COMRADE SHIVA GOPAL MISHRA AS I KNOW – P C Bihari

Born on 15th August, 1950 in a remote village of Hardoi in Uttar Pradesh, Shri Shiva Gopal Mishra took over as General Secretary, All India Railwaymen Federation as also of Northern Railwaymen's Union in the year 2008 after the sad demise of Com. J.P. Chaubey.

Professionally he is an Electrical Engineer and graduated both in Science and Law from Lucknow University before joining Railways as Apprentice Engineer in December, 1969 and accomplishing 5 years course in Electrical Engineering.

Shri Mishra rose to coveted position of General Secretary, All India Railwaymen's Federation from a very modest beginning as a delegate of Northern Railwaymen's Union in Lucknow Division in 1975.

It was solely due to his selfless service, being a fearless fighter and sacrifice for the common Railwaymen that provided him buoyancy and a northward rise. He has been deeply inspired by the legacy of AIRF stalwarts, including V.V. Giri, Jai Prakash Narayan, Com. J.P. Chaubey, Com. T.N. Bajpai and present AIRF President, Com. Umraomal Purohit. Shri Mishra believes that the fundamentals and structure on which AIRF stands is ageless and is imperative for all time.

Shri Mishra while believes in negotiated settlement to resolve the issues but in case of impasse or injustice meted out to Railwaymen, he is always ready to initiate stringent and tougher measures and struggle for the cause of common Railwaymen and working masses at large.

Shri Mishra is very voracious reader of philosophy, classics, and history. He read deeply the history of contemporary trade union movement focusing Rail industries across the globe. He is a fluent orator both in Hindi and English. Shri Mishra is an apt learner in everything occurring under the sun. He possesses wider vision supported by his ever missionary zeal and blueprint for action plan for the cause of Railwaymen and working masses at large. He is devout admirer of consensus management and an advocate of workers' participation, their involvement, motivation and recognition at every level including in decision making process. He believes in lubricated communication mechanism with his easy access by any Railwaymen.

Shri Mishra is a computer savvy and supports use of computer at micro levels of trade union activities.

Shri Mishra has extensively travelled across the globe delivering lectures and participating in various seminars, symposia and workshops on workers' welfare, security and growth.

Shri Mishra has deep interest towards corporate-social responsibility for the society and the nation at large.

He has established R.C.L. Mishra Foundation for underprivileged students in 2001 that has since becoming an international movement. He has been the Patron of the International Convention of Students Quality Circles since 1997. He was instrumental in hosting world's first convention on Challenged Students' Empowerment ICCSE held in Mauritius in December 2008.

Subject: Implementation of the Recommendations of the Visual Sub-Committee.



6. Periodical re-examination of serving Railway Employees:



6.l. In order to ensure the continued ability of Railway employees in Classes A l, A 2, A 3, B l and B 2 to discharge their duties with safety, they will be required to appear for re-examination at the following stated intervals throughout their service as indicated below:



6.1.1. Classes A l, A 2 and A 3 —At the termination of every period of three years, calculated from the date of appointment until they attain the age of 45 years, and thereafter annually until the conclusion of their service.



Note: (l) The staff in categories A l, A 2 and A 3 should be sent for special medical examination in the interest of safety under the following circumstances unless they have been under the treatment of a Railway Medical Officer.



(a) Having undergone any treatment or operation for eye trouble irrespective of the duration of sickness.



(b) Absence from duty for a period in excess of 90 days.



(2) If any employee in medical category A has been periodically medically examined at any time within one year prior to his attaining the age of 45, his next medical examination should be held one year from the due date of the last medical examination and subsequent medical examination annually thereafter.



If, however, such an employee has been medically examined, at any time earlier, than one year prior to his attaining the age of 45, his next medical examination should be held on the date he attains the age of 45 and subsequent medical examination annually thereafter.




Ammendment: It was ammended in 1993 as below



Age Group PME Due



Age 00-45 every 4yrs



Age 45-55 every 2yrs



Age 55-60 every year
Details:-
As per Rly Bd's Guideline of Medical Exam issued vide LNo. 88/H/5/12 dated 24-01-1993

a) PME would be done at the termination of every period of 4 years from date of appointment / Initial medical Exam till the date of attainment of age of 45 years, every 2 years upto 55 years & there after annual till retirement.
b) Employees who has been periodically examined at any time within 2years prior to his attaining the age of 45years would be examined after 2years from the date of last PME & subsequent PME for every 2years upto 55years age.Of
