 above, either the investor or CRA may, for any reason whatsoever, terminate this facility at any time. In case the subscriber wishes to terminate this facility, he/she will have to intimate his/her PAO/DTO/POP accordingly.

1.6 Fees

1.6.1 At present, CRA is levying no charge for this facility on the subscriber/PAO/DTO/POP. The subscriber shall be liable for payment of airtime or other charges, which may be levied by the CSPs in connection with the receiving of the information. As per the terms and conditions between the CSPs and subscriber, and CRA is in no way concerned with the same.

1.7 Disclaimer

1.7.1 This Facility is only additional information for the investors and is not in lieu of the Transaction statement required to be provided by the CRA to its clients on a yearly basis.

1.7.2 CRA shall be not be concerned with any dispute that may arise between the investor and his/her CSP and makes no representation or gives no warranty with respect to the quality of the service provided by the CSP or guarantee for timely delivery or accuracy of the contents of each Alerts.

1.7.3 The Subscriber shall verify the transactions and the balances in his/her account from his/her nodal office and not rely solely on Alerts for any purpose.

1.7.4 CRA will not be liable for any delay or inability of CRA to send the Alert or for loss of any information in the Alerts in transmission.

1.8 Liability

1.8.1 CRA shall not be liable for any looses, claims and damages arising from negligence, fraud, collusion or violation of the terms here in on the part of the investor and/or a third party.

Time-Limit for Disciplinary Action Against Govt. Servants

The Government had appointed a three member Committee of Experts to examine and suggest measures to expedite the process involved in Disciplinary/Vigilance Proceedings. In its Report, the Committee has recommended that a time limit of two months may be prescribed for completion of minor penalty disciplinary inquiries and 12 months for major penalty disciplinary inquiries. The report of the Committee is under examination. As part of preventive measures for checking corruption, it is imperative that Disciplinary Proceedings are completed in time, and delinquent officers are punished.
The matter related to amendment to the Article 311 of the constitution to remove the protection shield of Government servants is being examined by a Group of Ministers.
This information was given by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to a question in the Rajya Sabha today.

UNITED STAND: CPI leader and AITUC general secretary Gurudas Dasgupta addresses a workers' rally on Parliament Street in New Delhi on Wednesday.
NEW DELHI: A “Workers' March to Parliament” in the Capital on Wednesday saw a heavy turnout of workers of various central trade unions protesting against price rise, unemployment, labour law violations and disinvestment.
The participating organisations included the Centre of Indian Trade Unions, the Indian National Trade Union Congress, the All-India Trade Union Congress (AITUC), the Hind Mazdoor Sabha, the All-India United Trade Union Centre (AIUTUC), the Trade Union Coordination Centre, the All-India Central Council of Trade Unions and the United Trade Union Congress. Addressing the gathering on Parliament Street, AITUC general secretary Gurudas Dasgupta said: “We have come here to ask the government to have a stronger labour policy, to stop disinvestment of public sector units and to address corruption and the issue of unemployment. This is the first time after Independence that the Left and non-Left trade unions have come together for the cause of the people.”
Communist Party of India (Marxist) leader Brinda Karat and Communist Party of India leader D. Raja were present.
The president of the Congress-affiliated INTUC, G. Sanjeeva Reddy, said the trade union was participating in the rally because of price rise and unemployment. “The situation is bad. Disinvestment in factories has thrown people out of jobs. We have raised our voice against the laws that are against labourers.” On increasing attacks by the government on the rights of the workers, AIUTUC president Krishna Chakraborty stressed the need to forge working class unity to exert pressure on the Centre to accept the demands put forward by the unions.
Speakers demanded universalisation of social security for unorganised workers. They accused the government of ignoring the needs of the working people and pursuing policies such as deregulation of petroleum prices leading to price rise.
Demands were raised for the prices of essential commodities to be contained through steps such as universal public distribution system and containing speculation in the commodity market.
Enforcement of basic labour laws, employment protection in recession-stricken sectors and creation of jobs by increasing pubic investment in infrastructure were also emphasised.
Representatives from the unions met Lok Sabha Speaker Meira Kumar and presented a memorandum of demands.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
