Railway committee on steam locomotives set up

The Ministry of Railways has set up a committee to suggest measures for the upkeep of the handful of steam locos left in the country.

The five-member committee called ‘Steam Traction Expertise and Maintenance Committee’ will comprise senior railway officials as members and retired personnel who have persistently strived to save the ‘queen of rails’ from going obsolete, senior railway ministry officials said.

Headquartered in New Delhi, the committee is expected to submit its report within a period of six months.

It will suggest methodology for meeting the requirements of trained inspectors, running staff and maintenance staff, the ministry officials said.

The officials noted that the worst part is that there are few running staff who can keep the locos running. Worse still is the dearth of steam loco pilots, making it more difficult to ensure the safety of the locos.

“The committee will also seek to prescribe the revised maintenance schedules of the locos and work content of each schedule which is of utmost importance keeping in view the reduced level of running of these locomotives,” they added.

At present, an estimated 30 locomotives are left in the country in running condition, the regulars hauling the sought-after tourist trains in intervals and toy trains to hill stations.

With the Rewari shed holding the last remaining steam locos, the committee would suggest organisational structure and responsibilities at Board, zonal railway and divisional level for sustaining steam traction.

The other key aim of the committee would be to assess the skills available in railway sheds and workshops for proper maintenance of critical assemblies, the ministry officials said.

As repairs and maintenance forms a critical component of these locos, including upkeep of the boiler, the committee is also expected to place its suggestion on these issues, they said.

Indian Railways will soon run bullet train: Lalu

Fresh from a ride on Japan's famed bullet train, Railway Minister Lalu Prasad on Monday said his ministry was in the process of appointing global consultants for introducing the high-speed trains on certain routes.
"The day is not far off when the bullet train will run in the country," Prasad told. "We are in the process of appointing global consultants for introducing bullet train on certain routes," he said.
About the possible routes for running such trains, he said "we are examining the possibilities of running it on some routes including Mumbai-Ahmadabad, Delhi-Chandigarh and Delhi-Patna".
During his visit to Japan last week, Prasad had got a first hand experience of the fast trains travelling from Tokyo to Kyoto at a speed of about 300 km per hour.
Asked about his bullet train experience, he said "It was very good. The bullet trains are well managed in Japan."
Meanwhile, the Railways have invited global tenders for conducting pre-feasibility study of high-speed train corridor on the Delhi-Chandigarh-Amritsar route.

The Government has released orders for constituting National Anomaly Committee and Departmental Anomaly Committees for settlement of anomalies arising out of implementation of 6th CPC recommendations.

OFFICE MEMORANDUM

Dated the 12th January, 2009

Subject: - Setting up of Anomaly Committee to settle the Anomalies arising out of the implantation of the 6th CPC recommendations

Definition of Anomaly will include the following cases:

1)

a). Where the Official Side and the Staff Side are of the opinion that any recommendation is in contravention of the principle or the policy enunciated by the 6th CPC itself without the Commission assigning any reason: and

b). Where the maximum of the revised scale is less than the amount at which one is entitled to be fixed except in those cases where the same is as a result of modified fixation formula adopted by the Government and

c). Where the amount of revised allowance is less than the existing rate.

2) Composition: There will be 2 levels of Anomaly Committees, National and Departmental, consisting of representatives of the Official Side and the Staff Side of the National Council and the Departmental Council respectively.

3) The Departmental Anomaly Committee may be chaired by the Additional Secretary (Admn.) or the Joint Secretary (Admn.), if there is no post of Additional Secretary (Admn.). Financial Adviser of the Ministry/Department shall be one of the Members of the Departmental Anomaly Committee.

4) The National Anomaly Committee will deal with anomalies common to two or more Departments and in respect of common categories of employees. The Departmental Anomaly Committee will deal with anomalies pertaining exclusively to the Department concerned and having no repercussions on the employees of another Ministry/Department in the opinion of the Financial Adviser. The items already taken up by the Fast Track Committee will not be considered by the Anomaly Committee.

5) The Anomaly Committee shall receive anomalies through Secretary; Staff Side of respective Council upto six months from the date of its constitution and it will finally dispose of all the anomalies within a period of one year from the date of its constitution. Any recommendations of the Anomaly Committee to resolve the anomaly shall to the approval of the Government.

6) Cases where there is a dispute about the definition of "anomaly" and those where there is a disagreement the staff side and the official side on the anomaly will be referred to and "Arbitrator" to be appointed out of a panel of names proposed by the two sides. However, this arbitration will not be a part of the JCM scheme.

7) The Arbitrator so appointed shall consider the disputed cases arising in the Anomaly Committees at the National as well as Departmental level.

8) Orders regarding appointment of the Arbitrator and constitution of Anomaly Committee at National Level will be issued separately.

All Ministries/Departments are accordingly requested to take urgent action to set up the Anomaly Committees for settlement of anomalies arising out of implementation of the 6th CPC recommendations as stipulated above.

Expected DA Increase - 6%

Expected DA for Central Government Employees from 1.1.2009 - 22%

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of November, 2008 remained stationary at 148 (one hundred and forty-eight).

During November, 2008, the index recorded maximum increase of 5 points each in Quilon and Madurai centres, 3 points each in Mysore, Ernakulam, Bhilwara and Coonoor centres, 2 points in 13 centres and 1 point in 14 centres. The index decreased by 1 point in 19 centres and 2 points each in Jalandhar, Nasik, Bhavnagar, Siliguri, Asansol and Howrah centres, while in remaining 20 centres the index remained stationary.

The maximum increase of 5 points in Quilon centre is mainly due to Fish, Fresh Vegetable Items and Washing Soap etc., while that in Madurai centre is mainly due to Rice and Vegetable Items. The increase of 3 points each in Mysore, Ernakulam, Bhilwara and Coonoor centres is due to Rice, Onion, Fish Fresh, Vegetable Items, Tea Readymade, Toilet Soap etc. While the decrease of 2 points each in Jalandhar, Nasik, Bhavnagar, Siliguri, Asansol and Howrah centres is due to decrease in the prices of Vegetable items, Mustard Oil, Groundnut Oil etc.

The point to point rate of inflation for the month of November, 2008 remained constant 10.45% at the level of October, 2008.
The CPI-IW for December, 2008 will be released on the last working day of the next month, i.e. 30th January, 2009.

Child Care leave has virtually been rendered null and void

Childcare leave raised eyebrows among male employees of the Central government and women staff were greeted with sneers and sarcastic jabs; the ‘privilege’ was considered to be unwarranted and unmerited, writes SKumar.
Silently and surreptitiously the Union ministry of personnel, public grievances and pensions has played a trick on Central government women employees that reflects bureaucratic bungling and gender bias of scandalous proportions.
Many women employees are smarting under the insult heaped on them and their children, but are suffering meekly as they lack the wherewithal to take on the mighty government establishment.
The whole episode is mired in behind-the-scene manipulations by a bunch of officials clearly devoid of sensibilities and foresight. It all started with the best of intentions, but ended in an ignominious retreat throwing to the wind the Centre’s commitment to women and children.
One of the innovative recommendations of the Sixth Central Pay Commission was the childcare leave for Central government women employees. After the Centre accepted it and introduced the CCL with effect from 1 September, 2008, the Railway Board issued a letter (No. E {P &A}1-2008/CPC/LE-8 ~ dated 23.10.2008) detailing its objectives and salient features so that women working in railways can enjoy the benefits.
The letter stated: “Consequent upon the decision taken by the government on the recommendations of the Sixth Central Pay Commission relating to maternity leave and childcare leave, the President is pleased to decide that the existing provisions of the liberalised leave rules, 1949 may be treated as modified.”
It further stated that women employees having minor children may be granted childcare leave by an authority competent to grant leave for a maximum of two years during their entire service (period) for taking care of up to two children for rearing or looking after any of their needs such as examination and sickness.
Childcare leave won’t be admissible if the child is 18 years or above. The most crucial element of the new provision is that the leave “shall not be debited against the leave account” making it clear that the Union government realises the need for such a social investment for the physical and mental well-being of the country’s children.
The 23 October, 2008 order was clear on the issue. It stipulated that the leave account for childcare leave would have to be maintained in an enclosed proforma and it would be kept along with the employees’ service book.
The women employees hailed the new system as a boon that addressed a serious problem plaguing working women who have to double as wage earner for their families and mother bringing up their children. For years, working women have been complaining how hard pressed they are in attending to their office work and helping their children with their studies as the two-cheque family is a dire necessity for decent existence.
It’s a common sight women taking to their offices their children’s study material so that they can use their spare time to prepare answers to questions their wards find difficult to handle before their examinations. This often clashes with office work, but the women employees by and large have no choice but to sacrifice office work to the extent possible so as to serve the interests of their children.
This, however, doesn’t benefit much either the children or the office, since the hapless working women can’t do proper justice to the two kinds of assignments in the limited time and environment of their offices.
Again, many working women are often left with no option but to stay away from work during their children’s exams. They are forced to use up their statutory leaves so that they can to some extent play the role of conscientious mothers.
It was against this backdrop that the pay panel recommended the introduction of childcare leave to be availed of during children’s examinations and when they are sick needing the soothing hand of their mothers.
The railway women’s response was predictable. Within days after the order was issued, they started enjoying the new benefit.
And this reportedly raised eyebrows among a section of their male counterparts. Many of the women employees were greeted with sneers and sarcastic jabs by their male colleagues who considered the “privilege” to be unwarranted and unmerited. Jealousy, of course, led the male colleagues to have such a jaundiced view of the CCL.
Immediately, a silent propaganda was launched by such male employees and officers that work would be seriously hampered if one woman employee after another began to go on CCL.
A rearguard action was launched and it took just a little over three weeks to undo the novel system. An office memorandum was issued by the ministry of personnel, public grievances and pensions (No. 13018/2/2008-Estt.{L} dated 18 November, 2008) to “clarify” the whole matter.
It explained that the CCL was intended to “facilitate women employees to take care of their children at the time of need. However, this doesn’t mean the CCL should disrupt the functioning of Central government offices.”
Hence, the fresh order stipulated that “the CCL can be availed of only if the employee concerned has no earned leave at her credit.”
This means CCL has virtually been rendered null and void even after its successful introduction.
The clarification forced the women employees, who had already gone on leave as per the provisions of the CCL, to scurry back to office lest their absence is adjusted with other forms of statutory leave. Those who were about to forward their applications decided not to do so. The reason was simple: none of the women employees is prepared to use up their (hard) earned leave for helping their children with their studies, since that particular leave is normally used for emergency, while a maximum of 90 days can be encashed at the time of superannuation.
Several questions arise from the way the whole matter was handled. None of the women employees ever demanded childcare leave. It was the pay panel which thought it up and the Centre accepted the idea which is laudable indeed. Why did then the higher-ups in the Central government effectively nip it in the bud ?
True, many of the women were in a tearing hurry to avail of the leave and the absence of a large number of employees would surely disrupt office work. But throwing the baby with the bath water is not the solution. The original order made it clear that the leave “may be granted by an authority competent to grant leave” and that “it may be availed of in more than one spell”.
The implication of the order is crystal clear. It is up to the “competent authority” to decide on granting the leave ensuring that office work doesn’t in the process get affected.
Obviously, officers empowered to sanction the leave were not “competent” enough to grant the leave in a way so that both the needs of the children of working women can be taken care of and office work is done smoothly.
If they were “competent”, they must have failed to rise above gender bias. Male chauvinism is too deeply ingrained in society to be rooted out with government policies.
Surprisingly, the voluble Union minister for women and child development, Renuka Chaudhary, who is otherwise a staunch supporter of the cause of women, is still to open her mouth on the issue.

    NATIONAL RAILWAY MAZDOOR UNION

    Resolution

    This meeting of the Loco Running Staff being held under the auspices of the National Railway Mazdoor Union in CST auditorium on 11-01-2009 views with serious concern the apathetic attitude of the Govt. of India and the Ministry of Railways towards the pressing demands of Running Staff such as

    1) Anomalies relating to pay scales of ALPs,

    2) Poor rate of mileage,

    3) Working hours,

    4) Filling up all the vacancies in the Running Staff categories and

    5) Atrocious conditions of Running Rooms.

    These issues are of vital importance and have to be settled promptly. Anomaly Committees or such time consuming Committees are not acceptable. There has to be direct discussions between the Government and the AIRF and the Issues have to be settled across the table. This Conference is fully aware of the fact that the Government will not agree to sit across the table and discuss the issues unless it is forced to do so.

    Therefore it is imperative that these issues are taken up by the AIRF on top priority and an action programme decided upon. This Conference appeals to the AIRF to give a call to all its affiliates to mobilize the Loco and Traffic Running Staff and launch effective agitations, starting with a days mass casual Leave, on an early date, to be decided by the Federation.

    In the meantime, this Conference decides that a mass casual leave programme of Loco Running Staff of Central Railway be launched on 12 Feb. 09 in order to impress upon the authorities the seriousness of the demands.

    The Conference appeals to the Union’s Head Office to direct the traffic running staff to join the programme as the issues are common to them also and make the programme effective and strong.

    Career in Railway Services

    Introduction:

    The Indian railway system spanning a length of over 62.3 thousand kilometers is the largest in Asia and ranks second in the world. It made a modest beginning in April 1853, with the first train from Bombay to Thane. The range of operations of the Indian Railways is quite diverse and wide. The Indian Railway network comprises of nine zones, directly controlled by the Railway Board, which is at the helm of all operations. A General Manager heads each zone.

    Nature of Work:

    The Indian Railway Traffic Service

    This branch of the Indian Railways looks after transportation and commercial matters pertaining to transportation. The branch is further divided into two divisions:

    A) The commercial division

    This division deals with all commercial responsibilities like ticket checking, catering, administration and management of stations, reservation, announcements on the platforms, etc.

    B) The operations division

    This division deals with controlling movement of the trains. Keeping a check on incoming and outgoing trains, detachment or attachment of wagons, etc., are the responsibilities of this division. The job requires travelling to inspect, supervise and direct the work at stations and control offices.

    A career with the IRTS begins with 3 years of probationary training. The training is carried out for 2 years at Lal Bahadur Shastri Academy of Administration in Mussourie, zonal training centres and incorporates on the job training. The final year of the training period is a regular appointment posting. On completion of this tenure and passing the departmental examinations the officers get a confirmed position. This is either as Assistant Commercial Superintendent (ACS) or Assistant Operations Superintendent (AOS) at the Divisional Headquarters. After 4 years of service, they are promoted to the position of Divisional Commercial Managers and Divisional Operations Managers.
    The next promotion is again at the divisional level as Senior Divisional Commercial/Operations Managers. From here, they take charge at the Zonal level as Deputy Chief Managers (Commercial/Operations). The senior most position at the Zonal level is that of Chief Managers (Commercial/Operations). In the Railway board, there is an appointment of Member (Traffic) which is filled by a senior official from this branch.

    Indian Railway Accounts Service (IRAS)

    As the name suggests this branch of the Railways deals with the accounting and finance operations of the Indian Railways. Working in this branch would entail dealing with financial transactions and hence a thorough knowledge of accounting procedures and related practices would prove an asset for officers who opt for this branch of the Indian Railways.

    Indian Railway Personnel Service (IRPS)

    Officers in this division handle all matters relating to recruitment, promotions, training and even staff welfare, staff welfare activities, transfers, informing the finance department about the increments due to individuals, disciplinary actions and so on.

    Railway Protection Service/ Railway Protection Force (RPF)

    These branches of the Indian Railway Services operate as other para-military forces. They are responsible for the maintenance of law and order on trains and on premises owned and used by the Indian Railways.

    Railway Engineering Services

    This is the technical side of the Indian Railways and is engaged in activities like installation, maintenance, construction and planning of railway tracks, bridges and buildings.

    Indian Railway Service of Engineers (IRSE)

    Officers of this branch comprise the Civil Engineers of the Indian Railways. They plan the track routes; construct railway stations, bridges, tunnels and housing colonies. Officers of this branch also work on projects undertaken in India or abroad under the consultancy organizations of the Railways (Rail India Technical and Economic Services Ltd - RITES and IRCON).

    Indian Railway Service of Mechanical Engineers (IRSME)

    These Mechanical engineers maintain Diesel Locomotives and rolling stock of the railways. They ensure that the locomotives, wagons and carriages are in proper order for day to day running. They look after the periodic overhauling of the engines, carry out maintenance and repair of engines, wagons and carriages. In the case of an accident they are required to be present at the site to advise and supervise the recovery and removal of the damaged locomotives, carriages and wagons. UPSC.

    Indian Railway Service of Signal Engineers (IRSSE)

    They look after the functioning of this very massive network and technical expertise and updating of technology for ensuring efficient functioning.

    Indian Railway Service of Electrical Engineers (IRSEE)

    Railways have an Electrification Headquarters at Allahabad for ongoing planning and coordination of developmental activities for electrification. Electrical engineers are responsible for carrying on the work taken up as part of the electrification projects as well as the maintenance and repair of Electrical Locomotives and coaches. They are responsible for power distribution networks, power generation, and electrical distribution systems and for monitoring continuity of supply.

    Indian Railway Stores Service

    This branch is responsible for bulk expenditure for procurement of materials required for maintenance, day-to-day functioning, developmental projects, etc.

    Recruitment to this department is also followed by a probationary term. The training is given at the Railway Staff College at Vadodara followed by training in various Depots, in the Headquarters of Supply and Disposal, and workshops/loco sheds where materials have to be supplied or recovered for disposal.

    Eligibilty:

    Direct recruitment to posts and services in Class I and Class II for non-technical services - the Indian Railway Traffic Services (IRTS), the Indian Railway Personnel Services (IRPS), the Indian Railway Accounts Services (IRAS), and the Railway Police Service is made through Union Public Service Commission. To be considered for employment in the Railways, a candidate needs to pass the Combined Civil Services Examination and an allied examination for the Railways. The eligibility for UPSC exams is a graduation in any subject.

    For employees who are recruited though the Combined Civil Services Examination, no particular discipline is specified at the graduate level. However for the Railway Engineering Services an engineering degree or its equivalent is a must

    Training for recruits for the Railway Engineering Services is provided at five centralised training institutes. For the selection of mechanical engineers, a Special Class Railway Apprenticeship Examination is held. The chosen candidates are given a four-year probationary training. The minimum eligibility is HSC with PCM.

    Apart from officers in various departments RRBs also recruit Train Loco Pilots, ASMs, Guards, Teachers, Physical instructors, Doctors in various departments, nurses and paramedical personnel through countrywide written tests.

    Plea in court against late-running trains

    New Delhi: Indian Railways face a legal case for running trains late and putting passengers into trouble.
    Ramnath Garg, a Delhi resident, has filed a public interest petition in the Delhi High Court who has pointed out that trains running late by several hours put passengers in trouble as they go without food and water for protracted periods of time.

    Citing Section 15 of the Railways Act, 1989, under which the authority is bound to provide basic amenities during a railway journey when trains are delayed by more than two hours, the petitioner has sought directions to the central government to arrange for day-to-day requirements such as food and water for the passengers.

    Garg, through his counsel Sugriv Dubey, said in his petition that people had to suffer and lost their purpose of visit because trains do not run timely.

    “The trains are not organised for timely running due to the negligence of the employees and the major reason is that if the trains are late then concerned employees get extra benefits of their extra duty,” the petitioner alleged.

    Highlighting the agony faced by the senior citizens and children,the petitioner said that it had become a routine for the railway to delay the trains without assigning any reason to the passengers.

    In its endeavour to become world’s No.1 rail transport network, the Indian Railways during the past few years have registered an unprecedented turnaround in its fortunes that has helped launch itself towards a path of gigantic growth and development, keeping in view the future transportation needs of the economy. Milestones have been bettered and sights set on newer ones, especially those that beckon it during the 11th Plan period such as the freight loading target of 1100 million tonnes during that period. The year 2008 has been significant for the Railways in achieving goals and targets with regard to the following:

    Taking lead in boosting Indian economy
    In the wake of present recession in the world economy, Indian Railways have drawn up plans towards the upgradation of rail infrastructure and procurement of new assets of rolling stock during the current financial year with an estimated expenditure of Rs. 37,500 crore to shore up the infrastructural development and upkeep. The move will go a long way in boosting the Indian Economy. Over the past few years, Indian Railways has been marching in tune with the requirements of the national economy and it has bettered the targets it set for itself in the process. Indian Railways have emerged as one of the major movers of economy as its plan size in the year 2007-08 has gone upto Rs. 37,500 crore from a plan size of Rs. 10,177 crore in the year 2000-01 and it has shown tremendous financial performance by achieving a cash surplus of Rs. 25,000 crore in 2007-08 as against a meager cash surplus of Rs. 350 crore in 2000-01.
    Despite hike in diesel price, the Indian Railways did not pass Railways’ additional financial burden on its users – both Railway passengers and freight customers. Indian Railways consume 227 crore litres (2.27 billion litres) diesel per annum and an increase in the price of diesel by Rs. 3/- per litre cost Railways Rs. 681 crore annually. Railways absorb the diesel price hike by improving its productivity, efficiency and volumes.

    Revenue generation
    The total approximate gross earnings of Indian Railways on originating basis during 1st April-30th November 2008 were Rs. 49818.10 crore compared to Rs. 43726.51 crore during the same period last year, registering an increase of 13.93 per cent. The total approximate freight earnings have gone up from Rs. 29146.18 crore during 1st April-30th November 2007 to Rs. 33392.83 crore during 1st April-30th November 2008, showing an increase of 14.57 per cent. The total approximate passenger revenue earnings during first eight months of the financial year 2008-09 were Rs. 14324.32 crore compared to Rs. 12698.25 crore during the same period last year, registering an increase of 12.81 per cent. The approximate revenue earnings from other coaching and sundry amounted to Rs. 2097.27 crore during April- November 2008 compared to Rs. 1881.37 crore during the same period last year, showing an increase of 11.47 per cent.
    The total approximate number of passengers booked during April- November 2008 were 4717.37 million compared to 4430.75 million during the same period last year, showing an increase of 6.47 per cent.
    Indian Railways have carried approximate 534.60 million tonnes of revenue earning freight traffic during the first eight months (i.e. April – November 2008) of the current financial year 2008-09. The freight carried shows an increase of 32.41 million tonnes over the freight traffic of 502.19 million tonnes actually carried during the corresponding period last year, reflecting an increase of 6.45 per cent.
    The operating ratio in the Indian Railways is amongst the best in the world and has reached the level of 76 per cent during the year 2007-08.

    First ever train service in Kashmir flagged off
    The long awaited dream of the people of the Kashmir Valley was finally fulfilled when the Prime Minister flagged off the first train service in Kashmir Valley on 11th October 2008. The prestigious project was launched in the year 1998. The DMU train service covers a distance of 66 kilometres and There are nine stations in its entire journey. The stations are at Budgam, Srinagar, Pampore, Kakapora, Awantipora, Panjgam, Bijbehara, Rajwansher and Anantnag. The train runs twice in a day from either side and entire journey takes one hour and 35 minutes.

    A milestone in the era of mutual cooperation with other countries
    In a major move aimed at cooperation between the two giant railway systems of the world, namely Indian Railways and Chinese Railways, a Memorandum of Understanding (MoU) was signed between Beijing during the Prime Minister’s visit to China in January 2008. The MoU envisages development of rail related programmes of mutual interest, consultations, training and visits to each others’ countries. In the month of May 2008, a MoU was signed by Indian Railways and SNCF International (French Railways) for promoting bilateral cooperation in the rail sector. Cooperation between India and Malaysia in the rail transport sector reached new heights with the Government of Malaysia entrusting the mega project of electrified double tracking project between Seremban–Gemas (in Malaysia) to IRCON, a Public Sector Undertaking of the Ministry Railways in May 2008.

    Enhancing efficiency and safety in train operations
    In order to increase efficiency and enhance safety in train operations, modern signalling system with Route Relay/Panel/Electronic Interlocking along with Multi aspect colour light signalling in replacement of over-aged mechanical/multi cabin signalling system has been provided at 421 stations during the period January 2008 to November 2008. Auto signalling to increase line capacity has been provided on 236 Route Kilometres during January 2008 to November 2008. It has also been decided to provide Auto Signalling on all saturated high density sub urban routes. This will reduce dependence on human element & enhance safety.
    Automatic clearance of Block section has been provided at 422 sections through use of axle counters and 349 Nos. of level crossing gates have been interlocked with signals during Jan’08 to Nov’08. Train Protection Warning System (TPWS) has been commissioned on Chennai Central – Gummidipundi suburban section (50 Route KMs) of Southern Railway in May’08 as a pilot project. This system prevents ‘Signal Passing at Danger’ cases and enforces implementations of speed restriction. Second pilot project of Train Protection Warning System on Delhi-Agra section of Northern/North Central Railway is under various stages of installations.
    In order to facilitate prevention of trains’ collision, Anti-Collision Device (ACD) on Katihar-Guwhati-Dibrugarh-Ledo section of North-Frontier Railway is operational. Further, works for its provision on three Railways (Southern/South Central/South Western Railway) have been taken up and are targeted to be completed within next two years.

    Connecting Northeastern state capitals with rail link
    Taking another step towards Indian Railways’ avowed goal of connecting all Northeastern state capitals, the newly constructed Manu-Agartala railway line opened and introduced two daily train services to Agartala, capital of Tripura from 5th October 2008. While the first pair of trains run between Lumding and Agartala, the second pair runs between Silchar and Agartala. In addition, Bullet proof locomotives have been introduced on terror prone areas on Northeast Frontier Railway so as to boost the morale of the running staff for providing hassle free train service.

    New Production Units in 11th Five Year Plan
    Indian Railways have decided to set up new Production Units during the 11th Five Year Plan. These are; Wheel Manufacturing Plant at Chhapra with the production capacity of 1,00,000 wheels per year, Green Field Electric Locomotive Factory at Madhepura with the capacity of producing 120 electric locomotives per year, New Rail Coach Factory at Rae Bareilly with production target of 1000 coaches per year and Diesel Locomotive Manufacturing Unit at Marhowra with production capacity of 150 diesel locomotives per year. These Production Units will be set in joint venture with public private partnership.
    In addition, while presenting the Railway Budget 2008-09, it has been announced that a new rail coach factory will be set up in the state of Kerala to meet the requirement of passenger coaches in the country.

    Technological Up-gradation of Telecommunication Systems
    To connect remote locations where cable connectivity is not possible, IR has set up and commissioned satellite communication technology based V-SAT network in current year. The hub of this network is commissioned at New Delhi which is connected to more than 200 remote locations for Freight Operation Information System (FOIS) applications. This network is also planned to be used for connectivity from disaster sites, for disaster management.
    The trial on Satellite Imaging for Rail Navigation (SIMRAN) has been successfully completed by RDSO/Lucknow in coordination with IIT/Kanpur, which involves Real Time Train Tracking using GPS and Mobile (GSM) Technologies. This project envisages dissemination of Real Time Train Running Information through Internet, SMS and Display Boards at the stations and on trains. It is proposed to further implement the project over Indian Railways on all mail and express trains.
    Railtel Corporation of India Ltd. (RCIL) was set up with the aim to modernize the telecommunication system of Indian Railways as well as earn revenues from the surplus capacity of Optical Fiber Cable (OFC). Railtel has earned Rs. 155 crore upto November 2008 which is higher by 44% over the corresponding year of last year. The earnings this year are more than Rs. 50 crore over the corresponding period of last year.
    A total of 30,000 Route Kilometres OFC has been commissioned on Indian Railways. Work of upgradation of OFC network to high bandwidth STM-16 network is in full swing and has already been commissioned on all important routes totaling about 25000 RKMs. 204 important and 2935 other stations have been put on OFC network of Indian Railways.

    Electrification of railway track
    Indian Railways have setup a target for electrification of 1000 route kilometers during the current financial year. Today, on Indian Railways, 17811 route kilometers has already been electrified which constitute to 28 per cent of the total rail network and 36 per cent of the Broad Gauge route carrying nearly 65 per cent of freight and 50 per cent of passenger traffic. The electric traction is a cheaper option as about Rs. 4500 crore are spent on electric traction energy compared to Rs. 6200 crorre being spent on diesel. Indian Railways are working closely to ensure the completion of pending works of electrification so that its dependence on diesel which is largely imported, is reduced in the times to come.

    Strengthening of security on Indian Railways
    Ministry of Railways has taken several steps to strengthen its security setup. An integrated Security System is being implemented over stations (including sub-urban stations) of Metro cities of Chennai, Delhi, Kolkata and Mumbai and other 140 vulnerable/sensitive stations of Indian Railways. This system comprises of :- Internet protocol based CCTV system with video analytics ; Access control; Personal and baggage screening system; Explosive detection and disposal system.
    On the recommendations of Norms Committee, which had been formed for fixing scales/norms for procurement of modern security related equipment, Ministry of Railways have allocated Rs. 60.76 crore for procurement of security equipment to be used by the Railways Protection Force(RPF). RPF has been upgraded with modern security gadgets like INSAS 5.57 mm rifles, AK-47, SLR 7.62mm, Carbine 9 mm, Pistol Auto 9mm, Bullet Proof Jackets and Helmets, Walkie-Talkie, Hand Held Metal Detectors, Door Frame Metal Detectors, Dog Squad etc.
    For the convenience of railway users, initiative of ‘Mobile Helpline’ has been introduced during the year 2008. Vigilance officials are always available 24x7 on the Mobile Helpline No. 155210 on which railway passengers can lodge their complaints of bribery/corruption against railwaymen. Wherever possible, action is taken on real time basis for redressal of their grievances. From the feed-back received so far, the facility of Mobile Helpline can be considered to be a success.

    Luxury trains to boost tourism
    The Ministry of Railways has signed a MoU with the Government of Punjab state on 1st October 2008 for operation of a luxury tourist train. The luxury tourist train will cover the major tourist destinations of Punjab and North India including the golden triangle of Delhi, Agra and Jaipur.
    A luxury tourist train in association with Karnataka State Tourism Development Corporation has been launched in Karnataka-Goa sector. The train was flagged off by Hon’ble President of India on 2nd February 2008 at Yashwantpur. The train brand named as ‘Golden Chariot’ is the fourth of its kind in the Indian Railways. The seven nights/eight days itinerary includes Bangalore-Mysore-Belur-Halebid-Shravanableagola-Hampi-Badami-Pattadakal-Goa-Bangaglore.

    World Heritage Site
    In its continuous signifying remarkable success, the Indian Railways added another feather in nation’s pride after getting recognition for its fourth railway site, Kalka-Shimla Mountain Railway as ‘World Heritage site’ The Kalka-Shimla Railway (KSR) has been described as one of the most Authentic Mountain Railways in the world. by UNESCO. The decision to add the Kalka-Shimla narrow gauge Railway to World Heritage site was taken at the meeting of UNESCO World Heritage Committee held in Quebec City, Canada, on 7th July 2008. The Kalka-Shimla Railway line was opened to traffic on 9th November, 1903. Indian Railways dedicated KSR as ‘World Heritage site’ to the nation at a ceremony held at Shimla on 9th November 2008.

    World-class railway stations
    In a bid to make Indian Railways the world’s No. 1 Railway network, the Committee on Infrastructure under the Chairmanship of the Prime Minister has approved the proposal to develop New Delhi Railway Station as a world class station. The Ministry of Railways has decided to constitute a Core Group for monitoring of Public Private Partnership (PPP) projects related to development of 26 World Class Railway Stations across the country including New Delhi Railway Station. The tender process is underway for upgradation of initially four Railway Stations to world class level including New Delhi.

    Dedicated Freight Corridor
    After Japan International Cooperation Agency (JICA) presented the final study report on Dedicated Freight Corridor (DFC) to the Ministry of Railways, the work is in progress at various stages.. The DFC projects are the flagship projects of Indian Railways and are certainly one of the most ambitious infrastructure projects in the country. Railways have proposed a 2700 kilometre long railway line project (Eastern Corridor – 1279 kms. and Western corridor – 1483 Kms.) as an augmentation of capacity of Indian Railways network to handle the large increase in volume of traffic expected over the coming years. Cabinet Committee on Economic Affairs has already given approval ‘in principle’ for the projects. Indian Railways have decided to upgrade the entire feeder routes of proposed Dedicated Freight Corridor (DFC) initially for 25 ton axle load and subsequently to 30 ton axle load. Four of these proposed feeder routes falling on Western Railway are Pipavav - Surendranagar – Viramgam – Mahesana, Viramgam – Samkhiali, Kandla Port – Gandhidham – Palanpur and Mundra Port – Gandhidham. The bridges falling on these feeder routes are also required to be upgraded for making them fit for 25/30 ton axle load train operation.

    Coal transportation agreement
    In a significant move at facilitating power generation in the country, Indian Railways signed a long term Coal Transportation Agreement M/s GVK Power (Goindwal Sahib) Ltd. for transportation of coal for 2X270 MW power plant at Goindwal Sahib in Tarantaran (Punjab) on 11th december 2008. The agreement assures the supply of coal to the power plant for a period of 25 years and provides for premium charges and penalty charges for both the parties. Ministry of Railways had already entered into similar agreements with M/s. Rosa Power Supply Co. Ltd. and M/s. Nagarjuna Power supply Co. Ltd. in 2007.

    Highest bonus ever paid to employees
    As a result of the overwhelming performance of the Indian Railways during the financial year 2007-08, the Cabinet has approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus to the extent of 73 days wages for the financial year 2007-08. This payment benefited approximately 13.25 lakh non-gazetted eligible Railway employees.

    Excellent achievements in sports
    The first ever Railwayman winning an Olympic medal brought glory to India and to Indian Railways in particular. The Railwayman, Shri Sushil Kumar won Bronze medal in the Men’s freestyle 66-KG Wrestling at the Olympics – 2008 in Beijing. On this remarkable achievement, Shri Sushil Kumar was rewarded with a promotion to the post of Asstt. Commercial Manager from his present post as Chief Ticket Inspector and also a cash prize of Rs. 55 lakh.
    The Indian Railways retained the title beating Delhi (25-16) in the women section while Indian Railways won the men’s title beating Services (28-25) in the 56th Senior National Kabaddi (Men &Women) Championship held in New Delhi from 11th to 14th October 2008. Shri Rakesh Kumar in men’s section and Ms. Mamta in women’s section both from the Indian Railways have been declared best players of this Championship.(CGS)

    6. Periodical re-examination of serving Railway Employees:



    6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



    6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



    Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



    (a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



    (b) Absence from duty for a period in excess of 90 days.



    (2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



    If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.
