Please refer sub-para (v) of para 3 of Board’s letter No. PC-VI/2008/I/RSRP/1 dated 11-09-2008 (RBE No. 108/2008) wherein it was clarified that orders in regard to the payment of the second instalment of arrears will be issued separately. In this regard, it is further clarified that the second instalment of arrears should only be paid after specific’s orders in this regard are issued by Ministry of Railways / Railway Board.

GRW Rolls Out Converted BG Engine

 

Tiruchirappalli : The Golden Rock Workshop (GRW) has rolled out broad gauge WCDS6 engine, at a cost of Rs 2.5 crore, for the Rail India Technical and Economic Services (RITES) which in turn would supply it to public sector undertakings.V Carmelus, Chief Mechanical Engineer, Southern Railway, told PTI that it was abetter option to convert metre gauge engine to a broad gauge engine instead of going for a new one. Cement manufacturers, Bharat Heavy Electricals, coal companies and giant engineering companies required broad gauge engines for hauling their materials for short distances, he said.The converted engines could be used for 25 years.The GRW's performance had been so good consistently, that it would be shortly upgraded into a production unit by the Indian Railway, Carmelus said.It had rolled out 1005 wagons in the current financial year, the highest ever by any Indian railway workshop.He said, GRW had carved a niche for itself in the construction of low level platform container wagons for the public sector undertaking – Container Corporation of India Ltd (Concor).

All India Protest Day on 31st March, 2009

            Sub: Observance of “All India Protest Day” on 31st March, 2009

            The Railway Board have issued arbitrary orders for surrendering of 50% of vacant posts in non-safety categories. This order has caused serious resentment amongst all sections of the Railwaymen, who are already over-burdened with extra workload thrust upon them; compelling them to work longer hours by changing Classification of Duty Hours from “Intensive’ to `Continuous’ and `Continuous’ to `Essentially Intermittent’.

It is also observed with dismay that regular nature of jobs are being outsourced to private agencies in violation of the provisions of the Contract Labour(Regulation & Abolition) Act, 1970.

It may be appreciated that the posts are sanctioned against workload and procedure for sanctioning of additional posts is a long drawn, passed through scrutiny of executive, personnel and Accounts Department. But these sanctioned posts are not being filled-up on some pretext or the other. Virtually, there has been ban in filling-up of vacancies. 

Further, additional trains are being introduced and additional assets are being created but no additional post is sanctioned to man them. Thus, burden of extra workload has been thrust upon the serving employees. 

You are requested to intervene and withdraw orders of surrendering of posts on thumb rule, take steps to fill-up all vacant posts and sanction additional posts in commensurate with the increased workload.

ARBITRARY SURRENDERING OF POSTS

The Working Committee of All India Railwaymen's Federation held at New Delhi on 26-27 March, 2009 noted with great concern that the Railway Ministry has been pursuing the policy of surrendering of posts in the name of `Bench Marking”, `Rightsizing”, etc.

Years back, decision was taken to surrender 3% posts and to fill up 1% of posts. This decision of the Railway Ministry was confronted by the organized labour and ultimately Railway Minister himself had addressed a letter to the Prime Minister, stating that the Railways is a growing industry and it may  not be possible to surrender posts when new trains were being introduced and new assets were created.

In each and every year, there has been introduction of new trains and new assets are being created. But additional posts in commensurate with the increased workload has not been sanctioned on some plea or the other. Regular nature of jobs are being outsourced in violation of the provision of Contract Labour(Regulation & Abolition) Act, 1970. Besides, existing staff are being expelled to undertake burden of extra workload by changing Classification of Duty Hours from “Intensive’ to `Continuous’ and `Continuous’ to `Essentially Intermittent’ and such other anti-labour measures.

            Posts are sanctioned on the basis of workload after going through all sorts of scrutiny by different branches of the Railways. But over 1.5 lakh sanctioned posts in different categories have been kept vacant systematically only to facilitate surrender. Recently an arbitrary order has been issued by the Railway Board to surrender 50 per cent of the vacant posts in non-safety categories. 

            This has caused serious resentment amongst all sections of the Railwaymen. The whole Working Committee of AIRF is over-exercised on the issue of mass scale surrendering of posts on thumb rule and most painfully decided to observe “All India Protest Day” on 31st March, 2009 throughout the entire system of the Indian Railways to register its protest against this anti-labour and arbitrary decision of the Railway Board for mass scale surrendering of posts on thumb rule. 

            The Working Committee hopes that good sense will prevail and order of mass scale surrendering of posts on thumb rule would be withdrawn, all sanctioned posts would be filled-up and additional posts for additional workload would be created. 

            If, however, Railway Board still persist to continue with their anti-labour policies of surrendering of posts, AIRF would be compelled to launch an indefinite struggle, which may jeopardize good and undisturbed industrial relation now prevailing in the Indian Railways, responsibility of which shall squarely fall on the Railway Board and the Railway Ministry.

            AIRF & its  affiliates observed the day by staging protest dharna, demonstration, rallies etc and send the following  memorandum to the Chairman Railway Board, Minister for Railways & respective General Managers.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.




Ammendment: It was ammended in 1993 as below

As per Rly Bd's Guideline of Medical Exam issued vide LNo. 88/H/5/12 dated 24-01-1993

a) PME would be done at the termination of every period of 4 years from date of appointment / Initial medical Exam till the date of attainment of age of 45 years, every 2 years upto 55 years & there after annual till retirement.
b) Employees who has been periodically examined at any time within 2years prior to his attaining the age of 45years would be examined after 2years from the date of last PME & subsequent PME for every 2years upto 55years age.Of
