Sub: Meeting with the Railway Board on Running Staff related issues successfully conducted today on 08/06/2011


The issues of payment of arrears of Running Allowance w.e.f. 1.1.2006, improvement in the rate of Kilometreage Allowance, 25% enhancement the rate of T.A./ KMs on reaching D.A. 51%, etc. were discussed today between the Railway Board and the President and General Secretary AIRF.
After prolonged discussions, there have been some breakthrough but the issues are still remained inconclusive because Railway administration wanted some more time for collection of data.
We hope an early solution in the next meeting with the Railway Board on the subject.

Sub: Running staff’s some burning problems

NRMU would like to put following some burning problems of RngStaff & expected your favorable quick action in the interest of SAFETY & welfare of frontline RngStaff.

PR :
>PR percentage is very-very low. (In some depot it may Zero also) As Per GSR 75 OF 28-02-2005 Part-II 12(3) at least 15% (Average) PR should be granted per day, ie if there are 100 ALPs on roll then PR to be granted to 15 to 17 ALPs per day. Accordingly Crew Review to be revised.
>PR to be intimated by sending SMS & Call on CUG. PR to be calculated from the time of acknowledgement through SMS by RngStaff
>PR should not be cancelled at any cost.
>If cancelled in extreme emergency such as BDT/ART/ARME, Then CR to be granted on arrival at HQ.
>PR to be granted when demanded, through CMS or in Register, by staff or to be granted suffixed or prefixed with leave.

Leave :
>30% Leave to be granted w/o any arbitrary curtailment.
>If Leave granted/regretted to be intimated through SMS on CUG.
>PMC restriction may be in very rear condition only.
>Spl Duty RngStaff those fit to work online to be booked immediately.

Request Transfers: All request transfer applications to be forwarded w/o any delay as per RlyBd LNo E(REP)06/Transfer/Misc/1 dated 07/O1/2011.

MACP: MACP promotions to be granted to all eligible running staff immediately

MLD/PPC: Maximum running staffs to be send for MLD/PPC & Pending Promotions (SrALP, SrGdsGD etc) to be awarded immediately.

Vacancies: ALP/GdsGd vacancies also to be filled on top priority through Departmental selections or through RRB.

OT payment to be paid regularly & correctly w/o delay.

Harassment: Financial as well as Psychosomatic Harassment of running staff for PR, Leave, booking, over hours working, Promotion, PMC, Spreading of Bedsheets, Callbook on CUG, LRD, Office attend etc to be stopped immediately.

MACP to Running Staff.

The undersigned is directed to refer to AIRF's D.O No.
AIRF/55(116), dated 06-05-2011 on the above subject and
to state that a reference has been made to DoP&T, the
nodal department of Govt. on MACP regarding how the
cases of MACPS be regulated where promotional post is also
in same Grade Pay.
Reply from DoP&T is still awaited and a final reply would be
communicated on receipt of the same from DoP&T.

High Power Committee on HoER Constituted

With the efforts of AIRF High Power Committee has been constituted to review duty hours of running staff and other safety related staff.

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS (RAILWAY BOARD)

Ministry of Railways(Railway Board) have decided to constitute a High power Committee to review the duty hours of running and other safety categories of staff on Railways under the chairmanship of Sri DP Tripathi, Ex Secretary, Ministry of Food processing Industries. The other members of the committee will be as under.

 >Shri DP Tripathi, Chairman

>Shri Anil Kumar Gulati, Secretary

i) Shri VK Manglik, Ex GM, West Central Railway - Member.

ii) Shri. MS Khan, Ex.AM/Finance/Railway Board -Member

iii) Shri DS Baveja,Ex CEE, Western Railway - Member

Shri Anil Kumar Gulati, Chairman, HRRC, Railway Board will be Secretary to the Committee.

2. The Committee would examine, review and recommend on the following

i) Daily/weekly duty hours and rest at head quarters and out station for the running staff in all categories of trains.

ii)To review list of safety categories on the Railways, and recommend daily/weekly duty hours and weekly off for the staff in safety categories.

iii)Monetary compensation for work beyond duty hours/breach of rest in exigencies of service for running staff/staff in safety categories.

iv) Resting facilities and other provisions for out station rest of running staff , and

v) Any other issue ancillary to the above or which may be specifically referred to the committee by the Railway Board during its tenure.

3) The head quarter of the committee will be at New Delhi.

4) The tenure of the committee shall be for one year from the date of its constitution.

Railways Issues Notification to Increase Fare Concession to Men Senior Citizen and to Reduce Age Limit for Women Senior Citizen

As per existing provisions, senior citizens of minimum 60 years are eligible for concession in the basic fares of Mail/Express trains and all inclusive fares of Rajdhani/Shatabdi/Jan Shatabdi trains. The element of concession is 30 per cent for men senior citizens and 50 per cent for women senior citizens.
As announced by Minister of Railways in Budget speech for 2011-12 on 25th February, 2011, it has been decided to reduce the minimum age for availing concession from 60 years to 58 years in case for women senior citizens. However, the element of concession will continue to remain at 50 per cent.
It has also been decided to increase the element of concession in case of men senior citizens from 30 per cent to 40 per cent. The minimum age will, however, continue to be 60 years in case of men.
There will be no change in other terms and conditions.
The concession will be admissible on tickets purchased on and after 01.06.2011. In case of tickets already issued for travel on & after 01.06.2011, refund of difference of fares will not be admissible.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.




Ammendment: It was ammended in 1993 as below

As per Rly Bd's Guideline of Medical Exam issued vide LNo. 88/H/5/12 dated 24-01-1993

a) PME would be done at the termination of every period of 4 years from date of appointment / Initial medical Exam till the date of attainment of age of 45 years, every 2 years upto 55 years & there after annual till retirement.
b) Employees who has been periodically examined at any time within 2years prior to his attaining the age of 45years would be examined after 2years from the date of last PME & subsequent PME for every 2years upto 55years age.Of
