OM : Travel entitlement for the purpose of Leave Travel Concession

Office Memorandum has been issued by the Ministry of Personnel, Public Grievances and Pensions , Department of Personnel and Training which states
1) The travel entitlements while on LTC and official tour / transfer will be the same but no daily allowance shall be admissible for travel on LTC. Subsequently, the Ministry of Finance, vide their O.M. No. 7(!) / E. Coord. / 2008 dated 10th November, 2008, had stipulated that in the case of travel on LTC for those entitled to travel by air, only the cheapest economy fare ticket will be allowed, irrespective of their entitlements on tour. A number of references are being received in this Department to restore the travel entitlements as per the O.M. dated 23rd September, 2008.

2. The matter has been examined in this Department in consultation with the Ministry of Finance and it has been decided to restore the travel entitlements for LTC as stipulated vide O.M. dated 23rd September, 2008. The Ministry of Civil Aviation may bring out a scheme on the lines of LTC 80 for travel by business class. The officers and / or their families amy chose to travel on LTC by any airline provided the face does not exceed the fares offered by NACIL (Air India) under their new LTC schmem for business class.

3. These orders shall take effect from the date of issue. (3 June, 2009)

It is clarified that the reference to pay in this order relates to the pay drawn in the pay band. Pensioners have an option to get their CGHS pensioners card made by either making CGHS contribution on an annual basis (Twelve months) or by making contribution for 10 (ten) years [120 (one hundred and twenty) months] for getting a pensioners CGHS card with life-time validity.

Standard deduction for salaried employees may return

 

Ahead of the annual budget, here’s some cheer for salaried employees and pensioners. The finance ministry is considering bringing back standard deduction of up to Rs 20,000 in individual taxable incomes.
According to revenue department officials, the government may be willing to take a small hit in return for a spike in spending that it hopes will result from a bigger disposable income with the salaried classes.
Till the budget for 2005-06, a standard deduction of Rs 30,000 or 40 per cent of income, whichever was lower, was allowed to salaried employees with an annual income between Rs 75,000 and Rs 5 lakh. For those earning more, the standard deduction was fixed at Rs 20,000.
The standard deduction was meant to compensate salaried people for the fact that self-employed small business persons or entrepreneurs paid tax only on their net income after deducting business expenditure.
Industry has been demanding the re-introduction of standard deduction so that individual taxpayers are able to spend more and stimulate domestic demand. As Indira Gandhi’s finance minister, Pranab Mukherjee had in fact, raised it from Rs 5,000 to Rs 6,000 in the budget for 1983-84.
“There are two ways of looking at reducing personal tax. One option before the government is to do away with surcharges. The other option would be to give relief to individual earnings up to a particular level. In other words, keeping in mind fiscal deficit constraints, the benefit could be extended to only lower income earners.
This would help reduce administrative burden of the department and focus on the big fish,” said Sudhir Kapadia, Partner, Taxation, Ernst & Young. P Chidambaram had as finance minister removed the standard deduction after overhauling tax slabs and raising the exemption limit to Rs 1 lakh. He had introduced three slabs of 10 per cent, 20 per cent and 30 per cent for individuals in the Rs 1 lakh to Rs 1.5 lakh income bracket, Rs 1.5 lakh to Rs 2.5 lakh and over Rs 2.5 lakh respectively.

सामने आने लगे हैं अतिरिक्त लोडिंग के परिणाम बता रही है पूर्व एमई की निरीक्षण रिपोर्ट


मुंबई : सीसी प्लस 8 प्लस 2 टन और 25 टन एक्सेल लोड ट्रेनों की अतिरिक्त लोडिंग की अनुमति के दुष्परिणाम अब सामने आने लगे हैं. हालांकि यह दुष्परिणाम त्वरित प्रभाव से सामने आ गए थे, जब इसकी अनुमति दी गई थी. परंतु तब रिकार्ड में यह बातें दर्ज नहीं थीं. अब बाकायदा इन दुष्परिणामों को रिकार्ड किया गया है. जो कि पूर्व मेंबर इंजीनियरिंग (एमई) श्री एस. के. विज द्वारा 5 फरवरी 2009 को पूर्व एवं दक्षिण पूर्व रेलवे, कोलकाता के निरीक्षण दौरे की रिपोर्ट से स्पष्ट है. लालू की 'मैनेज नीतियां' भारतीय रेल का बंटाधार कर रही हैं. यह बात अब सही साबित हो रही है और अब यह भा.रे. के रिकार्ड में भी दर्ज हो रही है. लालू के जाते ही अभी तो उनकी मैनेज नीतियों का आगाज होना शुरू हुआ है. अभी तो उनके मैनेज आंकड़ों की पोल भी खुलेगी. जो कि उन्होंने पूरे दंभ के साथ भारतीय रेल का कथित कायाकल्प कर देने के बारे में कहा था. इसके साथ ही इस बात की भी पोलें खुलेंगी कि उन्होंने और उनके लोगों ने पिछले पांच वर्षों में भा.रे. को किस-किस तरह से लूटा...?
खैर, फिलहाल बात हो रही है श्री एस. के. विज के निरीक्षण रिपोर्ट की. इस रिपोर्ट में कहा गया है कि सीसी प्लस 8 प्लस 2 टन लोडिंग और 25 टन एक्सेल लोड वाली ट्रेनों की अनुमति दिए जाने से यह तो सही है कि रेलवे के आय में वृद्धि हुई है. इसके अलावा भी व्यवस्थित व्यवस्था और हायर स्पीड से इसमें कुछ और वृद्धि संभव हो सकती है. परंतु इसके चलते रोलिंग स्टाक, ट्रेक और ब्रिजों का जो भारी नुकसान हो रहा है, वह अत्यंत चिंता का विषय है. इसके अलावा अतिरिक्त लोडिंग पर सतत नजर रखने की अवश्यकता है.
ध्यान रहे 'रेलवे समाचार' ने पहले ही लिखा है कि अतिरिक्त अनुमति के अलावा भी अतिरिक्त लोडिंग जारी है और जो अतिरिक्त लोडिंग की अनुमति दी गई है, वह वास्तव में 'ओवर लोडिंग' के रूप में पहले से ही जारी थी. मगर जीएम कांफ्रेंसों में इंजीनियरिंग और मैकेनिकल विभागों के उच्च अधिकारियों की कड़ी आपत्तियों के मद्देनजर तब इन पर कुछ अंकुश रहता था. उसी 'ओवर लोडिंग' को सीसी प्लस फोर प्लस एट प्लस टू टन में बदला गया था, परंतु इसके बावजूद पहले से चल रही उक्त 'ओवर लोडिंग' 'अतिरिक्त' के भी 'अतिरिक्त' हो गई है, जिसके दोहरे दुष्परिणाम अब सामने हैं.
रिपोर्ट में कहा गया है कि अतिरिक्त के अलावा 'अतिरिक्त' (ओवर) लोडिंग पर सतत नजर (क्लोज विजिलेंस) रखे जाने की आवश्यकता है क्योंकि बड़ी संख्या में वैगन बियरिंग्स के टूटने/फेल होने के मामले सामने आ रहे हैं. इसके अलावा इंजनों की ट्रेक्शन मोटरों के बड़ी मात्रा में फेल होने के मामले हो रहे हैं. इनकी संख्या भी लगातार बढ़ रही है. रिपोर्ट में कहा गया है कि एडिशनल डायनामिक लोड्स और अन्य प्रकार के डैमेज के कारण ट्रेक्शन मोटरों में आंतरिक खराबी और उनके फेल होने तथा व्हील्स (पहियों) में पड़ रही दरारों की वजह से ट्रेक और ब्रिज बुरी तरह क्षतिग्रस्त हो रहे हैं. इन पर गंभीरतापूर्वक ध्यान दिए जाने की जरूरत है. क्योंकि भा.रे. का वर्तमान ढांचा एवं इसकी आंतरिक संरचना तथा रोलिंग स्टॉक फिलहाल अतिरिक्त बोझ वहन करने की स्थिति में नहीं है. पूर्व एमई ने उपरोक्त तथ्यात्मक ज्ञान सभी जोनों के प्रिंसिपल चीफ इंजीनियरों को दिया है.
रिपोर्ट में कहा गया है कि पिछले कुछ वर्षों में हालांकि सिगनल डिपार्टमेंट ने काफी बेहतर काम किया है, परंतु ट्रेन ऑपरेशंस को और विश्वसनीय बनाने के लिए इसमें अभी और ज्यादा सुधार की जरूरत है. रिपोर्ट में कहा गया है कि संरचनात्मक विकास के साथ ही मानव संसाधन के भी सतत विकास की आवश्यकता है. यह एक आधारभूत जरूरत है और अत्यंत आवश्यक किस्म की जरूरत है, क्योंकि जो भी परिसंपत्तियां हैं, उनके सुरक्षित रखरखाव के लिए पर्याप्त मानव संसाधन का होना जरूरी है. रेलवे को अपने प्रशिक्षित एवं योग्य कार्मिकों को न सिर्फ अपने पास रोके रखने की जरूरत है बल्कि इस मानव संसाधन में लगातार विकास करते रहने की आवश्कता है. रिपोर्ट में कहा गया है कि जूनियर स्केल कैडर स्ट्रेंथ कंस्ट्रक्शन में तीन गुना और ओपन लाइन में न्यूनतम दो गुना बढ़ाई जानी चाहिए. इसके साथ ही वर्तमान से कम से कम दो गुना स्ट्रेंथ सीनियर स्केल में बढ़ाई जानी चाहिए.
रिपोर्ट में सभी पीसीई को निर्देश दिया गया है कि रोड ओवर ब्रिजेज की ओपनिंग के साथ ही लेवल क्रासिंग गेटों को तुरंत बंद कर दिया जाए. यदि जरूरत हो तो हल्के वाहनों के लिए आरओबी के निर्माण के साथ ही अंडरपास बनाया जाए, मगर इसकी बजटिंग भी प्लानिंग स्तर पर ही कर ली जानी चाहिए.
पूर्व रेलवे के महाप्रबंधक श्री दीपक कृष्ण ने अपने सभी पीएचओडी'ज से कहा कि वे ऑपरेटिंग रेशियो को नीचे लाने/कम करने के लिए आवश्यक कदम उठाएं. एफए एंड सीएओ/पू.रे. ने कहा कि पू.रे. के उच्च ऑपरेटिंग रेशियो के तीन प्रमुख कारण हैं. इनमें पहला है कि इस रेलवे में तीन वर्कशॉप हैं. दूसरे वैगन टर्न एराउंड का कम होना जो कि स्पीड बढ़ाने से कवर किया जा सकता है तथा तीसरा कारण पू.रे. में शार्ट लीड के कारण आवश्यक अर्निंग कम दिखती है, जबकि ओरिजनेटिंग अर्निंग काफी ज्यादा है. पूर्व रेलवे में इंजी. विभाग में पदों का सृजन करते समय ट्रेकमैनों की कुछ पोस्टों के सरेंडर के लिए सीपीओ का कहा गया. सीपीओ ने बताया कि इस संदर्भ में रेलवे बोर्ड ने आवश्यक दिशा-निर्देश जारी कर दिए हैं.

गलत गतिविधियों में लिप्त पाए गए 8500 से ज्यादा रेलकर्मी/अधिकारी


नयी दिल्ली : रेल प्रशासन की कार्य प्रणाली में पारदर्शिता को बढ़ावा देने और भ्रष्टाचार एवं अवैध गतिविधियों के खिलाफ चलाई गई एक मुहिम के अंतर्गत 8500 से ज्यादा रेल अधिकारियों एवं कर्मचारियों को दोषी पाया गया है. विभिन्न अनियमितताओं और धोखाधड़ी में लिप्त पाए गए इन रेल अधिकारियों-कर्मचारियों के खिलाफ विभागीय कार्रवाई के आदेश दिए गए हैं.
नवंबर 2008 तक के उपलब्ध आंकड़ों के अनुसार सतर्कता निदेशालय, रेलवे बोर्ड द्वारा चलाई गई मुहिम के अंतर्गत 25,845 चेक किए गए. इसमें कुल 8,638 रेल कर्मचारियों, जिनमें से 117 राजपत्रित अधिकारी भी शामिल हैं, को ट्रैफिक अंडर चार्जेज एवं स्टाफ को धोखाधड़ी पूर्ण भुगतान के विभिन्न मामलों में दोषी पाया गया है.
ज्ञातव्य है कि विश्व के एकमात्र सबसे बड़े रोजगार प्रदाता भारतीय रेल में करीब 13000 राजपत्रित अधिकारियों सहित कुल मिलाकर करीब 14 लाख के आसपास रेल कर्मचारी हैं. इनमें जो धोखाधड़ीपूर्ण गतिविधियों में लिप्त पाए गए हैं, उनकी कुल संख्या 1403 है. इनमें से 1395 गैर राजपत्रित कर्मचारी हैं, जबकि इनमें दक्षिण पश्चिम रेलवे, हुबली के 8 राजपत्रित अधिकारी गलत गतिविधियों में लिप्त पाए गए हैं. इसी प्रकार उत्तर रेलवे दिल्ली के 1334, दक्षिण रेलवे चेन्नई के 760 और पूर्वोत्तर रेलवे, गोरखपुर के 728 अधिकारी-कर्मचारी लिप्त पाए गए हैं.
रेल प्रशासन में पारदर्शिता (ट्रांसपैरेंसी) और दायित्व (एकाउंटेबिलिटी) लाने के लिए सतर्कता संगठन द्वारा लगातार इस प्रकार की जांचें और चेक किए जाते हैं. रेलवे बोर्ड के एक अधिकारी ने बताया कि आने वाले महीनों में रेलवे रेवेन्यु लीकेज को रोकने के लिए इस तरह के चेक लगाकर चलाए जाएंगे. नवंबर 2008 तक की मुहिम में रेलवे को 79.88 करोड़ रुपए का फायदा हुआ. इसके अलावा रेलवे ने इस दरम्यान सर्वाधिक खराब क्षेत्रों में 10 सेक्टर्स की पहचान की गई है, जहां लगातार सतर्कता बरतने की जरूरत है. इसके अलावा कन्सेशंस का गैर इस्तेमाल/दुरुपयोग, ट्रैफिक बढ़ाने के लिए विभिन्न योजनाओं पर अमल और सामान्य कोचों में अनारक्षित टिकटों और आरक्षित कोचों में आरक्षित टिकटों के फ्रॉड आदि के चेक करने पर विशेष जोर दिया जा रहा है.
केंद्रीय गृह मंत्रालय के निर्देशानुसार रेल मंत्रालय द्वारा एग्रीड एवं सीक्रेट दो सूचियां बनाई जाती हैं। इसका मकसद भ्रष्टाचार पर सतत नजर रखना और उन अधिकारियों-कर्मचारियों पर लगातार नजर रखना होता है, जिनकी विश्वसनीयता (इंटेग्रिटी) संदिग्ध होती है। जिन अधिकारियों की विश्वसनीयता संदिग्ध होती है, उनकी सूचीसीबीआई के साथ मिलकर बनाई जाती है. जबकि सीक्रेट लिस्ट में उन अधिकारियों के नाम रखे जाते हैं, जिनकी विश्वसनीयता स्वीकृत जांच रिपोर्ट अथवा प्रमाणित भ्रष्टाचार के आरोपों के तहत संदिग्ध होती है. इन दोनों सूचियों में शामिल अधिकारियों को संवेदनशील पोस्टों पर पोस्टिंग से अलग रखा जाता है.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
