यहाँ ध्वजारोहण के तत्काल बाद लिए गए फोटो में राष्ट्रध्वज को गलत तरीके से लहराते स्पष्ट देखा जा सकता है। फ़हराने के बाद अपना जूता बांधते ( नीचे झुके ) हुए प्राचार्य जी. एस. पाठक और सामने खड़े तथाकथित पीटीए के उपाध्यक्ष मुकेश भासने और सीआरएमएस के पूर्व कार्याध्यक्ष श्री जे वी एस शिशौदिया तथा उदघोषणा करते अन्य अध्यापक गण.

नशेड़ी जैसी हालत में प्राचार्य को राष्ट्रध्वज की गरिमा का तनिक भी नहीं रहा ख्याल ...
तथाकथित पीटीए के उपाध्यक्ष मुकेश भासने ने उल्टा किया तिरंगा...?
तिरंगे को ध्वजारोहण के लिए किसने तैयार किया था यह तो पता नहीं, मगर वहां उपस्थित लोग बताते हैं कि जब 8 बजे प्राचार्य ध्वजारोहण स्थल पर आये तब आगे लपक कर मुकेश भासने ने यह कहते हुए , कि इसमें अभी फूल डालने हैं, पहले से लिपटे हुए तिरंगे को खोल डाला और उसमें फूल डालकर फिर लपेट दिया. उपस्थित लोगों का कहना है कि इसी में तिरंगा उल्टा हुआ, जिस पर नसेड़ी जैसी हालत में लहरा रहे प्राचार्य ने कोई ध्यान नहीं दिया। इसी वजह से यह इतनी बड़ी गलती हुई और राष्ट्रीय पहचान एवं स्वाभिमान के प्रतीक राष्ट्र ध्वज का अक्षम्य अपमान हुआ है, जिसके लिए सिर्फ प्राचार्य ही दोषी हैं।
जबकि प्राचार्य ने अपनी यह भयानक भूल छिपाने के लिए दो निर्दोष अध्यापकों को यह कहते हुए, कि महाप्रबंधक का आदेश है, दूसरे दिन निलंबित कर दिया । हालाँकि प्रशासन और खास तौर पर मुख्य कार्मिक अधिकारी / औद्योगिक सम्बन्ध डा.ए.के.सिन्हा ने प्राचार्य के इस अन्याय पर तत्काल संज्ञान लिया और दोनों अध्यापकों का निलंबन वापस करते हुए संपूर्ण मामले की जाँच के आदेश दिए हैं।
तथापि बताते हैं कि प्राचार्य ने इस मामले को दो यूनियनों की राजनीति का रंग देकर उलझाने और प्रशासन को गुमराह करने की पूरी कोशिश की है। जबकि प्राचार्य के सभी धंधों में बराबर के भागीदार कल्याण निरीक्षक जगदाले और डीपीओ काम्बले, जो कि ध्वजारोहण समारोह में प्रशासन के प्रतिनिधि के तौर पर उपस्थित थे, ने करीब 20-25 फर्जी फोटोग्राफ दिखाकर वरिष्ठ मंडल कार्मिक अधिकारी श्री राकेश कुमार और रेल प्रशासन को गुमराह करने की पूरी कोशिश की थी।
सभी अभिभावकों और स्कूल के अधिकाँश अध्यापकों का कहना है कि जगदाले को न सिर्फ मंडल से हटाया जाए बल्कि उन्हें अविलम्ब इस स्कूल से सम्बंधित सभी गतिविधियों से सर्वथा अलग किया जाना चाहिए। यही नहीं उनका कहना है कि प्रशासन को गुमराह करने और प्रमाणिक रूप से प्राचार्य की सभी भ्रष्ट गतिविधियों में शामिल रहने के लिए जगदाले को तुरंत निलंबित भी किया जाना चाहिए।
उल्लेखनीय है कि राष्ट्रीय ध्वज के इस घोर अपमान के खिलाफ स्कूल के पूर्व छात्र कमलेश जायसवाल ने कल्याण के महात्मा फुले पुलिस थाने में तत्काल एक ऍफ़आईआर दर्ज करवाई है, जिसमें कहा गया है कि प्राचार्य ने न सिर्फ राष्ट्र ध्वज का भारी अपमान किया है बल्कि आरोहण करते समय वह ऊपर जाते तिरंगे की ओर देखने के बजाय मुर्दनी सी सूरत लिए नीचे जमीन की तरफ देख रहे थे।
जायसवाल ने कहा है कि एक वरिष्ठ अध्यापक द्वारा तिरंगे को गलत तरह से फहराए जाने की बात संज्ञान में लाए जाने के बाद भी प्राचार्य ने न तो वहां उपस्थित गणमान्य लोगों से क्षमा याचना की और न ही उन्होंने तिरंगे को सम्मान के साथ नीचे उतार कर और सीधा करके पुनः फहराने की जरुरत समझी, बल्कि उन्होंने तिरंगे को लगभग घसीट कर नीचे उतारा और वैसे ही मामूली कपड़े की तरह लपेटकर एक छात्र को पकड़ा दिया। जबकि इस दरम्यान उन्होंने बाकी सारी गतिविधियाँ भी जारी रखी थीं।
जायसवाल ने कहा है कि प्राचार्य को न तो राष्ट्रीय ध्वज की गरिमा और न ही इसकी आचार संहिता के बारे में कोई जानकारी है। इसलिए प्राचार्य ने राष्ट्रीय स्वाभिमान और अति सम्माननीय राष्ट्रीय प्रतीक का घोर तिरस्कार एवं अपमान किया है, अतः उनके खिलाफ निर्धारित कानून के तहत कारवाई की जानी चाहिए।
अब देखना यह है कि रेल प्रशासन शिक्षा और अध्ययन - अध्यापन के नाम पर सर्वज्ञात इस घोर कलंक यानी प्राचार्य के खिलाफ क्या अब भी विभागीय कार्रवाई करने से हिचकिचाता है या इसे जबरन रिटायर करके घर भेजने की तैयारी करता है? क्योंकि करीब एक साल से विजिलेंस ने भी इसके खिलाफ न तो कोई कार्रवाई की है और न ही कोई एडवाइस दी है. जबकि ऐसे संवेदनशील मामलों में विजिलेंस द्वारा सबसे पहले सम्बंधित अधिकारी को उसके पद से तत्काल हटाये जाने की सिफारिश की जाती है.

Respected Sir,
Role of electronic media is critical in making our public sector officials accountable and motivate them to be honest.
This is in reference to accidents that we have witnessed on Jan 2, 2010 in UP region. As citizens we are entitled to know the root cause of the train accidents. Fog conditions exist in every part of the globe, leading rail companies in the world have best technology and able to prevent accidents due to fog. Why is Indian railways behind?
WHY INDIAN RAILWAYS IS TAKING SAFETY SUBJECT LIGHTLY? ( This is the fourth or fifth accident during Mamta Banerjee's tenure as Minister Railways) Someone in Indian Railways needs to be held accountable for not implementing TPWS and AWS Systems. Simply suspending the Loco Driver will not be an ideal solution. This accident was preventable if Indian Railways had implemented TPWS and AWS System ( Train Protection Warning Systems and Automatic Warning System) in the trains. TPWS is a great technology and has been in Europe, America and other parts of Asia.
Highlights
1. R&D : Indian Railways has invested crores of rupees in RDSO organization with limited return on investment. We do agree that indigenous build products are important from the perspective of self reliance and encouraging innovation. As a tax payer and proud Indian citizen we are entitled to know how does RDSO come about making business case for new product development. What mechanisms are there to monitor the project. We very much doubt that Indian Railways follows sound project management processes or track vendor's progress.
2. Training : Indian Railways should expose mid level managers to best practices of global railway organizations for example Labour Management Practices, Project Management Practices, Effective Leadership techniques, Communication and Negotiation with vendors.
3. Safety and Modernization : Hon'ble minister should divert her energy from running populist political agenda for example cheap food, reducing the price of the rail fare etc.. The time has come to modernize the aging infrastructure - rail signaling systems, Solid State Interlocking Application, ERTMS, ETCS, GSM-R and track management and engineering. Seriously look at CENELC, SIL4, GSM-4 standards for improving signaling Systems and infrastructure.
4. Salary and Benefits : Indian Railways Officials are losing experienced signaling engineers and managers to private sector. Improving the compensation structure could encourage and motivate young engineers to continue with Indian Railways. Hon'ble Minister and Members of Railway Board should look at this subject seriously.
5. Security and Surveillance : Indian Railway Protection Force lacks modern technology in growing security threats we face. We need to seriously upgrade security apparatus, equip security personnel with modern weapons, grow the bomb squad force, implement modern surveillance devices and equipments.
According to RTI Act, we are entitled to know what steps and investments are being made by Indian Railways to make rail travel safe. Fo
g conditions exist all over the world. In UK fog is common, train services still run but slowly and Network Rail , UK has necessary technology which is TPS and AWS to prevent train collisions.
Hon'ble Minister, we request you to dedicate next rail budget on rail safety, modernizing infrastructure and security. We elected you to transform Indian Railways and we certainly deserve the best.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.




Ammendment: It was ammended in 1993 as below

Details:-
As per Rly Bd's Guideline of Medical Exam issued vide LNo. 88/H/5/12 dated 24-01-1993

a) PME would be done at the termination of every period of 4 years from date of appointment / Initial medical Exam till the date of attainment of age of 45 years, every 2 years upto 55 years & there after annual till retirement.
b) Employees who has been periodically examined at any time within 2years prior to his attaining the age of 45years would be examined after 2years from the date of last PME & subsequent PME for every 2years upto 55years age.Of
