Ref: Board’s Letter No. E (P&A) II- 2005/RS/34 dated 26-12-2008.

The Union has already sent you a Letter of even number on 27-12-2008 in connection with the above and requested you to take up the issue at the Railway Board level as the Running Staff are very much agitated over the poor rate of mileage calculated in their favour by the Railway Board.

After sending the- above Letter to you I have received a Letter on the subject from the Secretary of Loco Traffic Running Staff Branch which contains more details on the issue, which I hope, will help you to deal the matter further. I wish you to connect this along with my letter of 27-12-2008 and take appropriate steps on the issue as expeditiously as possible as the Running staff are restive and agitated.

Sub;- Anomaly In calculating the revised rates of kilometerage allowance and

Allowance in lieu of kilometerage

Dear Comrade,

With reference to the Rly Board Lr. No. stated above it has come to know that revised rates of kilometerage allowance and allowance in lieu of kilometerage have been calculated and specified according to the TA/DA rate as on 01-01-2006 @ Rs. 105/- taking in to account as 20 days TA. However, the Grade pay is not taking into account along with the mean pay of the pay band. Further it has been also brought to your notice that the TA rate has been revised w.e.f. 01-09-2008 @ Rs.340/- for employees drawing grade pay of Rs.4200 to 4800. Accordingly the rates of kilometerage allowance and allowance in lieu of kilometerage w.e.f 01-09-2008 inclusion of the grade pay was supposed to be revised where as it has been stated wrongly vide pars no.4 that the running staff may be granted kilometerage allowance / ALK w.e.f. 01-09-2008.

The revised format for calculating the rates of kilometerage allowance and ALK is hereby specified for your kind perusal.

Rates of kilometerage allowance and ALK for Pass Driver in the pay band of 9300-34800 w.e.f. 01-01-2006 is to be calculated as follows

Average monthly kilometers of Pass Dr(LPP) =5100

The mean pay of pay band 9300- 34800 =9300+ 34800 = 22050

Grade pay of Pass Driver (LPP) =4200

30% of pay (22050+4200) =7875

20daysTA@105 as on 0l-01-2006 =2100

Rates of kilometerage allowance per 100 km

=30% of mean of mean pay +20daysTA x 100

        Average monthly kms

=7875+2100 x100

      5100

=Rs.195.59 i.e. Rs.196/-

Rates of Kilometerage allowance and ALK for Pass Driver in the pay band of 9300-34800 w.e.f 01-09-2008 is to be calculated as follows

The TA rate is revised w.e.f 01-09-2008 as Rs340/- for employees drawing grade pay of Rs.4200 to 4800

As per the revised calculation,

Average monthly kilometerage of Pass Dr(LPP) = 5100

The mean pay of pay band 9300- 34800 = 9300 +34800 = 22050

Grade pay of Pass Driver (LPP) = 4200

30% of pay = 7875

20days of TA@340 =6800

Rates of kilometerage allowance per 100km

=30% of mean of mean pay +20daysTA x 100

        Average monthly kms

=7875+6800 x l00

    5100

= Rs. 287.75 i.e. Rs.288/-

From the above it is very clear that the rates of kilometerage allowance and ALK is supposed to be calculated as per TA rate @ Rs.105/-w.e.f 01-01-2006 to 31-08-2008 and as per TA rate @ Rs.340/- w.e.f. 01-09-2008 Inclusive of Grade pay in both the cases. And therefore the revised rates of kilometerage allowance w.e.f 01-01-2006 to 31-08-2008 will be @ Rs. 195.59 (Rs.196/-) and further w.e.f 01-09-2008 will be @ Rs.287.75 (Rs.288/-) instead of Rs.170/- for 100 kms.

Likewise the ALK w.e.f. 01-01-2006 to 31-08-2008 will be Rs.313/-, further w.e.f. 01-09-2008 will be Rs.460/- instead of 272/-. Additional allowance may also be considered for the same.

The revised rates of kilometerage allowance and ALK for LP MExp, LPG, LPStg, ALPs and Guards shall also be revised in the same manner.

It is requested from the Branch to look into the matter very seriously and to do the needful to eradicate the anomalies in the calculation of the revised rate of kilometerage allowance/ALK of running staff. Since the running staffs are being deprived of huge monetary benefit.

Subject: Implementation of the Recommendations of the Visual Sub-Committee.



6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.




Ammendment: It was ammended in 1993 as below



Age Group PME Due



Age 00-45 every 4yrs



Age 45-55 every 2yrs



Age 55-60 every year
Details:-
As per Rly Bd's Guideline of Medical Exam issued vide LNo. 88/H/5/12 dated 24-01-1993

a) PME would be done at the termination of every period of 4 years from date of appointment / Initial medical Exam till the date of attainment of age of 45 years, every 2 years upto 55 years & there after annual till retirement.
b) Employees who has been periodically examined at any time within 2years prior to his attaining the age of 45years would be examined after 2years from the date of last PME & subsequent PME for every 2years upto 55years age.Of
