Enhance the rates of Stitching charges for uniform for eligible employees

Staff Side of the National Council JCM has raised a demand to enhance the rates of Stitching charges for uniform for eligible employees. After the matter has been considered and decided to revise the rates of stitching charges with effect from April, 2011 to eligible Central Government employees. The Department of Personnel & Training issued an Office Memorandum (F.No. 141 1/2010-JCA2) with the details of revised rates on 18.04.2011.

Consequently the Railway Board has decided to revise the rates of stitching charges towards uniform for eligible railway employees as per Dress Regulations, 2004.

Flash your mobile phone to check your train tickets

Ever thought of the day when you wouldn’t carry your train ticket and instead got it checked through your laptop? Does flashing your cell phone to the ticket checker sound too good to be true? Not anymore.

The Indian Railways has allowed a new mode of ticket verification.

The newly introduced scheme of allowing the display of a screenshot of the e-ticket through laptops, palm tops and mobile phones along with the prescribed identity proof in original has come into force, according to the railway website IRCTC.

According to the website, “ERS (electronic reservation slip)/VRM (virtual reservation message) along with any one of the eight prescribed ID proofs in original and the indication of the passenger(s) name(s) in the Reservation Chart will authorize the passenger(s) to travel on train.”

The ERS is the regular ticket printout which contains the PNR, name, age and berth details of the passenger.

Now all one needs is a ‘VRM’ to travel.

According to IRCTC, “a screenshot of the e-ticket displayed through laptops/palmtops/ mobile phone is referred as VRM.”

The VRM, combined with one of the accepted IDs in original will be treated as an instrument on par with the ERS.

Prashanth Mukundan, an engineering student and frequent traveller, said, “I have heard about this VRM, I can now easily transfer the screenshot to my phone. This will save me the hassle of getting a printout.”

Although the IRCTC claims the enforcement of this rule, the Railway has not given any promotion for the VRM yet, leaving travellers unaware.

When presented with a VRM, a train ticket examiner (TTE) aboard the Vaigai Express said that the examiners have not yet got the notification of the rule enforcement although they are aware of it.

He further went on to say that there was a lack of coordination, since IRCTC has advertised this system and TTEs are yet to get intimation.

The TTEs are aware of the VRM, but are the other ticket-checking personnel? An official at the junction was shocked when a screenshot was presented to her. When she was made aware of the system, she had a confused look on her face.

The notice further goes on to say, “ERS/VRM along with any one of the prescribed proofs of identity in original will also authorize the passenger to enter the platform on the day of journey and he/she will not be required to purchase platform ticket. ERS/VRM along with original ID proof will be required to be produced on demand of ticket checking staff on the platform.”

The Divisional Railway Manager, Tiruchi, P.V.Vaidialingam said, “We have already passed the notice for accepting VRMs with IDs as valid tickets. The rule is in place and all employees concerned have been issued circulars regarding this. Passengers can now use the ticket screenshot accompanied by the prescribed ID for ticket verification.”

Next time when you are in a hurry and are unable to take a printout, you can avoid paying fine by using a VRM. However, a valid original ID proof is a must in all cases to authenticate the ERS/VRM.

Tier 3 emissions standards drive locomotive evolution

USA: The introduction of EPA Tier 3 emissions standards for main line locomotives in January 2012 was clearly reflected in the variety of motive power on show at the Railway Interchange 2011 outdoor exhibition at CP's Humbolt Yard in Minneapolis on September 18-20.

Progress Rail Services was showing a purpose-built Tier 3 compliant version of the successful EMD SD70Ace locomotive, equipped with a modified 710G engine to meet the new regulations. It is also fitted with PTC onboard equipment and cab displays, with Progress saying most are now being delivered PTC-ready.

Progress Rail was also showing one of five PR30C demonstrators being used to meet the much stricter Tier 4 standards due to come into force in 2015. A rebuilt SD40-2, PRCX 3004 has been fitted with a Caterpillar 3516 engine, selective catalytic reduction exhaust cleaning equipment and a Zeit control system. The locomotive has recently been running with UP in California to achieve certification under the state's air quality regulations, and is now embarking on a further test programme to obtain full EPA certification. Progress has recently won an order to supply four Tier 4 compliant four-axle locos to an unspecified customer.

GE Transportation was showing one of its latest ES44AC locomotives, delivered to Union Pacific in August. The company has 15 pre-production Tier 3 compliant locomotives in test service with BNSF, but is still supplying Tier 2 units at present. It expects to switch to Tier 3 production in November ready for first deliveries in January. The company is also working towards Tier 4, which it says will be 'a significant challenge'.

Meanwhile, genset specialists NREC and RJ Corman Railpower both had examples of two and three engined shunting locomotives on display at Humbolt Yard. Most of these 2000 hp units are aimed at yard shunting and short haul operation.

Railpower's show locomotive had three Deutz powerpacks, but the company confirmed that it is developing a four-engined unit with Cummins engines. Rated at 3 000 hp, this is due to roll out before the end of the year and will be used on a regular heavy duty cycle on one of RJ Corman's regional rail operations.

Indian Railways to get its most powerful diesel locomotive WDG-5

Locomotive major Electro-Motive Diesel Monday said it has completed the design for a high-horsepower locomotive for the Indian Railways.

According to the company, the new design – WDG5 – would be developed into the most powerful diesel locomotive in the country with a power output of 5,500 bhp.

“This diesel locomotive has an output of 5,500 bhp, which will make it the strongest diesel locomotive ever to run on the Indian rail network,” the company said in a statement.

The company further said that the locomotive has a tractive effort of 560 kn and can pull more load at higher speeds with less emissions than engines which are currently in use.

“We have great confidence that the WDG5 will be the locomotive of tomorrow for Indian Railways,” said Glen Lehmann, chief marketing officer, international, Electro-Motive Diesel.

The design entails the usage of modern technologies like electronic fuel injection and more.

“It includes electronic fuel injection, radial grids and high adhesion, lightweight fabricated bogies,” Lehman said.

The interiors of the locomotive would have crew-friendly features and modern controls.

“It has modern driver interface and crew-friendly features, such as an air conditioned cab and toilet, which is another first for the Indian Railways’ fleet.”

The new design was completed in collaboration with the Research Designs and Standards Organisation (RDSO) and Diesel Locomotive Works (DLW) of the Indian railways.

Currently, the company provides service support to Indian railways’ locomotive facilities at multiple locations.

The Minister of Railways, Shri Dinesh Trivedi, at a press conference here today, announced the constitution of a High Level Safety Review Committee. The committee comprising of eminent persons/experts in technical and high end technology related fields with experience and expertise in a managing innovation in technology and change will also provide a valuable independent outsiders’ view in respect of the system and protocols. Present on the occasion among others were the Minister of State for Railways Shri Bharatsinh Solanki, Chairman Railway Board, Shri Vinay Mittal, Board Members and three members of the new committee.
The Committee will be headed by Dr. Anil Kakodkar, Former Chairman of Atomic Energy Commission, and assisted by Dr. N. Vedachalam of Vikram Sarabhai Space Center, Thiruvananthapuram, Prof. Sanjay Dhande, Director IIT Kanpur and Sh. G.P. Srivastava Director E&I Group, Bhabha Atomic Research Centre. Shri E. Sreedharan, Managing Director, Delhi Metro Rail Corporation has kindly consented to act as the Advisor to the Committee.
Based on the accidents and their consequences witnessed in the recent past, the Committee would examine aspects connected with Signalling Systems, Rolling Stock (of all types), Fixed Structures (Tracks, Bridges and OHE), Human Resource Development with emphasis on Training, Education and Research, Need for a Third Party Audit, Organisational and structural changes in RDSO and in any other department, and improvements in procedural system and improvement in procedures and systems and any other item/modification which Committee may desire.
The Committee would lay down the road map on safety related issues which need to be addressed in the short term and the long term and would give invaluable recommendations which would have a significant bearing on further improvement in the systems and protocols. Indian Railways would make all efforts to address the recommendations of the High Level Committee with a view to achieve further improvement in the safety environment on the Indian Railways.
Safety in train operations is accorded the highest priority by Indian Railways and all measures are being taken on a continual basis to prevent accidents and enhance safety. Despite the fact that safety record of Indian Railways has shown considerable improvement progressively, with the number of train accidents decreasing from over 2000 in 1960-61 to 473 in 2000-01 and further to 141 in 2010-11, with a corresponding reduction in the accidents per million train kilometers (globally accepted index of safety) from 5.50 in 1960-61 to 0.65 in 2000-01 and further to 0.15 in 2010-11, we in the Railways are seriously concerned with any accident, particularly an accident involving loss of human lives.
The recent accident of Kalka Mail in July 2011 near Kanpur on North Central Railway involving 70 casualties and also the collision near Arakonnam on Southern Railway involving 10 causalities has necessitated a holistic assessment of further additional measures which can be adopted to further enhance the safety environment on the Indian Railways. It is pertinent to mention that 57 consequential accidents have occurred in the current financial year i.e. from 1st April to 15th September 2011 in comparison to 65 accidents in the corresponding period of the previous year, which included 23 incidents at unmanned level crossing gates in each of these two years.
As far as Indian Railways is concerned, there can be no tolerance even for a single accident involving loss of human life but the substantial growth in the passenger and freight traffic handled by the system does definitely put considerable strain on the infrastructure which needs to be addressed progressively. In the previous decade, the total number of average passenger and freight trains run daily on the Indian Railways’ system have increased by 30% from around 14,000 to almost 19,000. These include over 12,000 passenger carrying trains. The number of passengers carried have increased by almost 50% from around 4800 to 7200 million with a growth of almost 90% originating freight traffic from 473 million tonnes to 888 million tonnes. Indian Railways have in fact added over 450 trains including 325 passenger and 125 freight services in the last decade i.e. 2001-2010, to run on a daily basis as compared to only 30 daily trains added per year in the previous decade i.e. 1990-2000.
It has been Indian Railways’ constant endeavour to upgrade its infrastructure for meeting the safety requirement for handling the exponential growth of traffic. Pin pointed safety measures like up gradation of track structure, mechanized maintenance of track, improvement in welding technology, large scale track circuiting, introduction of electrical/electronic signalling systems, advanced monitoring systems such as axle counters, vigilance control devices on locomotives, improvement in rolling stock such as introduction of LHB type coaches and improvement in freight stock with air brake systems, upgraded design of locomotives, improvement of training methodology have received undivided focus and attention.
In view of the extreme demand on the Indian Railways’ system, both in respect of infrastructure as also skilled manpower directly connected with safety on the railways arising out of the aspirations of the general public and public representatives and with a view to ensure that safety is given overriding priority and no aspect connected with safety escapes attention, the need was felt for an objective assessment and validation of time tested systems and protocols in vogue on Railway system. In pursuance of these objectives, the above mentioned High Level Safety Review Committee has been constituted by the Ministry of Railways.

Chennai:After blaming the EMU driver for the Sitheri train collision that killed ten people last Tuesday, investigating railway officers are now studying the probability of a momentary malfunctioning of the signaling system. They call it the ‘signal flew back error.’
Sources said the last signal the Chennai-Vellore Cantonment EMU--which rammed the rear end of the Arakkonam-Katpadi passenger train--passed might have shown green for a few seconds, while in real it should have been red.
A ‘signal flew back error’ is when the system shows a wrong signal and turns to the right signal in a few seconds. “The driver might have seen the wrong signal, and by the time the signal corrected itself, the engine would have passed it,” the official said.
According to railway’s first inquiry report on the Sitheri accident, signals between Arakkonam and Sitheri had shown the right colours. “We found that the signals after Arakkonam station showed ‘attention’ (double yellow) and ‘caution’ (single yellow) alerts as a passenger train was on hold about 7km ahead on the same line. But the last signal is suspected to have shown green due to the error, and the driver might have increased the speed,” the official said.
An official in the signal and communication department of Southern Railway said lightning or minor glitches in the network can cause such an error. “From the data we have collected from all the signals along the stretch, it looks like a system error is probable. The driver has had enough experience and seemingly no intention to commit an accident,” said a higher official of Southern Railway.
Officials compare it with a recent train accident near Beijing in China where a bullet train ploughed into the back of another that had stopped due to a signal error. “There the signaling device malfunctioned due to lightning and failed to turn from green to red,” said the official.
A day after the accident, A Rajkumar, motorman of the EMU, had told TOI from his hospital bed that he did not violate signals. Later, he told railway investigating officers that the first three signals were yellow, but the last one showed green. This, he has reportedly told officers, was when he increased the speed.
Officials, who initially blamed him for the disaster, are now taking his statement seriously as the ‘signal flew back error’ theory has gained credence.
Additional divisional railway manager John Thomas said commissioner of railway safety S K Mittal is going through the signal records. The inquiry report is expected to be out in four days.

He said that "There was anxiety among the Railwaymen regarding delay in payment of PLB to Railwaymen for the year 2010-11.General Secy. discussed the issue with Hon’ble Minister for Railways on 24.09.11 morning and he has assured that he had talked to the Prime Minister and a Cabinet Meeting will be held on 28th September, 2011 in this regard. Thereafter, orders will be issued for the payment of PLB to the Railwaymen".

Subject: Collection of data in respect of sanctioned strength and incumbency position in all the grades of CSS/CSSS/CSCS.

            CS Division is the cadre controlling authority in respect of the three Secretariat Services, namely, CSS/CSSS/CSCS. The matter regarding discrepancies being noticed in the sanctioned strength as well as personnel of CSS/CSSS/CSCS posted in various Ministries/Departments was discussed in the Sixth Review Meeting with cadre units held on l5th September, 2011. In order to reconcile the data regarding sanctioned strength, incumbency position in all the grades of CSS/CSSS/CSCS, it was decided to undertake an exercise by CS Division to ascertain the exact strength of the personnel in all the grades of CSS/CSSS/CSCS in the Ministries/Departments. It is expected that this information can be compiled and furnished by the Ministries/Departments in a day or two.

2.         AIl the Ministries/Departments are, therefore, requested to furnish information as on September, 2011 in respect of the sanctioned strength and incumbency position along with names of the incumbents (Regular as well as Ad hoc) in all the grades of CSS/CSSS/CSCS in the format given below. Family Planning Allowance to Central Government employees :- Family Planning Allowance, it is one of the severe steps taken by the Central Government to check growing population. At that time incentives were announced to Government employees, those having three children. In the following days it was reduced to two children.

The sterilisation operation which is performed for this is known as tubectomy (for women) and vasectomy(for men). This is a permanent method of family planning, which means once you opt this and undergo this procedure the reversal of the condition is not possible.

Before 5th CPC the Family Planning Allowance was noted as Personal Pay and 6th CPC has recommended that the rates of Family Planning allowances has been doubled. According to the provisions contained in Finance Ministry’s O.M.No. 7(39)/E dated 4th December 1979, O.M.No.6(39)/98-IC.II dated 6th July 1999 and O.M.No.F.No.7(20)/2008-E.III(A) dated 24th September 2008, Central Government employees who undergone sterilisation were entitled to a Special Increment. One would get incentive according to the pay scale-grade, not to be absorbed in future increases in pay. The rate of increment was equal to the amount of the next increment due at the time of grant of the incentive and it remain fixed during the entire service.

Is there any age limit..?
Yes, Employees must be within the reproductive age group. If male employee should not be over 50 years and his wife should be between 20 to 45 yrs, Female employee should not be over 45 years and her husband must not be over 50 yrs.

Upto how many children is permissible for this allowance..?
The employees should have not more than two surviving children (upto three children prior to 21.07.1999). If twins are born after first surviving child and the number of surviving children crosses the ceiling of two children in second /subsequent delivery (ies) shall also be admissible.

Submission of hospital certificate made compulsory or not..?
Family Planning allowance would be granted only on production of sterilisation certificate issued by an authorised competent authority of Government hospital or Government aided hospital.

If the operation was prior to employment is eligible..?
The allowance is not admissible if the operation was prior to joining the Central Government services.

How do know the increment amount..?
The rate of increment (prescribed in the O.M.) applicable to the post held by you at the time of sterilisation.

If spouses died after operation..?
If the employee is drawing allowance and if his spouse dies, allowance cannot be stopped.

Is there any special leave for Family Planning..?
Male Employee :-
(i)  Maximum of 6 working days for vasectomy operation and for second time similar operation another 6 working days.
(ii)  Maximum of 21 working days for recanalization operation.
(iii)  Maximum of 7 working days to follow the date of operation, if his wife undergoes tubectomy, laproscopy or salpingetomy operation
Female Employee  :-
(i)  Maximum of 14 working days if she undergoes tubectomy/laproscopy and another 14 days for second occasion.
(ii)  Maximum of 14 working days for salpingectomy operation after Medical Termination of Pregnancy.
(iii)  One day’s Special CL on the day of IUCD/IUD insertion/re-insertion.
(iv)  Maximum of 21 working days for recanalization operation. Special CL for one day for her husband’s vasectomy operation.

The DA crossed 50%, the allowance also enhanced by 25% or not..?
No. The allowance not to be absorbed in future increase in pay.

Any time limit for this claim..?
No. However, claims submitted after 6 months of operation would be treated as delayed claim.  For such cases, employee is required to submit the reasons for delayed claim.

Sub: Feedback on meeting with the Hon’ble MR on long pending demands of the Railwaymen


Today I met Hon’ble Minister for Railways along with Coms. U.C. Tyagi, Mukesh Galav, Harbhajan Singh Sidhu, Jaya Aggarwal, S.K. Tyagi and handed him over memorandum on various long pending demands of the Railwaymen. The gist of discussions held with Hon’ble MR, in the presence of Chairman and Adviser(IR), Railway Board is appended below:-
1. LARSGESS – This scheme was launched by the Railways with a view that those employees who cannot work will retire voluntarily and their wards will be recruited in the Railways. Many a times we have raised this issue in various Fora that the recruitment against LARSGESS should be treated at par with compassionate ground appointment, but unfortunately up till now nothing has been done in this regard, with the result, the scheme, which brought lot of cheer and motivation in the mind of the Railwaymen, has now become null and void and the Railwaymen are now getting frustrated because of lots of riders on the implementation of this scheme. It is, therefore, requested that immediate orders should be issued to the Railways to treat LARSGESS at par with compassionate ground appointment.
Will be considered positively.
2. Payment of arrears of Running Allowance w.e.f. 1.1.2006, improvement in ALK and 25% increase in the rate of Mileage due to enhancement in the DA(reaching 51%) – These issues are pending since long, though being negotiated at the highest level in DC/JCM Forum, but needs early redressal to avoid discontentment among the Running Staff. Additional Allowance to Loco Pilots/Asstt. Loco Pilots and Guards working on freight trains.
Meeting will be arranged at an earliest.


3. Removal of Departmental Anomalies – Departmental Anomalies were unanimously agreed by the Railway Board and the same were referred to MoF by the Railway Ministry, but unfortunately nothing has been done in this regard.
(a) Grade Pay of Highly Skilled Gr. III should be at par with highly skilled Gr. I, i.e. GP Rs.2800.
(b) Grade Pay Rs.4800 should be extended for all categories of staff.
(c) Improvement in the grade pay of Technical and other Supervisors of apex grade by GP Rs.4800, other issues related to Technical Supervisors, Station Masters, Loco Inspectors, Chemical & Metallurgical Staff, Sr. Traffic Costing Inspectors, Information Technology Cadre, Health & Malaria Inspectors, Ex-cadre posts, Welfare Inspectors/Personnel Inspector, Publicity Inspectors, Enquiry-Cum-Reservation Supervisors, Ticket Checking Staff, Train Controllers, etc.
(d) Merger of Grade Pay Rs.2400 with Grade Pay Rs.2800 in case of Technicians
In the case of Technicians, the GP Rs.2400 allotted to Technician-II is to be merged with GP Rs.2800 of Technician Grade-I as decided unanimously in the Departmental Anomaly Committee, but this case is still hanging fire.
These should be addressed early.
Hon’ble MR has assured that he himself will pursue the matter with the MoF.
4. Productivity Linked Bonus to Railwaymen
Productivity Linked Bonus for the year 2010– 2011 be paid well before Durga Puja in cash, so that the staff working down the lines can get the same.
He has promised that the orders for PLB will be issued before “Pooja”, and it is assumed that it will be for 78 days.
5. 8th pass educational qualification for compassionate ground appointment
Compassionate ground appointment with minimum 8th pass educational qualification.
Will be considered sympathetically, particularly in the case of Trackmen, Safaiwalas etc.
6. Filling up of vacancies and sanction of additional post for additional Trains/ work load.
Over two lakh posts in Indian Railway are lying vacant. There has been 83.37% increase in passenger traffic and 74.95% increase in goods traffic between the year 2000–2001 and 2008-2009, whereas staff strength has been reduced by 10.29%, causing safety hazard.
The issue will be pursued vigorously.
7. Recruitment of Substitutes in the Railways – One of the long pending demands of AIRF is, the wards of the Railwaymen should be recruited as “Substitutes” in the Railways. Unfortunately, orders to this effect have been issued in such a way by the Railway Board, that no General Manager is implementing the same. Hence, it is requested that suitable amendments should be made in the orders of the Railway Board so that wards of the Railwaymen are given priority while recruiting as Substitute.
Hon’ble MR has instructed the Railway Board to review this issue in the light of discussions held during the meeting.
8. Absorption of quasi-administrative offices staff in the Railways - The issue of absorption of quasi- administrative offices staff in the Railways was raised by the AIRF several times in various negotiating Fora with the Railway Board but unfortunately nothing has been done in the matter. If these staff are absorbed in the Railways, this will enable the Railways in having trained manpower.
This issue was discussed in detail and he has assured us to consider the matter favourably.
9. Implementation of various Welfare Schemes announced by earlier Hon’ble MR in her Rail Budget – Ms Mamata Banerjee, Ex. Hon’ble Minister for Railways, in her Rail Budget had announced various Welfare Schemes for Railway employees and their wards, such as - opening of Nursing Schools, Medical Colleges, Engineering Colleges, Polytechnics, Kendriya Vidyalas, houses for all the Railway employees, extension of medical facilities to both dependent father and mother of railway employees, setting up of a Railway Vidyalaya Prabandhan Board to improve the quality of education to children studying in Railway Schools. The progress is very tardy and to create confidence among the Railwaymen, the process of implementation of such welfare schemes should be accelerated.
Hon’ble MR has instructed the Railway Board to expedite the welfare schemes announced by the then Hon’ble MR in her last Rail Budget.
10. Provision of Privilege Pass facility for parents of Railway employees – At present, Indian Railways give Privilege Pass facility only to the widow mother of the Railway employees. This facility should be extended to the parents of Railway employees in line with PSUs, such as Air India, who offers this facility even to blood relatives of the employees.
Will be examined.
11. Medical facilities to Railwaymen/Retired Railwaymen and their families
Though it was announced in the last Rail Budget by the then MR that medical facilities will be provided to all the Railwaymen and their families even if they are posted in remote areas by utilizing Mobil Medical Vans, but nothing has been done in this regard. Hospitals are without doctors and paramedical staff. Private hospitals are not being recognized deliberately, with the result Railwaymen and their families are not getting proper treatment. CMP doctors who have completed seven years, a proposal was sent to extend it from seven years. In spite of regular persuasions from the GMs, it is still lying with the Railway Board. Announcement of Hon’ble MR in the last Rail Budget, that the parents will also get medical treatment in Railway hospital, has also not been implemented so far. For safe running of the Railways, health of Railwaymen is being utmost importance, and therefore, we hope that this issue will be considered on top priority, so that all the Railwaymen/Retired Railwaymen and their families could get proper medical assistance as and when require.
Orders will be issued for extension of CMPs from the existing 7 years to 10 years. Approval for hospitals will be expedited. Provision of Mobile Medical Vans will also be expedited.
12. Entitlement of Privilege Pass holders in Duronto Express Trains
Passholder Railway employees should also be permitted to travel in Duronto Express Trains as has been done in the case of Garib Rath trains etc.
Agreed. Passes will be allowed on the pattern of Rajdhani Express trains.
13 Recommendations of Committee on Career Progression and Package to Trackmen
The recommendations of the Committee on Career Progression and Package to Trackmen should be implemented early .
Explained in detailed to Hon’ble MR and he has instructed the Railway Board to expedite implementation of the recommendations of the said committee.
14. Representation of women employees in Negotiating Fora
Railways are pursuing the policy of women empowerment for years together, therefore, it would be in the fitness of the things that at least two women representatives are allowed in Negotiating Fora(PNM meeting etc.) at all levels in addition to the existing number of representatives.
Representation to two women workers will be given on Zonal and Divisional levels, as has been given at the Railway Board level for PNM Meeting.
Since these issues are pending since very long, it will be highly appreciated, if you kindly arrange a meeting between Federation(AIRF) and Full Board in your presence so that the issues can be resolved early.

Railways Constitutes High Level Safety Review Committee

         The Minister of Railways, Shri Dinesh Trivedi, at a press conference here today, announced the constitution of a High Level Safety Review Committee. The committee comprising of eminent persons/experts in technical and high end technology related fields with experience and expertise in a managing innovation in technology and change will also provide a valuable independent outsiders’ view in respect of the system and protocols. Present on the occasion among others were the Minister of State for Railways Shri Bharatsinh Solanki, Chairman Railway Board, Shri Vinay Mittal, Board Members and three members of the new committee. 
                    The Committee will be headed by Dr. Anil Kakodkar, Former Chairman of Atomic Energy Commission, and assisted by Dr. N. Vedachalam of Vikram Sarabhai Space Center, Thiruvananthapuram, Prof. Sanjay Dhande, Director IIT Kanpur and Sh. G.P. Srivastava Director E&I Group, Bhabha Atomic Research Centre. Shri E. Sreedharan, Managing Director, Delhi Metro Rail Corporation has kindly consented to act as the Advisor to the Committee. 
             Based on the accidents and their consequences witnessed in the recent past, the Committee would examine aspects connected with  , Signalling Systems,Rolling stock (of all types), Fixed Structures (Tracks, Bridges and OHE), Human Resource Development with emphasis on Training, Education and Research, Need for a Third Party Audit, Organisational and structural changes in RDSO and in any other department, and improvements in procedural system and improvement in procedures and systems and any other item/modification which Committee may desire.

Gopal Mishra has insisted to Railway Board that PLB- bonus
should be paid to the Railway Employees before “Pooja ”
festival and avoid last minute inconvenience.
In his letter he expressed that “time is running fast, but the
orders for the payment of Productivity Linked Bonus to the
Railwaymen, for the year 2010- 11, have not yet been
issued, though many a times formally and informally I have
requested the Railway Board in this regard”.

A reference has been received from one of the Railways
mentioning a case where an employee working as Accounts
Clerk was promoted as Junior Accounts Assistant (GP
Rs.2800 ) after 01 .01 .2008 and his pay was fixed as per
Rule 13 of Railway Services (Revised Pay) Rules, 2008 by
adding 3% of Basic Pay and Grade Pay. On a subsequent
date another employee (Junior to him ) was appointed as
Junior Accounts Assistant (GP Rs.2800 ) through Direct
Recruitment and his pay was fixed under Section II of Part-
A of First Schedule of Railway Services (Revised Pay) Rules,
2008 which happened to be more than that of the above
senior. A doubt has been raised whether stepping up of pay
may be allowed in such cases to the senior employee who
got promoted as Jr . Accounts Assistants (GP Rs.2800 ) after
01. 01 .2006 vis- à- vis his junior who was directly recruited
on a subsequent date as Junior Accounts Assistant (GP 2800)
subject to fulfillment of conditions as laid down in Para 5 of
Ministry of Railway’ s letter No, PC- Vl/2010 /I/ RSRP/1 dated
17. 02 .2010 .
2. The issue has been examined in consultation with
Ministry of Finance and it is clarified that pay of Senior
employee promoted to a post after 01. 01 .2006 may be
stepped up vis- à- vis his junior who was directly recruited on
a subsequent date to the same post subject to the condition
that they belong to the same seniority list for all purposes
and various conditions as laid down in Boards letter of even
number dated 17 .02 .2010 are fulfilled.
3 . This issues with the concurrence of the Finance
Directorate of the Ministry of Railways.

6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.

b) Employees who has been periodically examined at any time within 2years prior to his attaining the age of 45years would be examined after 2years from the date of last PME & subsequent PME for every 2years upto 55years age.Of
