National Launch of Unique Identification Numbers (Adhaar)

National Launch of Unique Identification Numbers (Adhaar)

On 29th September 2010, Prime Minister Dr. Manmohan Singh and UPA Chairperson Smt. Sonia Gandhi will launch the issue of Unique Identification Numbers (Aadhaar) nationally by distributing the first set of numbers among the villagers. This launch will take place in Nandurbar District of Maharashtra where the Unique ID Mission will be dedicated to the nation.
The Unique ID Authority of India started working in the month of August 2009. The Government had committed to issuing the first set of Unique ID numbers in 12 to 18 months. In the ensuing period of last one year, the infrastructure for this complex project has been set up. With the launch date for the project scheduled for September 29, 2010 the Unique ID Mission has achieved its goal of on-time delivery.
The goal of the UID Mission is to deliver Unique Identification Numbers (Aadhaar) to every resident in the country. In addition, it aims to establish a cost-effective, ubiquitous authentication infrastructure to easily verify these identities online and in real-time.
Today there are a large number of residents, especially the poorest and the most marginalized, who face challenges in accessing various public benefit programs due to the lack of possessing a clear identity proof. The Aadhaar number will ease these difficulties in identification, by providing a nationally valid and verifiable single source of identity proof.
The UIDAI will ensure the uniqueness of the Aadhaar numbers through the use of biometric attributes (Finger Prints and Iris) which will be linked to the number. This will help agencies and service providers across India clean out duplicates and fakes from their databases. The elimination of duplicate, ghost and fake identities across various schemes is expected to substantially improve the efficiency of the delivery systems by ensuring that the leakages are reduced and the benefits reach the right people.
The Aadhaar number will also enable the delivery of various services at the grass root level in a cost effective and efficient way. An example of such an Aadhaar-enabled service is in banking for the poor. With the Aadhaar number, residents will be able to easily fulfill the Know Your Customer (KYC) requirements of banks. They will be able to verify their identity through the Aadhaar number to banks both in person or remotely, using a mobile device. As a result, banks will be able to provide branchless banking services to hard-to-reach rural regions, and the use of electronic transactions will further bring down costs. Similarly, electronic transfers of benefits and entitlements can be enabled through Aadhaar-linked bank accounts of the beneficiaries.
India will be the first country to implement a biometric-based unique ID system for its residents on a national scale. The national launch of Aadhaar on 29th will herald a new chapter in the efforts of the Government in enabling inclusive growth and bringing in greater efficiency and transparency in governance. Aadhaar has the potential to fundamentally transform the service delivery and governance in the country.

Expected PLB to group `C’ and `D’ Railway employees for the year 2009-10

No.AIRF/387                             Dated: September 27, 2010

The General Secretaries,

All Affiliated Unions,

Dear Coms.,

Sub: PLB to group `C’ and `D’ Railway employees for the year 2009-10

I understand your anxiety about the PLB. As you are aware, Ministry of Finance was putting all its pressure to change the PLB formula, for which we did not agree.

Now, they are insisting that, if Railways want to increase number of days, it will require approval of the Cabinet.

According to existing PLB formula, there should be minimum increase of 02(two) days than the last year, which will come to 77 days. We have discussed this issue at the highest level and expressed our anguish over the delay in announcing PLB for the year 2009-10.

Hope, the issue will be sorted out soon and orders to this effect will be issued early. This is for your information.

Comradely yours,

(Shiva Gopal Mishra)

General Secretary

Track-monitoring system introduced in Bangalore Division

Track-monitoring system introduced in Bangalore Division

Railway Bangalore Division has completely computerised its track-monitoring system, becoming the first division to do so in South-Western Railways and the fourth division in the country.

Disclosing this to Express, Divisional Senior Engineer (Coordination), V Haribabu, said now that the computerisation was over, they could monitor any activity happening around 1,000 km of the railway tracks belonging to Bangalore division.

“At the time of derailment or any other crisis, we were unable to take any decisions unless we went to the spot and assessed various things, including visibility and availability of manpower. Now everything can be known through the net and we can take decisions on the spot,” he said.

He added that with computerisation, employees could not skip work after marking attendance. Elaborating, he said the system enabled the authorities to see how many people were working.

This way, they have done away with 15 registers. Also, with a bit of calculation, the authorities can asses how much work can be done by each individual and ensure that it is done.

As there are many vacancies in the department, computerisation will enable the authorities to move the surplus manpower from one place to another as per the need. Even the stores have been computerised. This enables tracking the actual stock position of the accessories and the place where they are.

“Now it will not be easy to pass the blame on someone else whenever something goes wrong as everything and [all the] actions of all the employees in the division, including the track inspectors, artisans, gangmen and officers, are documented,” Haribabu said

The other three division that are completely computerised are Agra, Secunderabad and Salem.

5-digit train numbers from December 2010

5-digit train numbers from December

Passengers booking tickets in Mail and Express trains need to add prefix 1 before the existing four-digit numbers while checking the reservation position through the enquiry system.
Aiming at bringing uniformity and logical basis for numbering of trains, the Indian Railways has decided to introduce five-digit numbering system for all passenger trains.
The new five-digit numbering system will be effective from December this year.
Currently, trains have varying numbers including three-digit, four-digit and alpha-numeric ones.
Five-digit train numbering has become necessary as the four-digit system has been exhausted, a senior Railway Ministry official said. However, the official clarified that the names of the trains are not being changed.
The five-digit scheme proposes to cover all passenger carrying trains including Duronto, Rajdhani, Shatabdi, Garibrath and suburban holiday specials. However, it will not cover freight trains.
“CRIS (Centre for Railway Information Systems) has been instructed to make necessary changes to modify the software accordingly,” said the official.
After the software is ready, the new numbers will be reflected in the passenger reservation system and the train enquiry system.

He has been deeply inspired by the legacy of AIRF stalwarts, including V.V. Giri, Jai Prakash Narayan, Com. J.P. Chaubey, Com. T.N. Bajpai and present AIRF President, Com. Umraomal Purohit. Shri Mishra believes that the fundamentals and structure on which AIRF stands is ageless and is imperative for all time.

Shri Mishra while believes in negotiated settlement to resolve the issues but in case of impasse or injustice meted out to Railwaymen, he is always ready to initiate stringent and tougher measures and struggle for the cause of common Railwaymen and working masses at large.

Shri Mishra is very voracious reader of philosophy, classics, and history. He read deeply the history of contemporary trade union movement focusing Rail industries across the globe. He is a fluent orator both in Hindi and English. Shri Mishra is an apt learner in everything occurring under the sun. He possesses wider vision supported by his ever missionary zeal and blueprint for action plan for the cause of Railwaymen and working masses at large. He is devout admirer of consensus management and an advocate of workers' participation, their involvement, motivation and recognition at every level including in decision making process. He believes in lubricated communication mechanism with his easy access by any Railwaymen.

Shri Mishra is a computer savvy and supports use of computer at micro levels of trade union activities.

Shri Mishra has extensively travelled across the globe delivering lectures and participating in various seminars, symposia and workshops on workers' welfare, security and growth.

Shri Mishra has deep interest towards corporate-social responsibility for the society and the nation at large.

He has established R.C.L. Mishra Foundation for underprivileged students in 2001 that has since becoming an international movement. He has been the Patron of the International Convention of Students Quality Circles since 1997.
