Your money in Employees Provident Fund may be in trouble!!

For the first time in 60 years the Provident Fund (PF) office may miss its deadline for presenting its accounts to the Parliament. This predicament is due to violation of accounting standards by the EPFO’s book-keeping system and thereby not conforming to the format specified by the Government which in turn has delayed clearing of PF office’s accounts by the Comptroller and Auditor General (CAG) of India. In the recent past the PF office discovered a surplus of 1,733 crore and recommended a 9.5% PF rate. The Finance Ministry agreed to the 9.5% rate on the condition that the PF office updates all the member accounts within six months and ensure there is no shortfall in income. On both the counts, the EPFO has failed to deliver. Moreover, nearly 4.85 crore accounts were still to be updated on November 22, 2011, as per EPFO's submissions to its board's finance committee last week. More critical is the admission that it had made a huge 5.7% error in its income estimates for 2010-11 that led to an eventual income shortfall of 854 crore. Given that it now manages a corpus of 4,66,000 crore, an error of this magnitude is alarming. With interest payments promised at 9.5%, the PF office ended up with a 510 crore deficit on its 2010-11 operations - which it will now be forced to fund from its income for 2011-12. This accounting fiasco may have forced EPFO to recommend a 1.25% cut in the EPF rate so that it doesn't end up with more contingent liabilities. But there are other pressure points which will make it hard to explain when the Finance Minister reviews its state of affairs and the minutes of the EPFO board's finance committee. EPFO officials had hoped to boost income for 2011-12 with a decision to stop interest credits from April 2011 on old inoperative accounts, where no fresh contributions have come for three years or more. They had hoped to use the savings from these accounts to fund a higher EPF rate for the year.In our opinion the EPFO should be strictly held accountable in mis-handling employees provident fund accounts. There needs to be more governance and untimely rate hikes should not be allowed as they turn out to be just a gimmick, and when interest rates are reduced have a detrimental impact on retirement savings. Management of such crucial funds should be done with utmost care take into account the interests’ of several people, and Government should step-in in such dire times.

Increment between Feb and June 2006 : may be settled soon

It is learnt from sources that Govt. may decide to clear the increment issue between June and February as an one time measure in the meeting of the Anomaly Committee scheduled on 5th January 2012. This has been a long standing demand of the employees who lost one increment as a result of implementation of uniform increment date of 1st July after the sixth C.P.C.

Grant Revised Allowances with effect from 1.1.2006.

This was discussed in the 3rd meeting of NAC where the Staff Side stated that allowances formed part of wages AND THUS should be revised with effect from the same date from which Revised Pay Scales have been implemented i.e. 1.1.2006. The Official Side stated that the allowances, other than Dearness Allowance (DA), have been revised from 1.9.2008 on the basis of specific recommendation of the 6th CPC. It was reiterated that even after the 5th CPC similar practice was followed. Therefore, there was no anomaly as such. The Staff Side stated there are certain statutory allowances which need to be revised w.e.f.1.1.2006. The Staff Side was asked to forward such a list of statutory allowances for further examination of the Department of Expenditure.

Transport Allowance
Increase of TA (Transport Allowance) at par with PB-3

The items 12 & 13 were clubbed and were discussed in the 3rd meeting of NAC where the Staff Side raised the following issues with respect to the revision of the Transport Allowance (TA) were raised.
(i) Employees with higher pay have been given rates of TA in comparison to low paid employees.
(ii) Uniform Multiplication factor has not been used for revision of TA of employees in various pay bands.
(iii) CCA has now been subsumed in TA, Therefore, a portion of TA should be used as a component for the purpose of computing Overtime Allowance.
(iv) Employees who remain on long tour duties are not getting any Transport Allowance while on tour for more than a month/several months losing even that part of Transport Allowance which represents CCA.
The Official Side stated that the multiplication factor used for revision of TA was actually skewed in favour of the low paid employees and there was no anomaly in the matter. The Staff Side pointed out that in order to have a realistic picture, the multiplication factor in respect to the revised TA rates vis-a-vis the earlier TA rates plus CCA should be examined.
The Staff Side was asked to forward the required calculations to the Department of Expenditure for examination.
Regarding reckoning a portion of the TA for computation of the Overtime Allowance (OTA), the Official Side stated that the 6th CPC has in fact recommended for substitution of OTA with Performance Related incentive Scheme (PRIS), Therefore, the whole issue was not relevant now.
The Staff Side was asked to forward specific details of the matter to the Department of Expenditure for examination.
With respect to employees loosing the part of TA representing CCA while on tour for more than 15 days, the Official Side stated that the 6th CPC has given a specific recommendation to merge the CCA with TA and therefore, this could not be construed as an anomaly.

Revision of Base Index for DA
Bench Mark in AICPI Scheme for grant of DA / DR w.e.f. 1.1.2006 on CPC VI Level pay / Pension Restructuring.

The items 29 & 30 were clubbed and were discussed in the 3rd meeting of the NAC where the Staff Side pointed out some anomalies in decimal increases in percentage not being considered for sanction of DA/DR.
The Official Side stated there was no anomaly in the matter and that the fraction which was ignored earlier was taken into account while calculating the next DA instalment. Further fixation of the base has been done in the manner followed after previous Pay Commissions and there was no anomaly. Therefore, there was no question of any loss to the employees because of this.
The Staff Side would give detailed calculations in the matter to the Department of Expenditure for examination.

Anomaly in fixing Grade Pay
Anomaly due to not applying informally the multiplication factor of 1.86 in fixing the minimum pay in all the revised pay bands applying different.

The items 38 & 39 were clubbed and were discussed in the 3rd meeting of the NAC where the Staff Side stated that the general recommendation of the 6th CPC was that the grade pay will be 40% of the maximum of the pre-revised pay scales. However, at the time of implementation of the recommendations of the 6th CPC, Government has given more than 40% as grade pay to certain categories of the employees in PB-3 and PB-4. Therefore, it was an anomaly and demanded that everyone should be given grade pay of at least 50% of the maximum of the pre-revised pay scales.
The Official Side stated that the 6th CPC itself recommended grade pay in excess of 40$ of the maximum of the pre-revised pay scales in respect of certain employees. Further, in Para 2.2.21 the report of the 6th CPC, it has been clearly stated that in some cases, the amount of the grade pay has been adjusted so as to maintain a clear differential between successive grades pay. Thereafter, the government implemented the recommendations of the 6th CPC with certain conscious modifications in the Grade Pay in some cases. Moreover, the erstwhile Group D employees have also been granted grade pay exceeding 40% of the maximum of the pre-revised pay scales. Therefore, there is no anomaly in the matter.
It was decided that the Staff Side would revisit the issue and revert on whether they wish to pursue the matter.

Anomaly in the Pay Scale / Pay Band and Grade Pay of Library Information assistants

This was discussed in the 3rd meeting of the NAC where the Official Side stated that through a specific and conscious recommendation of Sixth pay Commission, the pay scales of Trained Graduate Teachers (TGTs) have been upgraded and placed in PB-II with grade pay of Rs.4600. In this context, the Pay Commission has also clarified that on account of conscious upgradation, no other cadre can demand or can be granted higher pay scales. Therefore, Library Information Assistants cannot claim parity with TGTs.
The Staff Side stated that the School Librarians have also been placed in PB-II with the grade pay of Rs.4600 at par with the TGTs although there is no specific recommendation of the 6th CPC in this regard. The Library Information Assistants, who have the same qualifications as that of school librarians, have however been placed in PB-II with grade pay of Rs.4200. Thus, their is an anomaly with respect to grade pay of the Library Information Assistants.
The Official Side stated that the factual position was not known to them and therefore the Staff Side was called upon to apprise the Official Side of such Instances specifically.

Anomaly in Pension of those in receipt of stagnation increments in pre-revised pay scale.

This was discussed in the 3rd meeting of the NAC where the Official Side stated that this issue is somewhat related to the issue of granting one time increment to employees having their date of next increment between February 2006 to June 2006 under agenda item 5 (V), Accordingly, it was decided that the matter may be clubbed with agenda item 5(V) and the Staff Side was asked to confirm that their request for grant of an Increment in the pre-revised scale would not have repercussions on any other category and not lead to any further demands.

Disparity in Pay scales and status :Officers in stenographers cadre.
Anomalies in the matter of pay scales of Stenographers

The items 46 & 49 were clubbed and were discussed in the 3rd meeting of the NAC where the Official Side stated that in para 3.1.14 of the 6th CPC's Report a specific recommendation for PS/Sr. PS. In non-secretariat organizations has been made and the same has been accepted and notified by the Government. Further, posts that were existing in the pre-revised pay scale of Rs.6500-10500 before 1.1.2006, including that of PS in field offices, have been upgraded to the pre-revised scale of Rs.7450-11500 w.e.f. 1.1.2206 vide Department of Expenditure's O.M. No.1/1/2008-IC dated 13.11.2009. Therefore, suitable action has already been taken in the matter.
The Staff Side while agreeing with the Official Side stated they would check the position and revert back to the Official Side in case they feel that there were still any problems/difficulties in the matter.

Anomalies in the Pay scales of official Language Staff

This was discussed in the 3rd meeting of the NAC where the representative of the Department of Expenditure stated that orders were issued in November, 2008 regarding parity in the pay scales of OL posts in field officers and CSOLS and the matter has already been clarified by them on various references received in this regard from several administrative Ministries/Departments.
The Staff Side requested that the reference forwarded in this matter by the Ministry of Railways may be examined by the Department of Expenditure on a priority basis. This was agreed to by the Official Side. The Staff Side also mentioned that the parity in the pay scales in field and HQ is still to be granted in many offices including Ministry of Railways.
The Official Side requested the Staff Side to convey the names of such offices so that they could be called upon to take similar action in the matter.

जबर्दस्त तनाव में आया सर्वोदय एक्सप्रेस का चालक बाबरपुर स्टेशन के पास चलती ट्रेन से कूद पड़ा

जबर्दस्त तनाव में आया सर्वोदय एक्सप्रेस का चालक बाबरपुर स्टेशन के पास चलती ट्रेन से कूद पड़ा। पुल के पिलर से टकराने से उसकी मौत हो गई। रेलवे मुख्यालय के अधिकारियों ने जांच शुरू कर दी है। फौरी तौर पर स्टेशन मास्टर रमेश कुमार गौतम व ट्रेन के गार्ड एचके मिश्रा को सस्पेंड कर दिया गया है। अहमदाबाद से जम्मूतवी के बीच चलने वाली 12473 अप सर्वोदय एक्सप्रेस रविवार सुबह 6.53 बजे पानीपत स्टेशन पहुंची। प्लेटफार्म पर रुकने के बजाय ट्रेन रफ्तार में सिग्नल को पार कर गई। ध्यान आने पर ड्राइवर तेजा सिंह ने इमरजेंसी ब्रेक लगाकर ट्रेन को असंध रोड रेलवे ओवरब्रिज के पास रोक दिया। एएसएम से बातचीत के बाद ट्रेन को प्लेटफार्म नंबर तीन पर वापस लाया गया। लगभग सात-आठ मिनट बाद ड्राइवर ट्रेन को लेकर फिर अंबाला के लिए रवाना हुआ।

इसी बीच गार्ड ने लाल सिग्नल पार करने की सूचना कंट्रोलर को दी। कंट्रोलर ने ट्रेन के चालक से फोन पर बातचीत की। बाद में बाबरपुर स्टेशन से पहले चालक चलती ट्रेन से नाले के पुल की तरफ कूद गया। पुल के पिलर से सिर टकरा जाने से उसकी मौके पर मौत हो गई। सहायक चालक ने इमरजेंसी ब्रेक लगाकर ट्रेन को बाबरपुर स्टेशन पर रोका। आनन-फानन में दूसरे गार्ड व चालक को भेजकर ट्रेन को साढ़े आठ बजे जम्मू तवी के लिए रवाना किया गया। जांच में जुटे आला अधिकारी सूचना मिलने पर रेलवे मुख्यालय के सीनियर डीईई पंकज शर्मा घटनास्थल के पहुंचे और मौके का मुआयना किया। दोपहर साढ़े 12 बजे सीनियर डीएसओ विपिन पाल सिंह भी पानीपत पहुंचे। पंकज शर्मा का कहना था कि जांच के बाद ही पता चल सकेगा कि यह घटना कैसे हुई।

CENTRAL TRADE UNIONS DECIDE FOR

COUNTRYWIDE GENERAL STRIKE ON 28.02.2012

The Central Trade Unions, in a meeting congratulated the mass at the working people for their massive response to the programme of countrywide Jail Bharo (Satyagraha) of 8* November 2011 jointly organized by Central and other Trade Unions of India.

The Central Trade Unions also convey their appreciation to the- independent All India Federations of the employees and workers for their active wholehearted Support to the call of countrywide Satyagraha/Jail Bharo.

The Central Trade Unions noted with serious concern that despite several rounds of united protests by the entire trade union movement of the country, the Govt has remained totally unresponsive to major concerns of the working people Rather anti-people moves are being taken to further aggravate the rise in prices through frequent hike in power tariff, urea etc., besides complete decontrol of petrol prices. Existing labour rights including right to form union are sought to be curbed and social security and pension are under attack through various legislative and administrative moves. Mass scale contractorisation of the regular work Is continuing in all the workplaces inducing in PSUs and Govt. establishments, Contract workers are not being paid in most of the places even the statutory minimum wages Disinvestment of shares of Public Sector Units Is being actively pushed through by the Govt. to facilitate phased privatization of the highly profit-making PSUs .

The Central Trade Unions also expressed serious concern over the flaring up of the rampant corruption all around and huge black-money-generation in the economy resulting In widespread popular discontent and disgust over the Issue of corruption. The CTUOs demand concrete legislative and administrative measures and change in the economic policy regime to eradicate and prevent corruption and bring back the black money stashed abroad.

The Central Trade Unions reiterate the most pressing demands of the workers highlighted by the Jail Bharo/Stayagraha agitation on 8th November 2011:

While reiterating the five point demands formulated jointly by the Central Trade Unions and Federations for

1) concrete measures to contain price rise

2) concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,

3) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

4) universal social security cover for the unorganized sector workers without any restriction and

5)Creation of a National Social Security Fund with adequate resources in line with the recommendation, of NCEUS and Parliamentary Standing Committees on Labour, Stoppage of disinvestment in Central and State PSUs,

The Central Trade Unions also demand immediate action by the Govt. of India to ensure:-

1) No Contractorisatlon of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the Industry/establishment

2) Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-,

3) Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.

4) Assured Pension for all.

5) Compulsory registration of trade unions within a period of 45 days and immediate ratification of ILO conventions 67 and 96.

To press for the above demands, the Central Trade Unions decided to observe countrywide genera! strike on 28th February, 2012

The Central Trade Unions also urge upon their state committees and all the trade unions irrespective of affiliations to hold state wise and Industry wise conventions and launch immediately other forms of joint campaigns to make the countrywide general strike on 28th February, 2012 a total success.

The Centraf Trade Unions call upon rnass of toiling people end their organizations irrespective of affiliations to join the call for general strike enmasse throughout the country.

The issue of minimum educational qualification of candidates belonging to the categories of compassionate appointment, land loser, accident victims, LARSGESS and substitutes in line with recommendations of the sixth Pay Commission as accepted by the Government of India has been under consideration for some time.

2. Accordingly, it has now been decided by the Ministry of Railways (Railway Board) that in exceptional circumstances, wherever grant of appointment is considered to any of those persons in categories mentioned above, not in possession of prescribed educational qualifications for the post, such persons will be recruited/engaged as trainees who will be given the regular pay bands and grade pay only on acquiring the minimum educational qualification prescribed under the recruitment rules. The emoluments of these trainees, during the period of their training and before they are absorbed in the Government as employees, will be governed by the minimum of the -1S pay band without any grade pay. The period spent in the -1S pay band by the future recruits will not be counted as service for any purpose as their regular service will start only after they are placed in the pay band PB-I of Rs.5200-20200 along with grade pay of Rs.1800.

3. This should be included in the appointment letter being given to the candidate, in case such appointments are made.

4. With the issue of these instructions, letters mentioned in reference above stand suitably modified.

Written Part Result of SCRA Exam, 2011 Announced

The Union Public Service Commission (UPSC) has announced the results of the written part of the Special Class Railway Apprentices Examination, 2011 held by U.P.S.C. in July 2011 the candidates with the under mentioned Roll Numbers have qualified for Interview/Personality Test.

The candidature of these candidates is PROVISIONAL subject to their being found eligible in all respects. The candidates would be required to produce the original qualifications, community, physical disability etc. at the time of the Personality Test. They are, therefore, advised to keep the said certificates ready.

All the qualified candidates are required to fill up the Detailed Application Forms (D.A.F.), available on the Commission’s Website http://www.upsc.gov.in, and submit the same ON LINE. The DAF will be available on the website of the Commission till 30.11.2011. Important instructions regarding filling up of the DAF and submitting the same ON LINE to the Commission are also available on the website.

Interview of candidates who have qualified for the Personality Test are tentatively scheduled to be held during the last week of December, 2011. The exact date of interview will, however, be intimated to the candidates through Interview Letter. Roll Number wise Interview Schedule will also be made available on Commission’s Website http://www.upsc.gov.in in due course.

No request for change in the date and time of Personality Test intimated to the candidates will be entertained under any circumstances.

“The mark-sheets of candidates who have not qualified, will be put on the Commission’s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and will remain available on the Website for a period of 60 days”.

The candidates can access the marks-sheets after keying in their Roll Numbers and date of birth. The printed/hard copies of the marks-sheet would, however, be issued by UPSC to candidates based on specific request accompanied by a self addressed stamped envelope. Candidates desirous of obtaining printed/hard copies of the marks sheets should make the request within thirty days of the display of the marks on the Commission’s Website, beyond which such requests would not be entertained.

UPSC has a “Facilitation Counter” in its campus where Candidates can obtain any information / clarification regarding their examinations / recruitments during working hours in person or over telephone Nos. 23385271 / 23381125 / 23098543. Result is also available on U.P.S.C. website i.e. www.upsc.gov.in.

Tiny Device to prevent Derailment invented by IIT KANPUR

Tiny device from IIT-Kanpur can
prevent derailment
After fabricating Jugnu, the country’s tiniest
satellite launched last month, Indian Institute of
Technology-Kanpur graduates have now come up
with a matchbox-sized device to monitor wear
and tear of railway tracks and prevent
derailment.
The new device is aimed at replacing a bulky,
box-like contraption that is currently used by
Indian Railways.
“Our device is a supplementary system for
monitoring track health, making it simpler to
integrate with the existing railway
infrastructure,” said Kshitij Deo, M.Tech in
mechanical engineering, who developed the
device with three others from the vibration and
dynamics lab of the IIT.
For Railways, safety is important as thousands of
trains use around 114,500 km tracks of its
network – the world’s fourth largest. With
regular use, the tracks develop cracks and
fissures, including problems linked to loose nuts
and bolts at the joints. If the tracks are less
firmly anchored on the soil, it could lead to
derailment.
All these faults can now be detected in real time
and recorded automatically to prevent
derailment thanks to the oscillation monitoring
system, a cutting-edge device weighing just 100
grams.
The device has been designed and developed by
a team of IIT-Kanpur’s mechanical engineering
graduates, under the guidance of N.S. Vyas,
professor and head, mechanical engineering, and
the Railways’ Research Design and Standards
Organisation (RDSO), Lucknow.
The device, based on micro-electro mechanical
system, can monitor track health more
comprehensively and enable efficient track
maintenance.
“The extremely handy package locates and logs
track faults accurately with the help of the GPS
(global positioning system), eliminating human
errors and making train journeys safer. It has a
battery life of 10 hours and can be recharged by
USB port on computers,” said Deo who
developed the device with three others from the
vibration and dynamics lab under Vyas.
On the other hand, the existing railway
monitoring equipment is bulky and operated
manually, with two people being required to feed
the location into the bulky device.
It is mounted on a special coach, the oscillation
monitoring unit. Since it forms part of a small
train, the exercise cannot be undertaken
frequently. Track clearances have to be sought
and the routes planned and finalised in advance,
said Deo.
“The biggest challenge lay in engineering a device
that could pinpoint faults with a high degree of
precision while simplifying use with a drastically
reduced size. We did manage to reduce the
number of buttons to one as against 50 required
on the keypad of the railway equipment,” said
Deo.
The device once placed on the floor of a running
train’s coach measures and records vibrations.
Any fault or irregularity on the tracks changes the
pattern of vibrations. The device feeds all such
data and locational faults into a fingernail-sized
data storage card with the help of a GPS receiver.
If the vibrations cross a certain threshold,
especially in case of a critical fault, the device
alerts engineers with audio-visual signals (beeps
and flashing LEDs). Post- journey, the storage
card is retrieved from the device and plugged
into the computer for reading the track’s actual
condition and analysis by the railways.
The plan is to install at least three-four such
devices on trains running on each route to
monitor each track on a regular basis.
The project grew out of a visit by the director of
the RDSO to IIT-Kanpur. “We were demonstrating
a similar vibration measurement instrument
developed by us. In subsequent meetings, the
project was finalised and we designed the device
in close coordination with RDSO officials,” said
Deo.
“The project took a year to fructify, involving
some 25 field trials on trains, including Shatabdi
and Rajdhani Expresses. The RDSO has been
optimistic about the project. Many times we
actually walked on the track to verify faults as
predicted by the device,” recalled Deo.
After the successful completion of the first phase,
the RDSO is keen on going ahead with the second
phase and testing the device on trains in all the
railway zones. If its performance is found
satisfactory, it would be approved by the
Railways.

Outcome of the meeting with AIM(Staff) Railway Board on the subject concerning to Running Staff.

An office letter has been uploaded on the official website of AIRF, the feedback of the meeting with AIM(Staff) Railway Board on the issues relating to Running Staff. This official letter is written by the AIRF General Secretary and he convey output of the meeting to all Secretaries of affiliated zonal unions of AIRF.

A meeting was held today with the Addl. Member(Staff) Railway Board, to discuss the issues relating to Running Staff, which was attended by Coms. Umraomal Purohit, President AIRF, Rakhal Das Gupta, Working President AIRF and P.Ganeshan Asstt. General Secretary, Southern Railway Mazdoor Union, besides the undersigned.
In spite of marathon discussions, there had been not much progress, except Railway Board agreed to give their proposal, and now they will again meet us on 11 November, 2011.

We had shown our anguish about the dilatory tactic of the Railway Board and even warned them that this practice should not be continued. We also made it clear that these issues are well settled and there should be no hitch in the payment of arrears to Running Staff w.e.f. 1.1.2006 and improvement in the ALK. Moreover, non-payment of 25% extra after Dearness Allowance, reaching over 50%, has increased the anguish of the Running Staff.

Other issues, viz Fixation of Pay of Runrwig Staff while they are placed on stationary posts, counting 30% for the purpose of Privilege Pass, grant of Addl. Allowance to Running Staff were also discussed.

Railway Board have assured us that they would come out with proper reply on 11th November.

Cadre Restructuring in Railways

Com. Shiva Gopal Mishra, General Secretary, AIRF has written the outcome of the Cadre Restructuring Committee meeting held on 17.10.2011 with the Railway Board. He said in the letter that the meeting was disappointed because of the Official Side was not agreed to their proposals on restructuring of various cadres in his departments.

The content of the letter are given here for your ready reference…

“The Cadre Restructuring Committee, held today, was finished with a very distress note, because the Official Side (Railway Board) was not agreed to
our proposals on Cadre Restructuring. Moreover, they again wanted to make a reference to the MoF, which we did not agree to.

After prolonged discussions, it was agreed by the Official Side that the matter will be brought to the notice of the Board as well as MR that the Staff Side wants to settle Cadre Restructuring Exercise in-house Instead of sending the same to the MoF.

We also raised the issue of conversion of all the posts of PWS into JE (P.Way) as has been done in the case of Mechanical and Electrical Supervisors. For your better appreciation, enclosed please find herewith a proposal given by the Official Side(Railway Board) as well as Staff Side(Federations) on cadre restructuring of various categories.

The Official Side has agreed to give us a feedback on the same within three weeks.”

Sub: Revised pay limits for entitlement of School Pass, School Card Pass and Residential Card Pass.

Consequent upon revision of Pay Scales on the basis of decision of the Government on the of 6th Central Pay Commission, the question of revision of existing entitlement ‘School Pass’, School Card Pass’ and ‘Residential Card Pass' under the Railway Servants (Pass) Rules,1986 (Second Edition, 1993) has been under Consideration of this Ministry.

2. The matter has been examined and in exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President Is pleased to direct that the pay limits for entitlement to 'School Pass’, ‘School Card Pass’ and ‘Residential Card Pass’ be revised as per Advance Correction Slip No. 69 attached.

2.1 In all other respects, the existing provisions of the Railway Servants (Pass) Rules, 1986 (Second Edition, 1993), as amended from time to time shall continue to apply.

3. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

DRMs were delegated powers to sanction the medical claims for treatment taken in emergency even without referral of AMO in private recognized/non-recognized hospitals upto Rs.10,000 per case with annual ceiling limit of Rs.2,00,000. Demanding by the both federations of Railways, to be increased the ceiling limit and as far as settle all the medical claims are being pending for months. The issue has been examined in detail in consultation with FR of Railway Board, it has been now decided to increase the ceiling limit of medical claims.
An amendment has been made in IRMM-2000 by the Railway Board (No.2011/H/6-4/Policy-1 dated 30.09.2011), “Divisional Railway Managers are delegated powers to settle the claims with the concurrence of their associate finance for reimbursement of medical expenses for treatment taken in emergency at private recognized/non-recognized hospitals upto Rs.25,000 per case, with an annual ceiling limit of Rs.5,00,000 (Rupees Five lakhs only).

Above delegation to DRMs is subject to the norms prescribed in Railway Board’s letters No.2005/H/6-4/Policy-II dated 31.1.2007 & 22.06.2010 being followed. These powers are delegated to the DRMs of Zonal Railways only and may not be re-delegated further”.

The HC has ruled that house rent allowance (HRA) is not a right. A division bench of Justice B P Dharmadhikari and Justice A P Bhangale ruled that a government employee not staying in the quarters despite its availability can be disentitled from claiming the special allowance. 
The Nagpur has surplus government accommodation. It is one of the few cities where the central government employee, who lives in his own house has to submit a "non-availability certificate" before he can ask for HRA. 

"HRA is not a matter of right, it is a compensatory allowance given by an employer towards the rental accommodation expenses when the government is unable to provide suitable accommodation to its employee," said the judges. "The employee, if he resides in his own property, may not be entitled to claim the HRA, because it is paid to central government employees to compensate them partly for the especially higher rents which they have to pay for hired or rented residential accommodation in big cities, but not as a source of profit," they added.
The court quashed an order of the central administrative tribunal asking the government to pay HRA to employees who had were residing in their own houses.

WR’s plan to stop motormen’s strikes

For all the trouble Western Railway motormen caused this year - disrupting services on the western line twice - it took just a terse, three-line letter to put them in place.
The WR on Tuesday issued an order, breaking the monopoly its 400 motormen have had over operation of local trains by ceasing their direct recruitment.
So while till now, WR motormen joined as motormen and retired in the same role, thus becoming something of an exclusive club, it will no longer be so.
The motormen often abused this exclusive control over locals, holding commuters to ransom by striking work to have their demands met.
On August 18 this year, motormen protesting the sacking of a colleague had resorted to a  flash strike in the afternoon leaving lakhs of WR commuters stranded.
The motormen deliberately timed their strike to coincide with a stop-work protest of BEST drivers and conductors. On June 17, motormen ran trains slow, throwing the entire schedule haywire. They were protesting the promotion of two motormen, not belonging to their union, as instructors at the WR’s Mahalaxmi Training Institute.
In May last year, motormen of both CR and WR struck work for almost 40 hours leaving the city paralysed.
The order issued on Tuesday breaks this stranglehold of motormen on locals. It reads - ‘It is advised that the competent authority has decided that henforth there will be no direct recruitment in the category of motormen.’
What this means is that a driver will join as an assistant loco pilot; get promoted to handle freight trains; and then go on to running suburban locals. Those who do well as motormen will get promoted as Mail/Express driver. A lucky few could go all the way and become Rajdhani, Shatabdi drivers, the highest and best-paid category of train drivers in the city.
So, the next time motormen go on strike, WR will summon drivers who have experience of handing locals to fill in. Also, since motormen will not be condemned to retire as motormen, their will be incentive for them to be at their best behaviour.
WR is the only railway zone in India where motormen are a separate category. Aware of their indispensability, the motormen formed an unrecognised union called the Western Railway Motormen’s Association that has time and again taken on the railway administration and won hands down.
The confrontations - mostly over punishments given to offending colleagues and sometimes for better pay and working conditions - have resulted in some of the most crippling traffic problems the city has ever seen.
“The era of direct recruitment of motormen on WR, something that started as a temporary emergency measure in the 1980s but continued ever since, is finally over. Hopefully in some time as drivers of other trains get promoted to the category of motormen in WR, the threat of strikes would also cease,” said a senior railway official.

इलाज के अभाव में तड़प-तड़प कर ड्राइवर की मौत

बरेली, जागरण संवाददाता October 6, 2011: गंगा सतलज (किसान) एक्सप्रेस के ड्राइवर की चलती ट्रेन में हालत बिगड़ गई। बरेली जंक्शन पर उतरने के बाद पूर्व सूचना पर भी डाक्टर नहीं पहुंचे तो इलाज के अभाव में तड़प-तड़प कर ड्राइवर की मौत हो गई। मंगलवार को सुबह मुरादाबाद के चिडि़या टोला निवासी ड्राइवर ओमप्रकाश (55) गंगा सतलज (किसान 13308) एक्सप्रेस लेकर आ रहे थे। किसान करीब सवा चार घंटे लेट थी। शाहजहांपुर मुआयना को जा रहे एडीआरएम एके सिंघल, डीएमई एसके चौहान, लोको इंस्पेक्टर भी इंजन में बैठे थे। रामपुर पहुंचते ही ड्राइवर ओमप्रकाश की अचानक तबीयत बिगड़ गई। ड्राइवर की तबियत इतनी बिगड़ गई कि लोको इंस्पेक्टर एसएस दास को ट्रेन चलाकर बरेली तक लाना पड़ा। इंजन में ही सवार अधिकारियों ने ड्राइवर का रामपुर में उपचार नहीं कराया। 12.10 बजे ट्रेन के बरेली जंक्शन पहुंचने से पहले ही रेलवे के डॉक्टर को खबर कर दी गई। जंक्शन पर ड्राइवर को उतार अधिकारी ट्रेन से आगे चले गए। इधर, सूचना मिलने के बाद भी रेलवे अस्पताल के डॉ. वेद प्रकाश नहीं पहुंचे। उनकी जगह फार्मासिस्ट आया। इसी दौरान ड्राइवर की मौत हो गई। 2.10 बजे डॉ. वेदप्रकाश आए और ड्राइवर को मृत घोषित कर दिया। इस पर कर्मियों ने हंगामा किया। सूचना पर मुरादाबाद से ड्राइवर के परिजन भी आ गए। (संबंधित खबर पेज 5 पर) ट्रेन ड्राइवर की जंक्शन पर तड़प-तड़प कर मौत

Railways, which recently leased one of its vacant land at a prime location in Delhi to a private builder for about Rs 1,650 crore, has identified more than 300 sites for commercial usage across the country.

Currently, the Railways has approximately 43,000 hectares of vacant land which is not required for operational purposes. These sites are being offered to private developers for commercial purpose.

About 167 of the 305 identified sites will be used for development of multi-function complex (MFC) and 138 others for commercial development, Railway sources said.

European tracking system to prevent rail accidents

Faced with recurring train mishaps, Railways has expedited the process for installing the Train Protection and Warning System (TPWS) – an advanced European technology – on an 800-km long stretch.

Estimated to cost about Rs 50 lakh per km, the TPWS technology ensures automatic application of emergency brakes in case the loco driver jumps a red signal.

“The TPWS trial is at the final stage and we are planning to install TPWS after certain modifications in the rail routes which have automatic signalling system,” a senior Railway Ministry official said.

First indigenously developed Train Driving Simulator unveiled

C.C Engineers, the Pune based Rail Simulation company, has developed a simulation solution for training drivers of locomotives and Metro trains. Indian Railways have been importing such simulators from Australia and France. This means that Indian Railways and various upcoming Metro train operators can substantially reduce capital costs and also provide training in the preferred local language.

Rail Simulators are used to train drivers in a high fidelity environment. Driver training is extremely important as it directly affects the safety of passengers. The Simulator consists of a loco cab with train instrumentation which accurately matches with that in a real locomotive. The behaviour of the train is modelled using simulation software. Actions taken by the trainee driver will generate a matching response from the vehicle. High quality projectors and sound systems are used to create different hazardous environments such as Rain and fog. Mathematical models of coaches and wagons coupled to the locomotive provide the trainee with information on coupler forces and other train dynamics resulting from the terrain, rail-path and rail – wheel interactions. These skills gain importance especially when the Indian railways are in the process of developing high speed goods trains to be run in the dedicated freight corridor.

As a result of multi-year research and training projects carried out in cooperation with various training institutes of the Indian Railways, CC has now indigenously completed the development of Rail simulators. To supplement available technology, CC has also developed the first of its kind vision technology SOVAC, which will allow the Railways to easily add track data to its simulators without depending on the simulator manufacturer. On the other hand the superior image quality provided by SOVAC will provide the trainee with predictive information that is useful in the development of perceptual cognitive component skills required for high speed train driving.

The first indigenously manufactured Loco Driver simulator was unveiled at the International Rail Equipment exhibition (IREE) held at Pragati Maidan organised jointly by the Confederation of Indian Industries and the Indian railways. The Railway Minister Mr. Dinesh Trivedi and the Minister of State for Rural development Mr.Shishir Adhikari visited the simulator and also had a brief ride in the same. Railway Board Member Mechanical- Mr. Sanjiv Handa, Member Electrical Mr. Kul Bhushan and the General Manger of Chittaranjan Locomotive Works Mr. Amar Nath also inspected the simulator and appreciated the progress made.

Staff Side of the National Council JCM has raised a demand to enhance the rates of Stitching charges for uniform for eligible employees. After the matter has been considered and decided to revise the rates of stitching charges with effect from April, 2011 to eligible Central Government employees. The Department of Personnel & Training issued an Office Memorandum (F.No. 141 1/2010-JCA2) with the details of revised rates on 18.04.2011.

Consequently the Railway Board has decided to revise the rates of stitching charges towards uniform for eligible railway employees as per Dress Regulations, 2004.

Flash your mobile phone to check your train tickets

Ever thought of the day when you wouldn’t carry your train ticket and instead got it checked through your laptop? Does flashing your cell phone to the ticket checker sound too good to be true? Not anymore.

The Indian Railways has allowed a new mode of ticket verification.

The newly introduced scheme of allowing the display of a screenshot of the e-ticket through laptops, palm tops and mobile phones along with the prescribed identity proof in original has come into force, according to the railway website IRCTC.

According to the website, “ERS (electronic reservation slip)/VRM (virtual reservation message) along with any one of the eight prescribed ID proofs in original and the indication of the passenger(s) name(s) in the Reservation Chart will authorize the passenger(s) to travel on train.”

The ERS is the regular ticket printout which contains the PNR, name, age and berth details of the passenger.

Now all one needs is a ‘VRM’ to travel.

According to IRCTC, “a screenshot of the e-ticket displayed through laptops/palmtops/ mobile phone is referred as VRM.”

The VRM, combined with one of the accepted IDs in original will be treated as an instrument on par with the ERS.

Prashanth Mukundan, an engineering student and frequent traveller, said, “I have heard about this VRM, I can now easily transfer the screenshot to my phone. This will save me the hassle of getting a printout.”

Although the IRCTC claims the enforcement of this rule, the Railway has not given any promotion for the VRM yet, leaving travellers unaware.

When presented with a VRM, a train ticket examiner (TTE) aboard the Vaigai Express said that the examiners have not yet got the notification of the rule enforcement although they are aware of it.

He further went on to say that there was a lack of coordination, since IRCTC has advertised this system and TTEs are yet to get intimation.

The TTEs are aware of the VRM, but are the other ticket-checking personnel? An official at the junction was shocked when a screenshot was presented to her. When she was made aware of the system, she had a confused look on her face.

The notice further goes on to say, “ERS/VRM along with any one of the prescribed proofs of identity in original will also authorize the passenger to enter the platform on the day of journey and he/she will not be required to purchase platform ticket. ERS/VRM along with original ID proof will be required to be produced on demand of ticket checking staff on the platform.”

The Divisional Railway Manager, Tiruchi, P.V.Vaidialingam said, “We have already passed the notice for accepting VRMs with IDs as valid tickets. The rule is in place and all employees concerned have been issued circulars regarding this. Passengers can now use the ticket screenshot accompanied by the prescribed ID for ticket verification.”

Next time when you are in a hurry and are unable to take a printout, you can avoid paying fine by using a VRM. However, a valid original ID proof is a must in all cases to authenticate the ERS/VRM.

USA: The introduction of EPA Tier 3 emissions standards for main line locomotives in January 2012 was clearly reflected in the variety of motive power on show at the Railway Interchange 2011 outdoor exhibition at CP's Humbolt Yard in Minneapolis on September 18-20.

Progress Rail Services was showing a purpose-built Tier 3 compliant version of the successful EMD SD70Ace locomotive, equipped with a modified 710G engine to meet the new regulations. It is also fitted with PTC onboard equipment and cab displays, with Progress saying most are now being delivered PTC-ready.

Progress Rail was also showing one of five PR30C demonstrators being used to meet the much stricter Tier 4 standards due to come into force in 2015. A rebuilt SD40-2, PRCX 3004 has been fitted with a Caterpillar 3516 engine, selective catalytic reduction exhaust cleaning equipment and a Zeit control system. The locomotive has recently been running with UP in California to achieve certification under the state's air quality regulations, and is now embarking on a further test programme to obtain full EPA certification. Progress has recently won an order to supply four Tier 4 compliant four-axle locos to an unspecified customer.

GE Transportation was showing one of its latest ES44AC locomotives, delivered to Union Pacific in August. The company has 15 pre-production Tier 3 compliant locomotives in test service with BNSF, but is still supplying Tier 2 units at present. It expects to switch to Tier 3 production in November ready for first deliveries in January. The company is also working towards Tier 4, which it says will be 'a significant challenge'.

Meanwhile, genset specialists NREC and RJ Corman Railpower both had examples of two and three engined shunting locomotives on display at Humbolt Yard. Most of these 2000 hp units are aimed at yard shunting and short haul operation.

Railpower's show locomotive had three Deutz powerpacks, but the company confirmed that it is developing a four-engined unit with Cummins engines. Rated at 3 000 hp, this is due to roll out before the end of the year and will be used on a regular heavy duty cycle on one of RJ Corman's regional rail operations.

Indian Railways to get its most powerful diesel locomotive WDG-5

Locomotive major Electro-Motive Diesel Monday said it has completed the design for a high-horsepower locomotive for the Indian Railways.

According to the company, the new design – WDG5 – would be developed into the most powerful diesel locomotive in the country with a power output of 5,500 bhp.

“This diesel locomotive has an output of 5,500 bhp, which will make it the strongest diesel locomotive ever to run on the Indian rail network,” the company said in a statement.

The company further said that the locomotive has a tractive effort of 560 kn and can pull more load at higher speeds with less emissions than engines which are currently in use.

“We have great confidence that the WDG5 will be the locomotive of tomorrow for Indian Railways,” said Glen Lehmann, chief marketing officer, international, Electro-Motive Diesel.

The design entails the usage of modern technologies like electronic fuel injection and more.

“It includes electronic fuel injection, radial grids and high adhesion, lightweight fabricated bogies,” Lehman said.

The interiors of the locomotive would have crew-friendly features and modern controls.

“It has modern driver interface and crew-friendly features, such as an air conditioned cab and toilet, which is another first for the Indian Railways’ fleet.”

The new design was completed in collaboration with the Research Designs and Standards Organisation (RDSO) and Diesel Locomotive Works (DLW) of the Indian railways.

Currently, the company provides service support to Indian railways’ locomotive facilities at multiple locations.

The Minister of Railways, Shri Dinesh Trivedi, at a press conference here today, announced the constitution of a High Level Safety Review Committee. The committee comprising of eminent persons/experts in technical and high end technology related fields with experience and expertise in a managing innovation in technology and change will also provide a valuable independent outsiders’ view in respect of the system and protocols. Present on the occasion among others were the Minister of State for Railways Shri Bharatsinh Solanki, Chairman Railway Board, Shri Vinay Mittal, Board Members and three members of the new committee.
The Committee will be headed by Dr. Anil Kakodkar, Former Chairman of Atomic Energy Commission, and assisted by Dr. N. Vedachalam of Vikram Sarabhai Space Center, Thiruvananthapuram, Prof. Sanjay Dhande, Director IIT Kanpur and Sh. G.P. Srivastava Director E&I Group, Bhabha Atomic Research Centre. Shri E. Sreedharan, Managing Director, Delhi Metro Rail Corporation has kindly consented to act as the Advisor to the Committee.
Based on the accidents and their consequences witnessed in the recent past, the Committee would examine aspects connected with Signalling Systems, Rolling Stock (of all types), Fixed Structures (Tracks, Bridges and OHE), Human Resource Development with emphasis on Training, Education and Research, Need for a Third Party Audit, Organisational and structural changes in RDSO and in any other department, and improvements in procedural system and improvement in procedures and systems and any other item/modification which Committee may desire.
The Committee would lay down the road map on safety related issues which need to be addressed in the short term and the long term and would give invaluable recommendations which would have a significant bearing on further improvement in the systems and protocols. Indian Railways would make all efforts to address the recommendations of the High Level Committee with a view to achieve further improvement in the safety environment on the Indian Railways.
Safety in train operations is accorded the highest priority by Indian Railways and all measures are being taken on a continual basis to prevent accidents and enhance safety. Despite the fact that safety record of Indian Railways has shown considerable improvement progressively, with the number of train accidents decreasing from over 2000 in 1960-61 to 473 in 2000-01 and further to 141 in 2010-11, with a corresponding reduction in the accidents per million train kilometers (globally accepted index of safety) from 5.50 in 1960-61 to 0.65 in 2000-01 and further to 0.15 in 2010-11, we in the Railways are seriously concerned with any accident, particularly an accident involving loss of human lives.
The recent accident of Kalka Mail in July 2011 near Kanpur on North Central Railway involving 70 casualties and also the collision near Arakonnam on Southern Railway involving 10 causalities has necessitated a holistic assessment of further additional measures which can be adopted to further enhance the safety environment on the Indian Railways. It is pertinent to mention that 57 consequential accidents have occurred in the current financial year i.e. from 1st April to 15th September 2011 in comparison to 65 accidents in the corresponding period of the previous year, which included 23 incidents at unmanned level crossing gates in each of these two years.
As far as Indian Railways is concerned, there can be no tolerance even for a single accident involving loss of human life but the substantial growth in the passenger and freight traffic handled by the system does definitely put considerable strain on the infrastructure which needs to be addressed progressively. In the previous decade, the total number of average passenger and freight trains run daily on the Indian Railways’ system have increased by 30% from around 14,000 to almost 19,000. These include over 12,000 passenger carrying trains. The number of passengers carried have increased by almost 50% from around 4800 to 7200 million with a growth of almost 90% originating freight traffic from 473 million tonnes to 888 million tonnes. Indian Railways have in fact added over 450 trains including 325 passenger and 125 freight services in the last decade i.e. 2001-2010, to run on a daily basis as compared to only 30 daily trains added per year in the previous decade i.e. 1990-2000.
It has been Indian Railways’ constant endeavour to upgrade its infrastructure for meeting the safety requirement for handling the exponential growth of traffic. Pin pointed safety measures like up gradation of track structure, mechanized maintenance of track, improvement in welding technology, large scale track circuiting, introduction of electrical/electronic signalling systems, advanced monitoring systems such as axle counters, vigilance control devices on locomotives, improvement in rolling stock such as introduction of LHB type coaches and improvement in freight stock with air brake systems, upgraded design of locomotives, improvement of training methodology have received undivided focus and attention.
In view of the extreme demand on the Indian Railways’ system, both in respect of infrastructure as also skilled manpower directly connected with safety on the railways arising out of the aspirations of the general public and public representatives and with a view to ensure that safety is given overriding priority and no aspect connected with safety escapes attention, the need was felt for an objective assessment and validation of time tested systems and protocols in vogue on Railway system. In pursuance of these objectives, the above mentioned High Level Safety Review Committee has been constituted by the Ministry of Railways.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
