1. Whether a retiring Government servant is entitled for leave encashment after retirement under the NPS?
The benefit of encashment of leave salary is not a part of the retirement benefits admissible under Central Civil Services (Pension) Rules, 1972. It is payable in terms of CCS (Leave) Rules which will continue to be applicable to the government servants who join the government service on after 1-1-2004. Therefore, the benefit of encashment of leave salary payable to the governments/to their families on account of retirement/death will be admissible.
2. Why is it mandatory to use 40% of pension wealth to purchase the annuity at the time of the exit (i.e. after the age of 60 years) from NPS?
This provision has been made in the New Pension Scheme with an intention that the retired government servants should get regular monthly income during their retired life.
3. Whether any minimum age or minimum service is required to quit from Tier-I?
Exit from Tier-I can only take place when an individual leaves Government service.
4. Whether Dearness Pay is counted as basic pay for recovery of 10% for Tier-I?
As per the New Pension Scheme, the total Dearness Allowance is to be taken into account for working out the contributions to Tier-I. Subsequently, a part of the “Dearness Allowance” has been treated as Dearness Pay. Therefore, this should also be reckoned for the purpose of contributions.
5. Whether contribution towards Tier-I from arrears of DA is to be deducted?
Yes. Since the contribution is to be worked out at 10% of (Pay + DP + DA), it needs to be revised whenever there is any change in these elements
6. Who will calculate the interest PAO or Central Pension Accounting office(CPAO)?
The PAO should calculate the interest.
7. What happens if an employee gets transferred during the month? Which office will make deduction of Contribution?
As in the case of other recoveries, the recovery of contributions towards New Pension Scheme for the full month(both individual and government) will be made by the office who will draw salary for the maximum period.
8. Whether NPA payable to medical officers will count towards ‘Pay’ for the purpose of working out contributions to NPS?
Yes. Ministry of Health & Family Welfare has clarified vide their O.M. no. A45012/11/97-CHS.V dated 7-4-98 that the Non-Practising Allowance shall count as ‘pay’ for all service benefits. Therefore, this will be taken into account for working out the contribution towards the New Pension Scheme.
9. Whether a government servant who was already in service prior to 1.1.2004, if appointed in a different post under the Government of India, will be governed by the CCS (Pension) Rules or NPS?
In cases where Government servants apply for posts in the same or other departments and on selection they are asked to render technical resignation, the past services are counted towards pension under CCS (Pension) Rules, 1972. Since the Government servant had originally joined government service prior to 1-1-2004, he should be covered under the CCS (Pension) Rules, 1972.
10.Procedure for allotment of Permanent Retirement Account Number (PRAN):-
Immediately on joining Govt. service, the Govt. servant will be required to provide particulars such as his name, designation, scale of pay, date of birth, nominee(s) for the fund, relationship of the nominee etc. in the prescribed for (Annexure I).
The DDO concerned will be responsible for obtaining this information from all Govt. servants covered under the New Pension Scheme.
The PAO concerned will allot a unique 16 digit Permanent Retirement Account Number (PRAN). The first four digits of this number will indicate the calendar year of joining Govt. service, the next digit indicates whether it is a Civil or a Non-civil Ministry, the next six digits would represent the PAO Code (which is used for the purpose of compiling monthly accounts), the last five digits will be the running serial number of the individual govt.
servant which will be allotted by the PAO concerned. PAO will allot the serial number pertaining to individual Govt. servants from 00001 running from January to December of a calendar year. A register will be maintained for allotment of PRAN to ensure that PRAN are allotted in sequence and there is no duplication of PRAN.
For the flow of information from Non Civil Ministries/Departments to the CPAO, each of them will nominate a Nodal Office, which will be responsible for forwarding the consolidated information/particulars in respect of their Ministry/Departments and for correspondence with CPAO.
The particulars of the Govt. servants received from the various DDOs will be consolidated by the Nodal Office identified in each Ministry/Department/Office and sent to the CPAO. The CPAO will keep this information in their computer database.
The accounting heads involved in the operation of the new pension scheme will be intimated in due course.
The first salary bill of the new entrant will be passed after ensuring that the Annexure-I is received.
Tier1 amount equal to 10% of the (Basic+DA+NPA) will be deducted from the pay Bill and a matching contribution will also be credited to the individuals credit.
Separate pay bill should be prepared for the individuals who are covered under this scheme. The schedule information is to be captured in the Annexure-II, which should be carefully checked. The data file of annexure-I and annexure-II will be created and forwarded to CPAO on monthly basis. CPAO on receipt of this information will update its database and generate exception reports for missing credits, mismatches etc.
No withdrawal of any amount will be allowed during the interim arrangements.
At the end of each financial year the CPAO will prepare annual accounts statements for each employee showing opening balance, details of monthly deduction and Govt.’s matching contribution, interest earned, if any, and the closing balance. CPAO will send these statements to Nodal Office concerned.
After the close of each financial year, CPAO will have to report the details of the balances (PAO-wise) to each PAO for the purpose of reconciliation. The PAO will reconcile the figures of contributions with figures as per the books of CPAO.

Mamata wants CBI probe into Mathura train accident

New Delhi (DNA): The real reason behind the collision between Mewad Express and Goa Express, that killed 22 people in Mathura on Wednesday, remain a mystery. Did policemen pull the chain because a convict was trying to escape or was the driver too fatigued to notice the signal?
Railways minister Mamata Banerjee will ask for a CBI inquiry into the Mathura accident. "Realising the gravity of the accident, I have decided it is better to go for a CBI probe," Banerjee said during a visit to the site.

"Many questions have cropped up. Somebody said that chain-pulling was the reason for the accident and others say there was a problem in the signal. It may be a case of criminal offence too. So, I have handed over the case to the CBI," she said. The commissioner of railway safety will also investigate the matter.

Banerjee also ordered the transfer of Agra divisional railway manager(DRM) and sent two technical officers on leave.The decision was taken after Banerjee chaired a safety review meeting with railway board officials.

DRM RD Tripathi was transferred with immediate effect and the dean of Indian Railway Institute of Transport Management, Lucknow, Devesh Kumar Mishra posted in his place.

Railways transferred Agra DRM after Mathura train accident

The Railway Board today transferred Mr R D Tripathi, the Divisional Railway Manager of the Agra Division of the North-Central Railway, in the backdrop of the major train accident near Mathura yesterday.

As many as 22 people were killed and 26 others injured in the mishap in which the Delhi-bound Goa Express rammed into the stationary Udaipur-Nizamuddin Mewad Express between Mathura and Vrindavan stations of the Agra Division early yesterday morning.

An official press release said Mr Devesh Kumar Mishra, Dean of the Indian Railways Institute of Transport Management (IRITM), had been posted in his place with immediate effect.

In addition, the Senior Divisional Signal and Telecom Engineer (Sr. DSTE), Agra Division, and the Senior Divisional Electrical Enginner-Operation (Sr. DEE), Jhansi Division have also been asked to proceed on leave, the release said.

Meanwhile, Railway Minister Mamata Banerjee reviewed safety measures on the Indian Railways with the entire Railway Board here today.

According to the release, she categorically stated that the safety of the passengers should continue to be given the highest priority. She said there should be no compromise on this and any laxity would not be tolerated.

Ms Banerjee said anyone found wanting on this vital aspect of railway operations would not be spared and stern action would be taken against those playing with the lives of passengers.

She directed the Railway Board to closely monitor all spheres of railway operations connected with safety and conduct periodical reviews of this aspect, the release added.

 

 

'Officers are derailing train safety'

 

The Mathura accident, and many others over the past decade, could have been avoided had trains in India been fitted with indigenous anti-collision device (ACD).

But officials in the railway ministry have been sitting over the implementation of the ACD project for the past 10 years even as hundreds of lives have been lost.

The father of the indigenous ACD project and former MD of the Konkan Railway, B. Rajaram, on Wednesday shot off a letter to railway minister Mamata Banerjee, urging her to implement the system at the earliest.

Certain bureaucrats in the ministry, Rajaram alleged, have been holding back a fullscale implementation of the indigenous ACD to benefit foreign companies that want to capture the Rs 3,000-crore worth market for accident prevention systems in India.

"I truly feel sad and angry for our failure to protect lives, even when we have developed and proven to international standards - as certified both by the (Lucknow-based) Research Design and Standards Organisation and Lloyds, UK - our own ACD to prevent such collisions," Rajaram wrote in the letter.

Talking to Mail Today, he said: "MNCs are threatened by our product which is more accurate than many of their systems. But they have friends in the railway ministry. That is why the project is getting delayed." Rajaram had alerted the ministry on the efforts made by some MNCs to enter into a collaboration with the Indian Railways for developing the ACD. The indigenous ACD has been working with 99.9 per cent efficiency in the Konkan Railway.

Incidentally, Mamata was the railway minister when the prototype of the system was first tested at Goa in 1999.

She had travelled on the loco engine fitted with the experimental prototype and had overlooked the Railway Board to approve the implementation of the system in Konkan Railway in January 2000.

In 2004, the Railway Board told the parliamentary standing committee on railways that the ACD technology was working well and would be extended to other parts of the country.

The railways in 2007 announced a pilot project to fit ACDs in trains on 1,736 kilometres of broad gauge route of the Northeast Frontier railway zone.

Rajaram alleged that the ministry selected this zone to prove that the technology would not sustain in adverse environmental conditions.

"The ministry chose such adverse conditions, which is not done when it is an imported technology. But against all odds, the indigenous technology stood the test and came out with flying colours," he said.

"Some people on the (Railway) Board and in the ministry seem to be anxious to help foreign companies... May I request you to intervene and allow Indian technology, proven beyond doubts, to be implemented, at least on the three zonal railways forthwith as already sanctioned," the retired top railway engineer said in his letter to Mamata.

Rajdhani stopped by Maoists, passengers taken hostage, drama ends, all safe


Midnapore (WB), Oct 27 (PTI) Armed activists of a Maoist-backed group today stopped the Bhubaneswar-Delhi Rajdhani Express and held up the prestigious train for several hours in a hostage-type situation in a jungle area in West Midnapore district but all 1,200 passengers were safe.
The train was secured after dusk by CRPF and the state police who were rushed to the spot where it was under the control of the activists of the People's Committee against Police Atrocities(PCPA), five hours after the dramatic incident that started at about 2.30 PM.
"The train is safe and passengers are safe," said Home Minister P Chidambaram, who monitored the situation closely in New Delhi. There is no sign of any adversary at the scene, he said. The train left Bhubaneswar at 9 AM.

सूत्रों का कहना है की ममता ने अधिकारियों को सामानों की खरीद और आउट सोर्सिंग तथा टेंडर सिस्टम में अपनी कमीशनखोरी खत्म करने को कहा है। सूत्रों का तो यहाँ तक कहना है की ममता ने इसके लिए वास्तव में 'कट' जैसे टपोरियों की भाषा के शब्द का साफ़ इस्तेमाल किया जिससे ईमानदार अफसरों के होठों पर भी मुस्कराहट उभर आई, यह देखकर रेलमंत्री भी उनका मंतव्य समझकर हलके से मुस्कराए बिना नहीं रह सकीं।

२३ अक्तूबर की इमरजेंसी बोर्ड मीटिंग में बताते हैं की रेलमंत्री ने न सिर्फ़ रेल अधिकारियों की सभी विदेश यात्राओं पर अगले एक साल तक के लिए प्रतिबन्ध लगा दिया है बल्कि पिछले ५ वर्षों के दरम्यान जितने भी फ्रेट रेकों का एलाटमेंट हुआ है सभी की जाँच सीबीआई से कराने को कहा है। सूत्रों का कहना है की रेलमंत्री ने आउट ऑफ़ टर्न रेक एलाटमेंट की गलत परंपरा को तुंरत प्रभाव से रोक देने को कहा है.

TMC, CR in blame game Even as the railway services are yet to be restored, a blame game has started between CR and Thane Municipal Corporation (TMC). While CR spokesperson A K Singh said they have asked the TMC to carry out necessary repairs, however, they have not done it yet. On the other hand TMC City Engineer K D Lala said that they have several times sought permission of the railway to change the girders, however, the CR never accorded permission.

Two persons including a motorman were killed and 10 others were injured, two of them grievously, when a portion of under construction Road Over Bridge along with adjacent water pipelines collapsed over a speeding suburban train in Kopri between Thane and Mulund stations on the Central Railway, severely disrupting the train traffic.

The train, K37, was on its way to Kalyan from Chhatrapati Shivaji Terminus when the incident took place at 10.52 am.The mishap ­ in which the pipeline carrying water from western part of Thane to the eastern parts burst and the railway overhead electricity wires snapped ­ threw railway traffic out of gear. Normalcy is expected only by Saturday evening.

As soon as the report of the incident came, an accident relief van was rushed to the spot.
Services on all the four up and down lines were affected because of the accident. It would take nearly 30 hours to restore the services, CR officials said.

On Friday evening, train services were being run between CST-Ghatkopar and ThaneKalyan and beyond. Pass-holders of CR were allowed to travel on Western Railway (WR) and harbour routes.

WR tied up with MSRTC to run buses between Borivli and Thane/Bhiwandi. Similarly, pass-holders were also allowed to travel between CST-Vashi-Thane route. As many as 88 additional buses were deployed between CST-Sion-Ghatkopar-Thane.
Heavy rush was seen at some railway stations, however, CR was constantly updating the passengers through SMS alert system besides Radio and TV announcements.
The girders and pipes fell on the motorman's cabin and the adjacent luggage compartment, trapping several people ­ including the motorman. While most of the trapped commuters were rescued by the onlookers present and fire brigade personnel, the motorman ­ identified as R Ramachandra (43) ­ remained trapped inside his cabin till 2.30 pm. He, however, died before he could be rushed to the Thane civil hospital.
One more person ­ who had died earlier ­ was identified as Subhash Popat Nikam, a resident of Bhandup.
Of the 10 injured all of whom are undergoing treatment at the Thane civil hospital, the condition of two is said to be serious

USA: Norfolk Southern unveiled an experimental 1 500 hp battery shunting locomotive at its Juniata workshops in US

USA: Norfolk Southern unveiled an experimental 1 500 hp battery shunting locomotive at its Juniata workshops in Altoona, Pennsylvania, on September 28.

Based on an EMD GP38 locomotive, NS 999 has no onboard power plant, instead the 1 080 lead-acid 12 V cells are charged by plugging the locomotive into an external supply.

Brookville Equipment Corp supplied traction control systems, as well as regeneration technology which uses energy recovered during braking to help top up the battery. This is expected to enable the locomotive to run for three shifts before recharging.

NS 999 has been developed in partnership with the US Department of Energy, Federal Railroad Administration and Pennsylvania State University, assisted by $1·3m of federal funding.

'The transportation sector currently accounts for just under a third of US greenhouse gas emissions, more than half of nitrogen oxide emissions, and almost three-quarters of our petroleum consumption', said US Secretary of Transportation Ray LaHood at the launch of the locomotive. 'We need to change that.'

Hyundai Rotem's first driverless light metro Train car for domestic use was rolled out : Seoul, SOUTH KOREA

SOUTH KOREA: Hyundai Rotem's first driverless light metro car for domestic use was rolled out at the company's Changwon plant on October 15, when Chairman of the National Assembly Chair Kim Hyung Oh took a test ride.

The company is supplying 50 driverless metro cars as well as electrical and mechanical equipment for the Busan - Gimhae line under a contract awarded by Busan Gimhae Line Corp in November 2006.

The 24 km, 18 station line between Busan Sasang and Gimhae Shinmyung is scheduled to open in April 2011. The aluminium-bodied trains will comprise two-car sets with capacity for up to 300 passengers.

While this is Hyundai Rotem's first domestic contract for driverless metro cars, the company supplied the cars for Vancouver's Canada Line which opened in August. It is also to supply driverless metro cars to Incheon and Seoul

“RAILWAY VIGILANCE ON WRONG PATH” Some Experience & Examples by a Class I Officer (www.LTRSNRMU.blogspot.com)

It is rightly said that “a Veil of secrecy has its benefits. Under its cover ‘facts’ can be manufactured easily. Such manufactured facts elevate us to such an extent that we feel we are a match for any one in the world”. That is what has happened with our Vigilance system in the Railways. In manufacturing facts we consider most unrealistic things, work with our own ideas, never question right things from the charged officials and frame the person rather then the charge. In doing so the learned officers try to prove 2 2=5. If you question then they say that there may be error in counting 2 but figure of 5 is correct. If you further tell something they behave ostrich like & flatly tell we have made up our mind and now don’t confuse us anymore with facts.

The success story of Railway Vigilance is not in curbing the corruption but soft targets .In the name of secrecy facts are suppressed and stories fabricated. How the low quality system prevails when Railway Board vigilance in one of circular says that ‘Where lapses committed by defaulting officers have been pinpointed and action recommended, chargesheet for only major penalty should be issued irrespective of the extent and nature of irregularities before sending the case to Board. Further action as deemed fit may be taken on receipt of 2nd stage advice of CVC. However while framing this rule its repercussion is not thought of as even for minor nature irregularity , with issue of major penalty chargesheet ,the concerned officer’s retirement benefits may be stopped till finalization of case. ( Railway Board letter No. 94/V-1/CVC/1/3 dated 5/10/94 ).

The Railway vigilance manual was a privileged document till 2006 when the then Advisor, Vigilance Railway Board Shri Mathew John decided to make it public and the task was given to the then Shri Adesh Sharma ED/Vig and his team and they did commendable job in publishing it & also putting it on website. It is only after this exercise many people knew something about it. As per the manual (Chapter 1 Annx 1/1) Addl Member/Advisor (V) will be head of Railway Vigilance at Board Level assisted by EDs of different departments. In Zonal Railway SDGM will head the system assisted by Dy. CVOs/VOs also from different branches.

It is expected that officers so posted as Advisor and also SDGM have adequate exposure of Railway matters mainly tender procedures the main source of complaints as it involves huge sums of money being spent in contractual systems. It is also expected that at least officers posted as SDGM should not involve himself in such procedures involving money which raise somebody’s eyebrows. It is equally necessary for SDGM to see that correct procedures during investigations as prescribed in Vigilance manual is followed ( Para 411.3) and a proper opportunity is given to charged official to explain his conduct vis a vis allegation as mentioned in para 411.5.

There are other guidelines also issued by Railway Board on the subject like when minor or major chargesheet should be recommended in vigilance related investigations and also the quantum of punishments. (Refer Railway Board Conf letter to all Genearal Managers isuued vide No. 98/V-1/ meet/4/1 dated 8/9/98 ). But in actual practice SDGM do the work in routine manner as a faithfull servant of Railway Board Vigilance and CVC . The General Manager too take little interest and forward the case to Railway Board endorsing vigilance views leaving it to be decided finally by Railway Board.

The simple reason is that Railway never posts correct and knowledgeable and draught forward persons on these posts. Most of the SDGMs particularly from non-technical category don’t even understand the basic tender system and related guidelines/rules issued and fully rely on what their deputy says. as in their life time they hardly dealt tender cases being part of the tender committees dealing works matters. Sometime they talk like a babe in woods but their unmeaning full words are taken as it came from Bible or Gita not because they speak with knowledge/rules but with the authority of SDGM even if the words are with forked tongue.

A glaring example of fair and just certificate of Railway Board and CVC came to light when one of their appointee ie. SDGM/NWR was caught enjoying drinks in a five star hotel and another CVI was trapped by CBI accepting bribe from none other than his own colleague. Inspite of punishing, SDGM was transferred to other Railway serving his transfer order at his residence and CVI is facing trial in CBI court for alleged misconduct on his part.The success story of Railway Vigilance is mainly in piling up the cases of complaints of trivial nature. Violation of rules/procedures etc and failure story remains in leaving the big fish like retired GM/NWR and Ex. Chief of RPF/NWR who were later nabbed by CBI on complaints of not taking any action by Railway vigilance.

The CVC plays a major role in deciding the vigilance cases against Group A Officers as final powers to close a case lie with them. CVC has grabbed full control over all central Govt deptt in vigilance cases and don’t rely on any deptt when they say all cases of group A officers will be referred to them for action or closure. It only means that if nothing is found even Railway Board can not close the case. . In major enquiry cases too they don’t permit CO to comment on findings by inquiry officers but permit their counter part sitting in Zonal or Railway Board to comment who only do the work of preparing disagreement memo on the charges found not proved by EO.

And CVC gives its final verdict based on EO report, Disagreement memo and DA views which deprives CO to represent if something is left in the eyes of EO which is a cause of resentment by CO but this one sided affair continues and so the sufferings. In imposing its will on DA, CVC plays a decisive role when it first says that “DA in no case imply that any decision is taken under the influence of CVC as commission is only a advisory body and it is for the DA to apply his mind subsequent to obtaining the commission’s advice and take reasoned decisions on each occasion. (Rly Bd. Letter No. 2003/V-1/CVC/1/19 dated 19/04/04). And yet DA can not take independent decision as another letter binds his hands when it says Disciplinary Authority should pass the speaking orders based on 2nd stage advice of CVC only.

There is provision in Railway Vigilance Manual para 209/C that cases of procedural lapses involving extra expenditures/loss of money to Govt should be referred to CVC. But Railway unable to decide as what to do with cases not involving above irregularity sends all the cases to CVC for advice and CVC in turn whether required or not tenders its unmeaningfull advice which only puts concerned officer at receiving end. This is more harmful to officers retiring in near future as any action at the time of retirement stops their retirement benefits.
Another fashion which is harming the system and demoralizing the officers is blindly issuing major penalty chargesheet which takes minimum 4 to 5 years to finalise against the schedule of 1 year and end up with minor penalties as nothing serious is established during enquiry in most of the cases. Though Railway Board has issued guidelines vide No98/V-1/meet/4/1 dated 8/9/98 that in vigilance related investigations major penalty should only be recommended where prima facie malafide is indicated, caused heavy financial loss and also in trap cases but vigilance department flout their own rules openly.
The weakest link in Railway is its officers as they most of the time remain divided and unorganized and Vigilance remains winner most of the time. Will Zonal and Railway Board vigilance finally CVC wake up and do the justice to sleeping officers facing problems before they wake up to clean the system. In fact Railway Board can do lot by ordering a reforms committee on vigilance matters involving all the five federations and implement for the benefit of the system. Sooner is better. Wake up Vigilance bosses of Railways and ensure that...
1. Case is properly investigated strictly in terms of para 411.3 of Railway Vigilance Manual.
2. Clarification vis a vis allegation should be taken instead of taking clarification on one issue and charging another issue.in terms of para 411.5 of Rly. Vig. Manual.

3. Technical comments of the PHOD to be nullified with established rules and not by wihms.

4. Cases of procedural lapses not involving financial loss need not be referred to CVC in terms of para 209/C of Railway Vigilance Manual .Instead administrative action if required should meet ends of justice.

5. Take action against vigilance officers who frame the cases wrongly and specially when charges framed are not proved.

6. Appoint appropriate and competent officers as enquiry officers as in many cases the persons having no exposures are made enquiry officers and they fully depend them on Presenting Officers appointed by Vigilance which only damage the case and tilts it in vigilance favour and at end,

7. Stop one sided affair as :

a) Case investigated by Vigilance,

b) Charges are framed by vigilance

c) Railway Board Vigilance obtains CVC advice

d) Charge sheet is prepared routed through SDGM to GM for issue. GM has no choice but to sign. He never questions why Major Penalty is being issued when earlier he recommended minor one

e) EO appointed by Railway Board Vigilance and GM simply signs it. Normally one name is advised by Board. Officers are treated worse then Group C staff where at least 3 names are suggested to DA for appointing EO

f) PO is appointed by Vigilance who always try to influence EO

g) Finding of EO is submitted to Vigilance to offer remarks then GM then Railway Board Vigilance then Board Member then CVC and when every thing is decided in form of 2nd stage advice Charged Official is asked to submit defence which is only a formality as after 2nd stage advice of CVC case more or less stands finalized. Sub: Classification of non-gazetted posts as Selection/Non-Selection; consequent to the revision of pay structure as recommended by the 6th Central Pay Commission – status of promotions made between 01.01.2006 and 01.09.2008 within merged grades

Ref: Rly. Board’s letter No. E (NG)I-2008/PM1/15 dated 28.08.2009

Taking all the factors, enumerated in the Board’s letter, into consideration, AIRF is of the view that the staff duly promoted between the period 01.01.2006 to 30.08.2008 after observing all the relevant rules and procedures then prevailing should be allowed to enjoy the same. However, such staff may be allowed to opt either to retain promotion or to forgo the same by an act of positive option within a period of 3 months of such notification.

In the event of exercising option to come-over to VI CPC, such of the pay from a later date than 01.01.2006, payment already made as arrear should be allowed as such i.e. if, any over payment has already been made on the account of fixation of pay in the revised scale w.e.f. 01.01.2006, the same should be waived seeking relaxation of Rule 5 of RSRP in this regard as per power vested with the Government under Rule 16 of RSRP.

Sub: Messing charges in respect of non-gazetted staff undergoing training in Railway Training Institutes

A meeting between the Federations and the Railway Board on the above-mentioned subject was held today when it was decided by the Official Side (Railway Board) that the orders issued vide Railway Board’s letter No. E(G) 91/AL6-1 dated 04.08.2009, on messing facilities in the Centralized Training Institutes on the Railways will also be implemented uniformly in all the Training Institutes over the Indian Railways, may be Zonal Training Centres, Centralized Training Centres, System Training Centres or any Training Institutes. It means that the trainees will get full T.A. /ALK and they will have to deposit messing charges separately.

Orders for the above will be issued shortly after Board’s approval.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
